Job description

Job Summary

***Reposted: 8/12/2026.*** This position performs specialized duties related to the department's property tax operations and services.

Major Duties

  • Prepares and processes annual tax statements for mailing.
  • Ensures timely processing of monthly Webb County Appraisal District (WCAD) tax roll changes; reviews individual changes to verify accuracy of property values and exemptions.
  • Prepares and mails statements related to WCAD tax roll changes.
  • Prepares rollback tax calculations and documentation.
  • Prepares refund requests.
  • Prepares refund checks for Laredo Community College.
  • Trains employees on system upgrades and the processing of tax roll changes.
  • Prepares delinquent tax statements.
  • Completes various forms and documents for taxpayers.
  • Processes property tax transactions.
  • Provides information and assistance to the public as requested.
  • Maintains accurate records of cash and check transactions to ensure proper balancing of the cashbox.
  • Processes motor vehicle registration renewals.
  • Performs any other duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of the property tax code, policies, and procedures.
  • Knowledge of motor vehicle registration laws and procedures.
  • Knowledge of computers and job-related software applications.
  • Knowledge of customer service principles and practices.
  • Skill in analyzing problems and developing and implementing effective solutions.
  • Skill in preparing clear and precise reports.
  • Skill in oral and written communication.
  • Ability to communicate orally and in writing in the English language and orally in the Spanish language.

Minimum Qualifications

  • Must have a high school diploma or GED from an accredited institution.
  • Must have at least one (1) year of general work experience.
  • Must be able to type 30 wpm.

Complexity/Scope of Work

  • The work consists of related specialized duties. Strict regulations contribute to the complexity of the position.
  • The purpose of this position is to perform specialized duties related to the collection of property taxes. Success in this position contributes to the efficiency and effectiveness of department operations.

Physical Demands/Work Environment

Occasionally

  • Moving oneself in different positions to accomplish tasks in various environments, including tight and confined spaces.
  • Remaining in a stationary position, often standing or sitting for prolonged periods.
  • Moving to accomplish tasks or moving from one worksite to another.
  • Adjusting or moving objects up to 25 pounds in all directions.
  • Repeating motions that may include the use of wrists, hands, and/or fingers.
  • Operating machinery and/or power tools.
  • Operating motor vehicles or heavy equipment.
  • Driving a County vehicle or a personal vehicle for County business.
  • Working in small and/or enclosed spaces.

  • Communicating with others to exchange information.
  • Assessing the accuracy, neatness, and thoroughness of the work assigned.
  • Working in noisy environments.
  • Sedentary work that primarily involves sitting/standing.
  • Light work that includes carrying objects up to 20 pounds.
  • Medium work that includes carrying objects up to 50 pounds.

Other Requirements/Information

  • Must possess a valid and current Texas driver's license for the type of vehicle or equipment operated.
  • Drug and Alcohol Policy applies to this job. Pre-employment drug/alcohol testing, Motor Vehicle Record (MVR), and criminal background checks are required.
  • This position is covered by Civil Service; therefore, it is subject to the Civil Service Rules and Regulations in addition to all other Webb County policies.

Valid Texas Driver's License* *If the applicant holds an out-of-state license, a State of Texas Driver's License must be obtained prior to employment.
