Job Description:

General statement of duties: Oversees, along with the human resources director and human resources supervisor, the administration of employee benefits, facilitation of state and federal protected leaves such as Oregon Family Leave (OFLA), Family and Medical Leave (FMLA) and Paid Leave Oregon (PLO); creates, implements, and maintains staff appreciation, engagement and wellness programs.

Distinguishing features of the class: The human resources analyst organizes and administers the district's comprehensive human resource programs, including benefits, state and federal leaves, total rewards, engagement and wellness initiatives, and provides support to the human resources director and human resources supervisor. Work is performed under the supervision of the human resources supervisor who reviews work primarily based on results attained and on the accomplishment of outlined objectives and goals. The human resources analyst exercises independent judgment and discretion to make authoritative choices without immediate supervision. This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department and committees and may plan, assign, delegate, or supervise the work of others for special projects. Assists with other Human Resources Department projects as assigned.

Examples of essential duties performed: (Illustrative only. Any single position of a class will not necessarily involve all of the duties listed, and many positions will involve duties that are not listed).

  • Administer the district's comprehensive benefit program including, but not limited to, medical, dental, vision, health savings account (HSA), health reimbursement arrangement (HRA), flexible spending accounts (FSA), long term disability (LTD), life insurance, retirement, optional supplemental benefits, COBRA notifications, and ACA reporting.
  • Collaborates with the district's benefits broker to analyze overall plan design, carrier options, claims data, and rates for renewals and annual open enrollment. Prepares and presents annual benefit plan change proposals to the human resources director and other management staff.
  • Maintain comprehensive knowledge of the district's employee benefit plans and serve as the district's subject matter expert, providing guidance and responding to complex questions from employees regarding benefits.
  • Responsible for providing benefit orientation to newly eligible employees, facilitating the staff benefits committee, oversight of annual open enrollment, and determining eligibility and processing mid-year changes for qualifying events.
  • Responsible for processing required benefit forms, creating and maintaining processes to ensure employee benefits are accurate and up to date. Oversee benefit data tracking and reporting mechanisms within the human resources information system (HRIS).
  • Work closely with the payroll and finance department on benefit-related tasks including benefit enrollment, mid-year benefit changes, benefit coverage discrepancies, vendor invoices, insurance renewal, ACA reporting 1094-C/1095-C tax forms, and state and federal protected leaves.
  • Administer protected leaves in compliance with federal and state laws, including but not limited to, FMLA, OFLA, and PLO. Responsible for compiling and processing required leave request forms and medical documentation, tracking continuous and intermittent protected leaves, data entry, filing and maintaining records.
  • Ensures compliance by requesting timely medical certification from providers to determine leave eligibility and re-certification as required and verifies return-to-work documentation includes any restrictions as appropriate. May assist with requests for temporary job modifications and/or reasonable accommodations as needed.
  • Maintain comprehensive knowledge of complex state and federal protected leave laws to counsel staff on leave options, benefits, rights, required documentation and processes. In addition, serves as the liaison with the district's third-party administrator for PLO.
  • Responsible for oversight of the wellness program that includes, but is not limited to, facilitating the staff wellness committee, annual vaccination clinics, biometric screenings, and the district's annual staff Safety and Wellness Fair.
  • Provide educational opportunities to staff on health and wellness topics in a variety of different ways such as training, lunch and learns, webinars, and weekly internal newsletter articles.
  • Organize and lead employee appreciation and engagement initiatives such as appreciation events, holiday socials, and various engagement opportunities.
  • Promote an inclusive work culture by providing guidance and resources that support diversity, equity, inclusion and belonging (DEIB) in the workplace.
  • Obtain general working knowledge of the district's Collective Bargaining Agreement.
  • Perform research and prepare reports, charts, tables, and other forms of analysis in order to provide the district with necessary human resources information.
  • Develop and deliver training on various human resource-related topics.
  • Recommend, develop and implement goals and objectives related to total employee rewards.
  • Provide excellent internal and external customer service. Create a positive experience for staff and community members through professional and courteous behavior and creative problem resolution.
  • Process and respond to unemployment claims and verification of employment requests.
  • Support the human resources director and human resources supervisor with confidential employee relation matters, conflict resolution, and performance management as needed. May participate in or scribe for disciplinary meetings and internal investigations.
  • Conduct special projects or perform additional duties as assigned by the human resources director and human resources supervisor.

Desirable qualifications

Knowledge: Thorough knowledge of general laws, principles, practices, and trends of human resources including those related to leave laws, employment law, benefits, Health Insurance Portability and Accountability Act (HIPAA), personal health information (PHI), compensation, wage and hour law, training, conflict resolution and claims administration. Familiarity with payroll processes as they pertain to benefit premium deductions and reconciliation, and accrued leave usage for protected leaves. Best practices in diversity, equity, inclusion, and belonging.

Skills: Effective written and verbal communication skills; critical thinking; practical application of discretion and ethical judgement handling confidential information; event coordination; meeting facilitation; training development and delivery; proficient with MS Office Suite and Teams, Google suite; familiarity with human resources information systems (HRIS), social media platforms, video conferencing services, project management software and the Internet.

Abilities: Ability to gather and analyze data; evaluate and formulate procedures and recommend action, exercise independent judgment and initiative; recognize organizational and operational deficiencies and recommend corrective action for compliance; communicate effectively; active listening; ability to exhibit sensitivity to the needs of employees and patrons; assess and evaluate effectiveness of engagement activities; excellent written and verbal communication skills; effectively manage multiple tasks, projects, and priorities with competing deadlines; work independently and exercise sound business acumen and strategic judgement; strong team player, innovator and self-starter.

Physical demands of the position: While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, hear, reach, and manipulate objects. The position requires mobility including the ability to move materials weighing up to 10 pounds on a regular basis such as binders and office supplies and lifting/carrying up to 40 pounds occasionally. Manual dexterity and coordination are required over 75% of the work period while working in this position. This position requires driving to other facilities and parks as needed. Minimum experience and training: Graduation from a four-year college or university with major coursework in business or public administration, human resources administration, occupational safety and health or a related field preferred, and two years of professional-level experience in human resources related to benefits and protected leaves administration required, or an equivalent combination of experience and training which demonstrates the knowledge, skills, and ability to perform the above-described duties.

Preferred experience and training: Valid certification as a professional in Human Resources awarded by Human Resource Certification Institute (HRCI), Professional In Human Resources (PHR) or Society for Human Resource Management (SHRM) and three years of professional-level experience related to the position such as employee engagement and appreciation events; employee relations, training, and policy creation and revision experience preferred. Spanish speaking is preferred.

Necessary special requirements: Possession of or ability to obtain a valid Oregon driver's license with a safe driving record and if hired maintain a driving record that meets the district's safe driving matrix.
