Job description

Civil Project Manager

The Civil Project Manager is responsible for ensuring the successful execution of heavy civil construction projects while cultivating new business opportunities relative to a particular client, client group, geographic area, or project type. This position oversees all aspects of project execution, including financial management, scheduling, contract administration, procurement, quality control, field operations, and technical management in accordance with contract requirements, engineering plans, project specifications, and corporate policies. Other responsibilities include preparing proposals, estimating costs, developing and forecasting schedules, planning projects, coordinating with engineering and field teams, overseeing field execution, and managing project closeout.

The ideal candidate has experience managing heavy civil construction projects involving infrastructure, site development, underground utilities, environmental remediation, roadways, bridges, industrial, or other civil construction work and possesses a strong understanding of engineering drawings, technical specifications, and government contract requirements.

Essential Responsibilities

  • Ensure adherence to all company safety procedures and promote a culture of safety throughout all phases of project execution.
  • Define project goals, policies, processes, and performance benchmarks in accordance with contract requirements, engineering specifications, project plans, and company policies. Develop project schedules, budgets, and execution plans to achieve successful project performance and favorable client evaluations (CPAR).
  • Serve as the primary point of contact for clients by strategically planning and directing all client communications necessary to achieve project objectives and maintain strong customer relationships.
  • Collaborate with the Pre-Construction and Proposal Teams during proposal preparation, estimating, and contract negotiations with architects, engineers, consultants, clients, suppliers, and subcontractors.
  • Review and interpret civil engineering drawings, specifications, geotechnical reports, utility plans, and contract documents to ensure project compliance and successful execution.
  • Identify, plan, organize, and assist with project staffing needs while adhering to Company hiring practices and coordinating with the Field Operations Manager.
  • Ensure projects are completed safely, on schedule, within budget, and in accordance with established quality standards and contract requirements.
  • Ensure project profitability by effectively managing project financials, including budget development, forecasting, cost tracking, earned value, progress reporting, and change management while protecting the Company's interests and maintaining positive relationships with clients, subcontractors, vendors, and engineering consultants.
  • Request and approve procurement of vendors, subcontractors, materials, equipment, and supplies within approved guidelines and project budgets.
  • Coordinate with Superintendents, Quality Control Managers (QCMs), Site Safety and Health Officers (SSHOs), Project Coordinators, subcontractors, suppliers, and engineering teams to ensure successful execution of civil construction activities.
  • Manage Requests for Information (RFIs), submittals, change orders, schedule updates, contract modifications, and project documentation to ensure compliance with project requirements.
  • Visit project sites to monitor construction progress, resolve field issues, and support project teams in achieving schedule, quality, and safety objectives.
  • Act as the QCM (Quality Control Manager), SSHO (Site Safety and Health Officer), or Superintendent to provide temporary support onsite when necessary.
  • Perform other duties as assigned.

Reporting Structure

  • Reports to the Director of Operations.
  • This position has direct reports.

Requirements

Required Skills

  • Capable of developing and fostering a cohesive team environment to accomplish project objectives through collaboration and effective leadership.
  • Effectively represents the organization professionally through written correspondence, virtual interactions, and face-to-face meetings with clients, engineers, subcontractors, government representatives, team members, and other stakeholders to strengthen relationships and support business growth.
  • Thorough understanding of heavy civil construction, project scheduling, construction means and methods, contract administration, procurement, quality control, financial planning, cost tracking, engineering plans and specifications, and construction equipment.
  • Ability to read and interpret civil engineering drawings, grading plans, utility plans, structural plans, technical specifications, and construction contracts.
  • Experience managing project budgets, schedules, subcontractors, procurement activities, and contract compliance.
  • Proficient in Primavera P6, Microsoft 365 applications, and Microsoft Project.
  • Ability to adjust to changing project conditions, embrace innovative solutions, and effectively manage competing priorities.
  • Proven ability to work independently, lead project teams, deliver high-quality results, and successfully manage multiple projects simultaneously.

Education & Experience

  • Bachelor's degree in Construction Management, Civil Engineering, Construction Engineering, or a related field and two (2) years as a CMS Assistant Project Manager or more than seven (7) years of similar outside civil construction project management experience; OR
  • Associate's degree in Construction Management, Civil Engineering Technology, or a related field and two (2) or more years as a CMS Assistant Project Manager or more than nine (9) years of similar outside civil construction project management experience; OR
  • High School Diploma or GED and two (2) years as a CMS Assistant Project Manager or more than eleven (11) years of progressively responsible heavy civil construction project management experience.
  • Preferred Qualifications:
  • Experience managing heavy civil construction, infrastructure, site development, underground utilities, roadway, bridge, environmental remediation, industrial, or federal construction projects.
  • Experience with USACE, NAVFAC, Department of Defense (DoD), DOT, FAA, GSA, municipal, or other government construction contracts is highly preferred.
  • Familiarity with Quality Control Plans (QCP), Accident Prevention Plans (APP), Environmental Protection Plans (EPP), Three-Phase Quality Control, and government construction documentation.
  • Experience with construction management software such as CMiC, Procore, Bluebeam Revu, RMS/QCS, or similar platforms is preferred.

Travel

  • 20%50% Travel Required.
  • Travel frequency is subject to change based on project volume and scope.
  • Must have a valid driver's license, be insurable under the Company's insurance policy, and be able to travel as required.
  • Must be able to pass a background check to access military installations.

Physical Requirements

This position may require Team Members to work in both field and office settings. When working in the field, Team Members will be exposed to active construction environments, including moving heavy equipment, uneven terrain, excavation activities, utility installations, and varying weather conditions such as heat, humidity, cold, rain, and wind. Noise levels may be high due to operating construction equipment and machinery.

Team Members must be able to lift and move objects weighing up to 40 pounds using proper lifting techniques and perform repetitive physical activities for extended periods without undue fatigue. Field work requires frequent standing, walking, climbing, bending, reaching, and the ability to navigate active construction sites safely.

When working in the office, Team Members can expect a climate-controlled environment with moderate noise levels. Duties require prolonged periods of sitting, regular use of computers, telephones, printers, and other office equipment, and participation in in-person and virtual meetings. Team Members may occasionally lift or transport objects weighing up to 15 pounds, such as project files, plans, or office supplies.
