Construction Manager - Residential Programs

Capital Area Community Services, Inc. is seeking a Construction Manager for our Residential Programs. This is a newly created position and a terrific opportunity.

Reporting to the Director of Residential Programs, the person selected functions primarily as a construction coordinator, responsible for managing contractors, inspections, schedules, documentation, and quality control across multiple housing programs, including Weatherization. They must demonstrate the ability to read, interpret, and apply program policies and procedures associated with publicly funded construction. This is a hands-on field and administrative role supporting safe, compliant, and timely completion of residential construction projects for income-qualified households.

Essential Functions:

Construction Coordination & Project Management

  1. Provides day-to-day direction and oversight of contractors performing residential construction projects.
  2. Provides day-to-day direction and oversight of Weatherization Field Staff and contractors performing weatherization measures in client homes.
  3. Coordinates pre-construction meetings, bid walks, in-progress site visits, punch lists, and construction closeout.
  4. Conducts on-site inspections to ensure quality workmanship and compliance with project specifications and program requirements.
  5. Monitors construction progress and address delays, emergencies, or project disruptions.
  6. Serves as liaison between contractors, inspectors, architects/engineers (as applicable), and internal program staff.
  7. Develops and manages scopes of work, cost estimates, schedules, and project timelines.
  8. Supports contractor procurement, onboarding, and performance monitoring.
  9. Reviews and approves construction-related invoices and required documentation.
  10. Ensures job sites are maintained in a safe and orderly condition throughout construction.

Compliance, Policy & Quality Control

  1. Willingness to gain knowledge of applicable federal, state, and local housing program policies and procedures.
  2. Ensures construction activities comply with building codes, safety regulations, and grant program standards.
  3. Supports implementation of lead-safe work practices and hazardous materials protocols.
  4. Attends required trainings to remain current on program rules, technical standards, and compliance requirements.
  5. Identifies recurring construction or compliance issues and assists in developing corrective actions.
  6. Informs program leadership of risks that may impact project completion or program outcomes.
  7. Supports quality control procedures and job tracking systems.

Program & Administrative Support

  1. Maintains accurate project files and documentation required by funding sources.
  2. Collaborates effectively across multidisciplinary teams, including program staff, contractors, inspectors, and community partners, to support coordinated project delivery.
  3. Communicates professionally with homeowners, contractors, inspectors, and community partners.
  4. Supports documentation workflows tied to publicly funded construction projects.
  5. Participates in special projects and program initiatives as assigned.
  6. Participates in outreach events.

Recommended Employment Qualifications

The job requires knowledge normally acquired from specialized training such as that acquired in specialized classes, vocational, trade or business school.

  • Three to five years of progressively responsible experience in construction, rehabilitation, or field operations. Previous Community Action Agency Weatherization experience preferred.
  • Minimum three years of supervisory or management experience.
  • Demonstrated experience coordinating contractors and managing residential construction or rehabilitation projects.
  • Ability to read and interpret construction documents, scopes of work, and program policies.
  • Working knowledge of residential building systems (electrical, plumbing, mechanical) and safety standards.
  • Strong organizational skills with the ability to manage multiple projects simultaneously.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office and web-based project management systems.
  • Ability to work effectively with diverse populations.
  • Experience scheduling and managing multiple construction crews.

Required & Preferred Certifications

  • Builder's license (required).
  • OSHA safety training (preferred or must be obtained within a specified timeframe).
  • Lead-Safe or Lead Renovation, Repair and Painting (RRP) certification (preferred or required as programs dictate).
  • Additional certifications related to housing rehabilitation, safety, or hazardous materials as required by funding sources.

Full-Time: 52 Weeks per Year, Salaried Exempt position

Pay Rate: $61,776 annually

Benefits: Comprehensive benefit package effective the first of the month after 60 days of employment
