You'll have the autonomy to select projects that you own from start to finish - defining requirements with partners and delivering dashboards and process improvements. In this position you will support all divisions of the Department. This position fills data requests and regularly runs reports that help drive policy decisions, improve tax processing and administration, and support software testing needs of your peers on the BIID Team. A successful candidate in this role will be able to provide analysis, context, and recommendations that go beyond the data being requested. You will also review requests for and proactively identify opportunities for business process and software improvements. This position will also be responsible for testing software changes. This position requires a high degree of independence, balancing of competing priorities, and the ability to adapt to change. The ideal candidate will have: Ability to communicate complex and technical topics to non-experts. Experience in developing detailed knowledge of complex practices and processes, specifically tax administration and technical software processes, and data analysis. Demonstrated experience with iterative processes, including incorporating different types of feedback, launching quickly, and testing hypotheses. Experience using data and building dashboards to influence policy or process improvements. Experience with SQL. Excitement about contributing to and building on our existing system practices. Experience with Microsoft Power Platforms is preferred but not required. The responsibilities of this position include: Evaluate and analyze ongoing user needs. Gather and synthesize data to ensure informed decision making. Review business processes and develop a strong degree of familiarity with tax and credit programs. Quantify, recommend, and implement upgrades and enhancements to software. Identify risks involved with making process changes while analyzing the benefits of implementing the changes. Regularly test changes made by software developers to verify that the changes meet business requirements, function correctly, and are the optimal solution for users. Create and maintain documentation of processes and best practices. Provide training and support to non-technical users on SQL and the data in the Department's databases. Communicating project status, developments, and outstanding issues to the Department. The Business Improvement and Implementation Division (BIID) is a centralized group of Tax Department personnel who represent each division of the Department. We lead continuous improvement projects and provide project management, data analysis, reporting, and training for the Department. BIID manages the ongoing maintenance and enhancement of Tax-specific software systems, including VTax and VTPIE. We write requirements and test software changes in response to legislation, user-initiated enhancement requests, bug fixes, and version upgrades. Our team partners with the Agency of Digital Services and multiple vendor development teams. The hourly salary rate for this position ranges from $31.54 to $49.45, and State of Vermont benefits are very competitive. The starting salary for this position may be negotiable depending on experience and qualifications. The annual salary for this position ranges from approximately $65,603 to $102,856. The annual salary is calculated based on 2080 hours of annual compensation and does not include authorized overtime or other compensation. It also does not include any time taken off payroll. This is a full-time position located in Montpelier, Vermont with opportunities for up to four days of hybrid telework per week. During the initial onboarding period, there will be more in office days. Based on business needs, there may be additional days when employees with telework approval are expected to report to the Tax Department's central offices. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which will involve access to sensitive federal tax information. Background checks are required by the Internal Revenue Service and are authorized under Vermont law. Minimum Qualifications Bachelor's degree in accounting, statistics, business administration, project management or information technology management. OR Associate's degree in accounting, statistics, business administration, project management, or information technology management AND four (4) years or more of professional level experience in business analysis or business administration INCLUDING two (2) years or more of business process creation or project management. OR High school diploma or equivalent AND six (6) years or more of professional level experience in business analysis or business administration INCLUDING four (4) years or more of business process creation or project management.
