POSITION DESCRIPTION

Title: Regional Communications Officer Position Category: Exempt (salaried) Status: Regular Employment Type: Fixed-term contract, 2 years Direct Supervisor: Coordinator of Political Education and Advocacy (PEAC) Region/Unit: International Programs / Regional Office for Latin America and the Caribbean (LAC) Location: Latin America (remote work with travel within the region) Application Deadline: August 5, 2026.

ESSENTIAL FUNCTIONS / RESPONSIBILITIES AND ACCOUNTABILITY

Strategy and Communications for Narrative Change

  • Implement and update the regional strategy for internal and external communication, with an emphasis on transforming narratives about forced migration and climate-driven mobility, as well as mobilizing greater public support for these causes.
  • Develop and execute creative and innovative communication action plans aimed at key audiences, including local or community organizations, partner organizations, donors, decision-makers, media, and the general public.
  • Design, implement, and guide specific communication strategies and diagnostics to counter xenophobic, stigmatizing, and dehumanizing narratives towards people in mobility.
  • Implement participatory methodologies for narrative construction with a decolonial and intercultural approach.
  • Support monitoring and documentation efforts in human rights to generate evidence that supports strategic communication and advocacy actions.
  • Periodically update the editorial calendar and related tools for monitoring and evaluating activities.
  • Prepare periodic reports on the impact of activities.
  • Coordinate with the Communications Department in Philadelphia to align institutional messages, correct use of the institutional brand, and compliance with AFSC communication protocols and standards.

Support for Cross-Programmatic Pillars

  • Collaborate in the follow-up of activities of Pillar 1 (reintegration routes) and Pillar 3 (evidence for advocacy), according to the needs of the regional team.
  • Implement capacity-building actions for the team in line with the regional communication strategy of AFSC.
  • Support the systematization of program experiences, lessons learned, and good practices to generate inputs for advocacy and communications.
  • Contribute to the development and evaluation of baselines to strengthen the program's monitoring, evaluation, and learning (MEL) system.
  • Participate actively in planning, monitoring, strategic reflection, and internal coordination spaces of the regional team.
  • Participate in coordination meetings with the Philadelphia communications department when necessary.

Media Management and Digital Presence

  • Update the regional media mapping, including influencers, contact information, reach analysis, and identification of opportunities for narrative positioning.
  • Manage relationships with media outlets and identify opportunities to increase the visibility of AFSC's work, partner organizations, and allies.
  • Maintain the mapping of social media networks of partner organizations and allies.
  • Manage and update institutional social media platforms, ensuring coherence in messages, brand identity, institutional values, and visibility of programmatic impact.
  • Produce written, visual, and/or audiovisual content that highlights the program's work and the voices of the people and communities we work with.

Management of Alliances and Institutional Relationships

  • Maintain and expand relationships with partner organizations and allies, media outlets, journalists, influencers, and other civil society actors that contribute to the positioning of AFSC and the change of narratives.
  • Coordinate interviews with local and regional actors as required and produce key information based on approved priorities and strategy.
  • Coordinate AFSC's visibility and presence in relevant national, regional, and international events, in coordination with direct supervision, the Regional Directorate, and the Philadelphia Communications Department.

Administration and Reports

  • Prepare narrative reports on progress, results, obstacles, and lessons learned from communication activities for internal use.
  • Support the preparation of funding proposals and strategic planning documents.
  • Manage activities, schedules, and budgets assigned to their area of responsibility under the supervision of the Regional Coordinator of Political Education and Advocacy (PEAC).
  • Comply with AFSC's institutional policies, procedures, and standards, including guidelines for the use of the brand and information confidentiality norms.
  • Prepare program progress reports for internal and external use, as well as informational materials for donors and strategic allies.

SUPERVISION/MANAGEMENT REQUIREMENTS

This position does not have direct supervision responsibilities. However, it may coordinate the work of consultants, volunteers, and partner organizations within the framework of specific program activities.

MINIMUM EXPERIENCE AND QUALIFICATIONS

Education

  • Bachelor's degree in Social Communication, Journalism, Social Sciences, or related fields. Postgraduate studies in strategic communication, advertising/marketing, human rights, or related areas will be considered an advantage.

Professional Experience

  • Minimum 5 years of professional experience in designing and implementing communication strategies for organizations or civil society networks, national or international NGOs, international cooperation agencies, or intergovernmental organizations.
  • Proven experience in communication for social change, development communication, strategic communication aimed at diverse audiences, and narrative change.
  • Experience in designing local, national, and multinational communication strategies.
  • Valuable experience in producing content for digital media, social networks, and institutional visibility materials.
  • Knowledge of the context of forced migration, displacement, and human rights in Mexico and Central America.
  • Valuable experience working with vulnerable communities, grassroots organizations, and civil society networks in Latin America.
  • Valuable experience in monitoring and evaluating communication activities and managing digital impact metrics.
  • Experience in managing relationships with journalists and positioning thematic agendas in regional media.

Knowledge and Skills

  • Proficiency in digital tools for social media management, basic graphic design (Canva, Adobe, among others), and audiovisual content editing.
  • Solid knowledge of the migratory context in Central America, Mexico, and Colombia, including dynamics of forced displacement, return/deportation, and migration related to climate change.
  • Knowledge of human rights.
  • Excellent oral and written communication skills in Spanish.
  • Professional command of English, both spoken and written.
  • Ability to work independently and as part of a team in multicultural and geographically dispersed environments.
  • Proficiency in Microsoft Office and remote collaboration platforms.
  • Availability to travel.
  • Ability to work remotely, manage multiple tasks, and meet deadlines.
  • Valuable knowledge of participatory and decolonial methodologies for the construction of transformative narratives and storytelling.
  • Solid knowledge of monitoring and evaluation of communication strategies.

PHYSICAL REQUIREMENTS

This position requires availability to travel regularly to program intervention communities and areas in Central America, Mexico, and Colombia, which may involve field work conditions and difficult access environments.
