Job description

Community Services Administrator

Catholic Charities of Baltimore, Community Services Division is seeking a Community Services Administrator to provide strategic and operational leadership for assigned community services programs and initiatives. Program assignments may include, but are not limited to, shelter and housing, food services, resource and case management, immigration assistance, workforce development, employment services, and related community supports. Administrator is accountable for ensuring assigned programs operate effectively, meet agency, funder, and regulatory requirements, achieve measurable outcomes, and remain financially sustainable.

Work Schedule: Monday through Friday, 8:30 a.m. to 4:30 p.m. Limited evening and weekend work may be required on an occasional basis to support special events and operational needs.

The Community Services Division offers supportive programming for adults, families and the community. Our programs provide programs and resources for workforce development, housing, emergency shelter, education though our Head Start programs, and immigrants.

Job Duties & Responsibilities:

  • Provides leadership and oversight for 35 assigned community services programs to ensure ongoing compliance with agency policies, funder requirements, and applicable regulations, maintaining programs that consistently meet operational, regulatory, and performance standards.
  • Provides direction, mentorship, and oversight to program managers and supervisory staff by establishing transparent performance standards, carrying out prompt and impartial evaluations, and promoting responsibility, ongoing learning, and a cooperative, purpose-focused environment that achieves tangible team and program outcomes.
  • Guides program leadership in setting annual goals, developing work plans, and conducting long-range planning aligned with divisional and agency priorities, holding teams accountable for achieving clear, measurable objectives and continually monitoring progress to drive improved client and program outcomes.
  • Oversees the development, implementation, and ongoing monitoring of annual program budgets, ensuring fiscal accountability and timely variance resolution to safeguard long-term program sustainability and verify that financial outcomes meet established benchmarks.
  • Supports budget and funding development efforts by contributing to budget planning, funding analysis, and research on trends and best practices that strengthen program sustainability, supporting growth, and delivering results aligned with funding goals.
  • Directs quality assurance and performance management activities by reviewing program data, service outcomes, and compliance indicators to support evidence-based decision making, continuous improvement, and consistent service effectiveness across assigned community services programs.
  • Provides oversight and guidance related to service delivery models, documentation standards, compliance expectations, and outcome tracking to ensure consistency, data integrity, and accountability across assigned community services programs.
  • Leads or supports division-wide quality improvement initiatives by implementing consistent standards, monitoring outcomes, and promoting best practices across programs, for accountability, progress, compliance, and the achievement of targeted quality improvements across programs.
  • Leads or supports the development, submission, and ongoing oversight of grant deliverables for funded programs within the assigned areas, ensuring all requirements are met on time and in alignment with grant agreements.
  • Cultivates and maintains productive relationships with community partners, service providers, funders, donors, and referral sources to strengthen collaboration, expand access to services, and increase the reach and impact of assigned community services programs.
  • Collaborates with the Communications Office to support positive media relations and represent Catholic Charities professionally in the community, ensuring accurate messaging that strengthens public awareness, trust, and alignment with agency values.
  • Applies knowledge of community needs, service gaps, and program performance to strengthen program design, improve service delivery, and maintain responsive, effective programs across assigned community services.
  • Adapts to changing program and divisional needs by assuming modified program assignments, special projects, or division-wide initiatives as directed by the Division Director, ensuring continued alignment with funding requirements, program priorities, operational needs, and division structure.
  • Responsible for managing and directing the work of others, including recruiting new hires, onboarding new employees, conducting performance reviews, and ensuring accountability and effective team performance.
  • Performs other duties as assigned.

Administrator with oversight to Our Daily Bread Employment Center, Fugett Intergenerational Center, and Workforce Development-related initiatives has the following responsibilities.

  • Develops and expands workforce development programs and partnerships that meet employer and participant needs and support career pathways to living-wage employment.
  • Strengthens employment preparation, placement, and retention strategies for participants facing significant barriers to improve access, stability, and economic mobility outcomes.
  • Coordinates employer engagement, job readiness, and training workgroups to align practices, share resources, and maintain accountability for shared workforce goals.
  • Standardizes workforce practices, tools, curriculum, registration, and resource information to support consistent service delivery and participant access.
  • Builds relationships with employers, training providers, funders, donors, and community partners to expand employment, training, and workforce-related opportunities.
  • Standardizes workforce metrics, reporting, and outcome tracking to measure impact, support continuous improvement, and ensure accountability for results.

Education & Experience Requirements:

  • Master's degree in human services, business management, public administration, or a related field.
  • Eight (8) years' experience in human services or a related field, including a minimum of five (5) years in supervision and management.
  • Demonstrated success developing, managing, and overseeing program budgets, with a track record of fiscal accountability and achieving program results.
  • Proven experience motivating and leading teams, building strong, collaborative work environments, and driving performance to accomplish organizational goals.
  • Demonstrated ability to communicate effectively with individuals from diverse socio-economic and cultural backgrounds, fostering trust, collaboration, and engagement.
  • Experience in applying creativity and strategic vision to program design and service delivery, resulting in responsive, high-quality programs that meet community needs.
  • Demonstrated success building community partnerships and collaborating across public, private, and nonprofit sectors.
  • For incumbents assigned to workforce development: proven knowledge of workforce development, employment, career pathway, or economic mobility initiatives.
  • An equivalent combination of education and experience may be considered.

Required Skills & Abilities:

  • Solid judgment, discretion, and professionalism when handling confidential, sensitive, or complex programs, personnel, and operational matters.
  • Strong organizational, planning, prioritization, and delegation skills to manage competing demands and support timely execution.
  • Collaborative leadership style with the ability to influence, engage, and motivate managers and staff while promoting accountability and alignment with organizational goals.
  • Clear, respectful, and effective communication style, including the ability to address concerns, resolve conflict constructively, and maintain effective working relationships.
  • Strong critical thinking, analytical reasoning, and independent decision-making skills to assess complex issues and determine appropriate solutions.
  • Technology proficiency and adaptability, including the ability to use Windows-based systems, web-based tools, Microsoft Outlook, Word, Excel, PowerPoint, Teams, and OneDrive to support communication, documentation, data review, and program administration.

Physical Requirements & Work Environment:

  • Hybrid work options are available, contingent upon business needs and performance expectations in alignment with the Agency's policy.
  • Flexibility may be required to work beyond standard hours, including evenings, weekends, and holidays, as needed.
