Why Do I See Two Salary Ranges? The City of Greeley in compliance with Colorado state law, includes a salary range for all positions posted. This law is intended to improve wage transparency. The City of Greeley, in support of wage transparency posts both the full salary range for each position (what you might anticipate your earnings could be if you work for the City of Greeley for some time), as well as the anticipated hiring range (the range within which the City anticipates making an offer). The actual offer extended will be based on your years of relevant experience, education, certifications and potentially other factors.

This position is a full-time, term-limited position funded for twelve (12) months from the date of hire, with the possibility of becoming permanent if additional funding is approved at a later date.

Job Summary The Management Analyst is a one-year term professional position within the Department of Innovation and High Performance designed to provide early-career professionals with meaningful experience in local government. This role supports analytical, research, and organizational improvement projects across the organization, while also assisting with initiatives related to project management, performance improvement, and strategic priorities. Working under general supervision, the Management Analyst conducts research, analyzes data, develops recommendations, prepares reports and presentations, and supports cross-departmental projects that advance operational effectiveness and high-performance government practices.

Experience:

Minimum Requirements

  • Bachelor's degree in public administration, public policy, business administration, organizational leadership, data analytics, political science, economics, or a related field.
  • Recent graduate or candidate graduating within the current academic term.
  • Possession of a valid driver's license

OR

Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

Preferred Qualifications

  • Master's degree in public administration, public policy, business administration, organizational leadership, data analytics, or a related field.
  • Internship, fellowship, capstone, or other applied experience in local government, public service, performance improvement, research, or data analysis.

Knowledge, Skills, and Abilities

  • Knowledge of public administration, management analysis, performance measurement, and continuous improvement principles in a local government environment.
  • Knowledge of basic business process improvement methods and the ability to apply them to operational and service delivery challenges.
  • Skill in collecting, organizing, and analyzing data and other information to support decision-making, performance reporting, and organizational improvement efforts.
  • Ability to evaluate processes, identify root causes, and recommend solutions that improve efficiency, effectiveness, and customer or community outcomes.
  • Ability to support and coordinate projects, process improvement efforts, and special initiatives involving multiple departments and stakeholders.
  • Skill in preparing concise reports, presentations, and recommendations for supervisors, leadership teams, and operational partners.
  • Ability to establish and maintain effective working relationships and collaborate successfully in a team-oriented, cross-functional environment.
  • Proficiency in Microsoft Office Suite and the ability to learn new systems, reporting tools, and technologies used to support analysis and improvement initiatives.

Essential Functions

  • Conduct research, data analysis, and organizational assessments to identify trends, operational challenges, and opportunities to improve programs, services, and internal processes.
  • Analyze business processes and workflows; document findings; and develop recommendations to improve efficiency, effectiveness, and service delivery.
  • Support performance improvement, innovation, and continuous improvement initiatives through project coordination, research, implementation support, and follow-up.
  • Assist in developing, tracking, and reporting performance measures, dashboards, key performance indicators, and other tools used to support decision-making and evaluate outcomes.
  • Prepare reports, presentations, briefing materials, and recommendations that clearly communicate research, findings, and proposed solutions to staff and leadership.
  • Support the successful implementation of new platforms, systems, technologies, or process improvements through research, requirements gathering, testing, documentation, training support, and change management activities.
  • Collaborate with departments, project teams, and stakeholders to gather information, understand operational needs, and support cross-functional projects and strategic initiatives.
  • Conduct benchmarking and best-practice research related to local government operations, public-sector innovation, and organizational effectiveness, and provide recommendations for consideration.
  • Perform other duties as assigned.

Supervisory Responsibilities This position does not have regular direct supervisory responsibilities. May provide oversight and direction for assigned projects or project teams and may supervise interns, fellows, or temporary staff, as assigned.

Travel Category A - Standard Local Travel: This position requires occasional local travel within the County. Employees may be expected to walk or drive short distances to attend meetings, trainings, or perform work at other city buildings or partner sites.

Work Environment

  • Primarily based in a standard office environment, which involves working at a desk or workstation for extended periods.
  • Work is generally performed during standard business hours; occasional early or late hours may be required to support project deadlines, system implementations, or public meetings.
  • The noise level is generally low to moderate, consistent with a typical office setting.
  • This position may occasionally require visits to other offices or off-site locations for meetings or project work, depending on job responsibilities.
  • Meetings are conducted in person, by phone, and via video conferencing.

Physical Requirements

  • Prolonged periods of sitting and working at a computer workstation.
  • Occasional standing, walking, bending, and reaching in an office setting.
  • Ability to lift or carry light office materials, typically up to 1020 pounds, such as files, binders, or a laptop.
  • Frequent use of hands and fingers for keyboarding, mouse use, and handling documents.
  • Ability to communicate effectively in person, by phone, and via video, including speaking and hearing.
  • Visual ability to read printed materials and view computer monitors for extended periods.
