Position Description

Title: Program Officer Climate Mobility and Migration Justice

Job Category: Exempt (Salary)

Status: Full-Time

Direct Supervisor: Regional Program Manager

Region/Unit: International Programs/Regional Office for Latin America and the Caribbean (LAC)

Location: Latin America (remote)

Essential Functions / Responsibilities and Accountabilities

Climate Mobility and Advocacy

  • Monitor developments in climate change, climate justice, and human mobility.
  • Build relationships with climate-affected communities that have experienced or are at risk of forced displacement.
  • Coordinate participatory research and documentation on climate-induced displacement.
  • Strengthen and coordinate the Regional Network for Climate Mobility (K'at).
  • Design and implement advocacy and communications initiatives.
  • Support the development of evidence-based public policies related to climate displacement.

Program Implementation and MEL Support

  • Contribute to activities under reintegration and migration narrative pillars.
  • Document lessons learned, best practices, and program experiences.
  • Support monitoring, evaluation, and learning (MEL) processes, including baseline development.
  • Participate in planning, monitoring, strategy discussions, and team coordination.

Partnerships and External Representation

  • Develop and maintain relationships with partner organizations, networks, and coalitions.
  • Represent AFSC in regional forums, coordination platforms, and thematic discussions.
  • Strengthen partner and community capacity on climate mobility, advocacy, and intercultural approaches.

Administration, Reporting, and Operational Management

  • Prepare narrative progress and results reports.
  • Support fundraising proposals and strategic planning.
  • Manage assigned activities, timelines, and budgets.
  • Ensure compliance with AFSC policies, procedures, and standards.
  • Perform additional duties as assigned

Supervisory / Management Requirements

This position has no direct staff supervision responsibilities. It may, however, coordinate the work of consultants, volunteers, and partner organizations within the framework of specific program activities.

Minimum Experience and Qualifications

  • Bachelor's degree in social sciences, law, international relations, development studies, geography, environmental science, or a related field required. Graduate studies in a related area preferred.
  • Minimum of 5 years of professional experience in human mobility, forced migration, human rights, climate change, or related programs required.
  • Demonstrated experience working directly with communities, grassroots organizations, and/or civil society in the field, preferably in Central America or Mexico.
  • Knowledge of and/or experience with the climate changeforced displacement nexus, including protection frameworks, public policy, or applied research.
  • Experience in advocacy processes, alliance-building, and network coordination at the regional and local levels.
  • Experience generating and systematizing evidence through participatory and/or community-based methodologies.
  • Experience in project design and monitoring (planning, monitoring, evaluation, and reporting).
  • Solid understanding of the migration and human mobility context in Central America and Mexico, including forced displacement, return migration, and climate migration dynamics.
  • Understanding of international regulatory frameworks related to migration, forced displacement, and climate change.
  • Strong written and oral communication skills in Spanish; English desirable.
  • Ability to work evenings and/or weekends and to travel, as required.
  • Ability to work effectively independently and within a team environment in multicultural, geographically dispersed settings.
  • Experience with standard Microsoft Office and remote collaboration platforms.
  • Must be capable of working under tight time constraints in a high-volume environment with multiple priorities.
  • Understanding of and commitment to the principles, concerns, and considerations of AFSC in regard to issues of race, class, nationality, religion, age, gender and sexual orientation, and disabilities. Demonstrated ability to work and communicate with diverse staff.
  • Commitment to Quaker values and testimonies. Understanding of and compatibility with the principles and philosophy of the American Friends Service Committee including non-violence and the belief in the intrinsic worth of every individual.
  • Respect for and sensitivity to cultural, ethnic, racial, gender and religious diversity and familiarity with non-violent approaches to problem solving.
  • Ability to organize, plan ahead and prioritize multiple tasks and meet deadlines.

This position requires availability for regular travel to communities and program intervention areas in Central America, Mexico, and Colombia, which may involve fieldwork conditions and hard-to-reach environments.

Compensation

AFSC offers a competitive total compensation package consistent with the organization's salary band for this position. Specific details regarding salary, benefits, and contract conditions will be communicated during the selection process.
