Project Development Engineer
Role Summary
The Project Development Engineer develops the technical and design basis used to define
project scope, support cost estimating, and prepare proposals. The role converts client
requirements and available information into clear, coordinated, and estimate-ready
engineering deliverables.
Key Responsibilities
• Develop technical basis documents, design criteria, assumptions, exclusions, and scope
boundaries.
• Prepare bills of material, equipment specifications, data sheets, and procurement inquiry
packages.
• Develop conceptual plans, one-lines, layouts, and other early engineering deliverables.
• Provide quantity, labor, schedule, and risk inputs supporting project estimates.
• Apply approved standards, product baselines, templates, and governance requirements.
• Coordinate technical inputs with Estimating, Procurement, Project Management, and
discipline teams.
• Identify missing information, technical risks, and potential scope gaps.
• Document feedback and lessons learned for future projects.
Required Qualifications
• Bachelor’s degree in Engineering.
• Three or more years of relevant engineering experience.
• Ability to develop conceptual engineering solutions and technical documentation.
• Strong analytical, organizational, and communication skills.
Preferred Qualifications
• Experience supporting estimating, proposals, FEL, FEED, or EPC projects.
• Experience with electrical infrastructure or industrial facilities.
• Engineer-in-Training certification or Professional Engineer licensure.
