Administrative Analyst

The City of Carson City Manager's Office is accepting applications for the position of Administrative Analyst. This is an exciting opportunity to join one of the City's most visible, dynamic, and high-performing teams during a pivotal time in Carson's history as the City expands its regional leadership role and prepares to serve as a Venue City for the 2028 Olympic and Paralympic Games.

The City Manager's Office serves as the central leadership and coordination hub for the organization. The Department works closely with the City Council, City Manager, executive leadership team, and all City departments to help advance City priorities, solve complex challenges, and deliver high-quality services to the community. The office is often responsible for leading special projects, developing new initiatives, coordinating across departments, and helping shape the future direction of the City.

The Administrative Analyst will provide direct support to the City Manager's executive team, including two Deputy City Managers, and will work on a wide variety of projects and assignments that impact the organization as a whole. The position is highly collaborative and requires frequent interaction with departments across the City. Successful candidates must be comfortable balancing multiple priorities, managing sensitive assignments, and working in a fast-paced environment where no two days are exactly alike.

Strategic Initiative Coordination - Support regional planning activities associated with the City's designation as a 2028 Olympic and Paralympic Venue City - Assist in preparing briefings and presentation materials related to 2028 Games coordination activities - Help coordinate logistical details for events and dignitary and delegation visits - Assist with sponsorship outreach and partnership coordination under the direction of executive staff - Support cross-departmental project tracking and scheduling tied to the City's priorities as a Venue City.

Administrative and Analytical Duties - Assist in the development and monitoring of departmental budgets; prepare expenditure reports, cost proposals, and supporting financial analysis - Research, draft, and coordinate City Council staff reports; manage the agenda process in coordination with the City Manager's Office and departmental staff - Support the development and administration of contracts; prepare RFPs and RFQs; process requisitions, purchase orders, and contractor payments - Conduct research and analysis in support of new and existing programs; prepare written recommendations for review by executive staff - Research grant opportunities; assist with grant applications, administration, and compliance reporting - Prepare correspondence, reports, and briefing materials on behalf of the City Manager's Office

Executive Support and Office Coordination - Provide scheduling and calendar management support, as needed, including coordination of meetings, appointments, and City functions - Manage follow-up, logistics, and correspondence associated with executive-level engagements and commitments - Serve as a coordination point between the City Manager's Office, City departments, and external partners and stakeholders - Support meeting preparation, agenda coordination, and related administrative functions as assigned

Many of the coordination and partnership responsibilities associated with this assignment are expected to continue beyond 2028, consistent with the City's ongoing regional commitments and long-term strategic priorities.

Vacancy Information There is one (1) current full-time (FLSA: Exempt) vacancy with a 4/10 schedule, working Monday through Thursday from 7:00 a.m. to 6:00 p.m. (including a 1-hour unpaid lunch break). Work hours and/or the work schedule may be adjusted based on the operational needs of the City. This position is fully on-site. Remote work is not available for this position.

Job Summary : Under direction, performs varied and complex professional and confidential administrative work; plans and directs the functions of programs in support of a City Council authorized committee, commission, or board; conducts administrative studies and analysis of operations in order to solve problems of budget, organization, program, procedure, manpower utilization, capital projects, or equipment; acts as staff support to a higher level manager and authorized committees, commissions, or boards.

Essential Duties

(These functions are representative and may not be present in all positions in the class. Management reserves the right to add, modify, change, or rescind related duties and work assignments.)

  1. Perform administrative duties to assist the City Manager, General Manager or City management.
  2. Attend meetings of the committee, commission, or board to which assigned.
  3. Research feasibility of proposed committee activities and report back to committee.
  4. Develop procedures for implementing committee programs.
  5. Serve as liaison with other agencies, the public, and various City departments on behalf of the committee to obtain information or resolve problems of implementing committee programs.
  6. Research, analyze data, and prepare recommendations in written or oral form to the City Manager and management related to committee programs.
  7. Represent the City at public functions.
  8. Disseminate information to the public on behalf of the City in situations requiring judgment and tact.
  9. Prepare official correspondence.
  10. Conduct studies of organizational functions related to productivity, budget, and financial analysis; research project costs of new programs.
  11. Provides administrative solutions requiring knowledge of records management, forms control, systems and procedures analysis, and statistical analysis.
  12. Assist in budget preparation by drafting or revising justifications for expenditures and compiling supportive data; represent City management in interactions with division managers in preparation, organization, and justification of department budget.
  13. Perform studies to ascertain the efficiency, economy, and effectiveness of departmental operations, policies, and procedures.
  14. Implement change resulting from studies.
  15. Write procedural manuals or instructions.
  16. Prepare written communications regarding City programs, policies or activities for public dissemination.
  17. Work with departments and officials on administration problems; develop plans and programs.
  18. Write RFPs and/or RFQs writing for professional services.
  19. Administer contract compliance administration.
  20. Prepare and monitor capital improvement project budgets.
  21. Write and administer grants.
  22. Evaluate impact of new or revised programs and their objectives compliance.
  23. Performs related duties as required.

Qualifications

Education and/or Experience :

  • Bachelor's degree in an occupationally related field and three (3) years full-time paid experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, systems and procedures, program, budget, or personnel. Experience and/or education in a related field may be substituted on a year for year basis.
