Job description

601 Recreation Operations Supervisor

Under direction, plans, schedules and supervises ongoing activities of staff performing work in multiple areas of maintenance and construction related disciplines and supervises similar work performed by outside contractors. Performs related work as required. Supervision may be exercised over union personnel through foremen and or non-union clerical and technical staff. Work involves regular contact with other departments, divisions, residents, and contractors.

Confers with the Manager and or Assistant Director or Director concerning objectives, new or revised policies, and short- and long-range programs related to building maintenance, repair, construction, and operational issues. Plans and implements programs in accordance with established objectives.

Develops work programs and schedules. Supervises and directs the work of staff. Plans and oversees training and safety programs. Selects and evaluates employees and provides timely and constructive performance feedback.

Supervises field operations and oversees work performed by outside contractors. Coordinates and schedules contracted services related to building maintenance and repairs.

Assists with evaluation and preparation of contracts. Verifies completion and quality of contractor work and approves invoices.

Coordinates interdepartmental activities and supports completion of projects generated by other divisions. Interfaces with management, utilities, municipal, and private representatives as required.

Develops work plans for audits, research, and operational reviews. Assesses manpower, scheduling, cost, and time requirements.

Manages work order systems, including reviewing requests, assigning tasks, tracking progress, and ensuring timely completion. Monitors and escalates high priority or aging service requests.

Maintains records of completed work, maintenance logs, and equipment service history. Reviews inventory levels and coordinates supply requisitions.

Performs or assists with general building and grounds maintenance tasks as operational needs require.

Evaluates issues, summarizes findings, and develops recommendations. Prepares and presents reports as directed.

Works effectively with staff, residents, and others by communicating clearly, addressing issues constructively, and maintaining professional working relationships.

Drives a vehicle to various facilities, meetings, workshops, and other job-related responsibilities.

Maintains regular attendance and performs all duties on site.

When assigned as Operations Supervisor for the Damage Restoration Division: Supervises the moisture intrusion and damage remediation inspections and operations staff. Serves as coordinator for emergency and insurance-related repair activities.

When assigned as Operations Supervisor for the Maintenance Services or Maintenance Operations Division: Must have advanced knowledge of Microsoft Office and a basic knowledge of Microsoft Projects.

When assigned as Operations Supervisor for the Recreation Department: Coordinates maintenance and ensures operational readiness of recreation facilities including clubhouses, pools, courts, and common area amenities, and oversees pool facility operations in coordination with the pool technician to ensure compliance with applicable health and safety standards.

Directly supervises a General Maintenance Worker and Senior Facilities Pool Technician, including assigning, scheduling, and prioritizing daily work based on operational needs and staffing capacity. Monitors work progress and ensures timely follow up on maintenance activities and conducts regular check-ins and performance evaluations for assigned staff.

Coordinates with internal departments and contractors to resolve maintenance and operational issues specific to recreation facilities. Conducts routine inspections of facilities and equipment, documents deficiencies, and coordinates corrective action. Communicates with residents, management, and staff regarding maintenance schedules, service interruptions, and overall facility conditions related to recreation areas.

Non-essential functions include assisting with priority projects and preparation of annual budget estimates. Maintains records related to materials, supplies, and project history. Researches, designs, and implements special projects including cost estimates. Photographs areas related to division projects. Evaluates equipment and identifies departmental needs. Resolves departmental and resident related maintenance issues through direct communication.

Equipment operated includes vehicle, computer, printer, copier, telephone, camera, hand-held radio, sound recorder and moisture meter.

Work is performed in both office and field environments. Exposure to dust, fumes, and outdoor elements occurs during inspections and maintenance oversight.

Desirable qualifications include graduation from an accredited four-year college or university with a degree in business, construction management, facilities management, or a related field and thorough journeyman supervisory experience in the construction trades; or any equivalent combination of education and experience which produces the following:

  • Knowledge of the occupational hazards and safety precautions of the job.
  • Knowledge of computer and applicable software programs.
  • Knowledge of methods of report presentation.
  • Knowledge of principles of administrative management and sources of authoritative information.
  • Knowledge of research methods and techniques.
  • Knowledge of the principles and practices applied in the safe and efficient use of tools and equipment and safety precautions applicable to the work.
  • Knowledge of the principles and practices of accounting, budgeting and auditing.
  • Knowledge of materials, methods, tools and equipment used in maintenance and repair work appropriate to the area of assignment.
  • Knowledge of methods and procedures used in the identification and remediation of moisture and mold intrusion in residential properties.
  • Knowledge of general building and grounds maintenance practices applicable to recreation facilities, including plumbing, HVAC, electrical, and pool systems.
  • Ability to design, conduct, analyze and interpret research findings.
  • Ability to direct the preparation and maintenance of repair records and reports and to analyze and evaluate such records for planning purposes.
  • Ability to lay out and supervise the work of maintenance personnel performing various tasks in a manner conducive to full performance and high morale.
  • Ability to maintain effective working relationships with other employees and the public and to deal with public relations problems courteously and tactfully.
  • Ability to prepare and supervise the keeping of a variety of records and reports.
  • Ability to recognize operating deficiencies in assigned equipment.
  • Ability to write and orally present clear and concise reports.
  • Ability to communicate effectively with residents, management staff, and cross-functional departments regarding maintenance status and scheduling for recreation facilities.

Special requirements include possession of a valid California driver's license. Ability to pass respiratory pulmonary function test. Ability to pass qualitative and/or quantitative respirator fit test.

When assigned as Operations Supervisor for the Damage Restoration Division: Ability to obtain mold remediation certification.

When assigned as Operations Supervisor for the Recreation Department: Knowledge of pool facility operations, aquatic health and safety standards, and recreational facility maintenance practices for class C pool / spa facilities. Ability to manage work order queues using computerized maintenance management systems (CMMS) and track service request completion in a high-volume residential recreation setting. Ability to obtain certification as a Certified Pool Operator (CPO).

Physical requirements include frequent talking, hearing, using hands to finger, grasp, feel and reach. Regular sitting for long periods of time (up to 7 hours). Occasional carrying, kneeling, pulling, pushing, stooping, and lifting 3050 lbs.

Mental requirements include reading, detailed work, confidentiality, problem solving, math, reasoning, verbal/written communication skills, extensive personnel contact, multiple concurrent tasks.
