Job description

Health IT Program Manager II

The Health IT Program Manager II provides senior-level leadership, management, and oversight for enterprise Electronic Health Record (EHR) modernization and related Health IT programs supporting client's. This role is responsible for directing program planning, execution, governance, risk management, stakeholder coordination, and performance oversight across multiple client's component offices and functional domains. The position ensures program activities are aligned with operational requirements, federal IT policies, healthcare regulations, cybersecurity requirements, and executive leadership priorities.

Key Responsibilities

  • Lead the planning, coordination, and execution of enterprise EHR modernization and related Health IT programs across multiple client's offices, technical teams, and operational stakeholders.
  • Develop, maintain, and manage integrated program roadmaps, schedules, milestones, dependencies, and deliverables across EHR, analytics, solutions development, infrastructure, and operational initiatives.
  • Establish and support program governance structures, including executive briefings, steering committee meetings, decision forums, issue escalation paths, and action tracking.
  • Coordinate with cross-functional stakeholders, including HASO, DAO, SDO, PMO, OCIO, clinical leadership, operational program offices, vendors, and contractor teams.
  • Identify, assess, track, and manage program-level risks, issues, assumptions, constraints, and dependencies; develop mitigation strategies and contingency plans.
  • Oversee program performance metrics, status reporting, dashboards, and executive-level reporting products to support leadership decision-making.
  • Support acquisition planning, contract execution, deliverable review, and contractor performance oversight in coordination with the Contracting Officers Representative (COR) and government leadership.
  • Ensure program activities comply with applicable federal IT policies, healthcare regulations, privacy requirements, cybersecurity requirements, and organizational governance standards.
  • Advise senior leadership on program status, risks, tradeoffs, resource needs, schedule impacts, operational considerations, and strategic recommendations.
  • Support change management activities related to EHR modernization, system enhancements, operational readiness, and implementation planning.
  • Facilitate communication between technical, clinical, operational, and executive stakeholders to ensure alignment of program objectives and outcomes.
  • Maintain program documentation, decision logs, risk registers, action item trackers, schedules, status reports, and governance artifacts.

Required Qualifications

  • Bachelors degree in information technology, Healthcare Administration, Business Administration, Public Administration, Program Management, or a related field.
  • Relevant experience managing large-scale Health IT, EHR modernization, enterprise IT, or federal healthcare programs.
  • Project/program management experience is required.
  • PMP certification is required.
  • Demonstrated experience leading multi-component programs involving clinical, technical, operational, and executive stakeholders.
  • Experience supporting federal IT programs, healthcare IT programs, or government contracting environments.
  • Experience supporting acquisition planning, contract execution, deliverable tracking, and contractor performance oversight.

Required Knowledge, Skills, and Abilities

  • Expert knowledge of enterprise Health IT systems, including EHR modernization, analytics, infrastructure, solutions development, and system integration initiatives.
  • Strong understanding of federal IT policy, healthcare regulations, HIPAA, HITECH, cybersecurity requirements, privacy requirements, and operational compliance standards.
  • Proven ability to lead and coordinate large-scale, multi-stakeholder Health IT programs in complex federal environments.
  • Strong program planning skills, including the ability to develop integrated roadmaps, schedules, milestones, dependencies, and performance tracking mechanisms.
  • Ability to establish and manage governance structures, executive reporting processes, decision logs, escalation paths, and stakeholder communication forums.
  • Advanced risk management skills, including identifying, assessing, mitigating, and tracking program-level risks and dependencies.
  • Strong analytical and problem-solving skills, with the ability to identify issues, evaluate alternatives, and recommend practical solutions.
  • Excellent written and verbal communication skills, including the ability to prepare executive briefings, decision memos, status reports, dashboards, and leadership updates.
  • Ability to translate complex technical, clinical, and operational information into clear, actionable recommendations for senior leadership.
  • Strong stakeholder engagement and facilitation skills, with experience coordinating across clinical, technical, operational, acquisition, and executive teams.
  • Ability to manage competing priorities, evolving requirements, and dynamic program conditions.
  • Strong decision-making, organization, documentation, and leadership skills.

Preferred Qualifications

  • Experience supporting EHR implementation, modernization, sustainment, or optimization efforts in a federal healthcare environment.
  • Experience working with federal healthcare or public-sector organizations.
  • Knowledge of federal acquisition processes, COR coordination, contractor oversight, and performance-based service delivery.
  • Experience with executive dashboards, performance metrics, integrated master schedules, and program governance reporting.
  • Familiarity with Agile, hybrid, or waterfall project delivery environments.

Work Environment

This position supports a federal Health IT program environment involving coordination with government leadership, clinical stakeholders, technical teams, operational offices, vendors, and contractor personnel. The role is primarily program management, governance, advisory, coordination, and oversight focused, and does not require direct system configuration, software development, or hands-on technical implementation.
