The City of Surprise Human Resource Department is seeking a Human Resources Business Partner who possesses extensive experience in benefits strategy, leave administration, retirement services, and employee well-being programs. This position will need to confidently analyze complex data, evaluate trends, and translate information into clear, actionable recommendations that ensure programs remain competitive, fiscally responsible, regulatory compliant, and aligned with the City's strategic goals. In addition, this position will provide expert guidance on employee benefits, Family Medical and other leave programs, retirement plan administration, wellness initiatives, regulatory compliance, and budget planning. The ideal candidate will thrive in a fast-paced, yet collaborative environment that is focused on driving business success and compassionately enhancing and promoting our employee culture.
Incumbents perform professional-level work related to a human resources functional area in order to assist organizational leaders in the achievement of strategic objectives. Incumbents have broad-based accountability and are responsible for developing, implementing and evaluating programs; serving as an expert resource in one or more functional areas; providing guidance and monitoring lower-level staff; and handling programs or activities which are highly sensitive and have high levels of liability and risk. This position may supervise employees. Bachelor's degree in Human Resources, Business Administration, Public Administration, Risk Management, or a related field, and five years of professional-level human resources and/or risk experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed in the job description. Additional education cannot be substituted for experience.
PHR/SPHR, SHRM-CP/SCP, IPMA-CP/SCP, CEBS, or CCP certification is desirable. Applicants whose education, training and experience most closely meet the needs of the position may be invited to participate in a selection process to include a panel interview.
