Job description

Fractional CFO

Alameda Point Collaborative (APC) is a nonprofit agency operating on the site of the former Naval Air Base in Alameda, managing 121 housing units for over 300 formerly homeless residents and providing support services, including case management, counseling, employment training, and children and youth services.

Alameda Point Collaborative works to end homelessness by providing housing and services to create communities where formerly homeless families and individuals can flourish.

Under the general direction of the Executive Director, the Fractional CFO provides high-level financial leadership, strategy, and oversight on a part-time basis. This role directs, administers, and coordinates the organization's financial and operational activities in support of the policies, goals, and objectives established by the Executive Director and Board of Directors, while delivering the strategic and technical financial expertise of a full-time CFO on a flexible, scaled schedule tailored to the organization's needs.

Description of Duties

Financial Leadership & Reporting

  • Provide strategic leadership and executive oversight of the organization's financial management.
  • Provide complete, accurate, and timely financial reports to the Executive Director, Finance Committee, Board of Directors, and funders on a regular basis.
  • Provide leadership, guidance, and oversight to the internal finance team, ensuring appropriate financial controls, reporting, and accountability.
  • Serve as a strategic financial advisor to the Executive Director and Board, translating financial data into actionable insight.

Compliance & Controls

  • Ensure organizational compliance with Generally Accepted Accounting Principles (GAAP), Government Auditing Standards, and Uniform Guidance requirements for government-funded contracts.
  • Develop and maintain internal control policies and procedures to safeguard assets and ensure compliance with government contracts and GAAP.
  • Serve as the primary executive liaison with external auditors, tax professionals, financial institutions, and regulatory agencies.
  • Respond to audit findings and develop corrective action plans as needed.

Budgeting & Planning

  • Lead the organization's annual budgeting process and long-term financial planning.
  • Support department/program directors in producing annual budgets and quarterly projections by activity; monitor and periodically update budgets.
  • Advise on the financial impact of long-range planning, new program launches, and capital projects.

Provide strategic financial analysis and recommendations regarding APC's real estate portfolio, including existing and proposed leases, supportive housing development opportunities, financing strategies, and asset disposition decisions.

Financial Operations Oversight

  • Oversee financial operations and internal financial systems, including:
    • Cash flow forecasting and liquidity management
    • Allocation of staff time and overhead costs across projects
    • Oversight of organizational investments
    • Financial policies and internal controls

Grants & Contract Management

  • Provide executive oversight of the financial management of federal, state, local, and private grants and contracts, ensuring compliance with funding requirements and supporting organizational sustainability.

Systems & Organizational Support

  • Advise on the structures and processes needed to manage current operations and support projected growth.
  • Provide guidance on financial and accounting software/systems to support efficient, accurate information flow.
  • Support the organization in defining clear responsibilities, authorities, and accountability for finance-related roles, especially where the Fractional CFO oversees or coordinates with internal finance staff.

Qualifications & Experience

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field required; CPA required or strongly preferred; MBA or other advanced degree is a plus.
  • Minimum of seven (7) years of progressively responsible financial leadership experience, preferably in government-funded nonprofit organizations or organizations with complex funding structures.
  • Demonstrated experience overseeing financial planning, budgeting, forecasting, cash flow management, financial reporting, and internal controls.
  • Experience managing and ensuring compliance with federal, state, and private grants and contracts, and other applicable regulations; experience with HUD-funded programs or similar government funding strongly preferred.
  • Prior experience as a fractional, interim, or consulting CFO/finance leader is highly desirable.
  • Experience presenting financial information, forecasts, and strategic recommendations to executive leadership, Finance Committees, and Boards of Directors.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), nonprofit accounting, financial reporting standards, and government auditing requirements.
  • Experience working collaboratively with external auditors, financial institutions, regulatory agencies, and funding organizations.
  • Proficiency with Microsoft Office Suite and financial management software; experience with nonprofit fund accounting systems (e.g., MIP Fund Accounting, Sage Intacct, or similar platforms) preferred.

  • Analyze financial and operational data to identify trends, assess risks, and develop strategic recommendations that support organizational goals.
  • Prioritize and manage multiple initiatives, deadlines, and competing organizational needs in a dynamic environment.
  • Build and maintain collaborative working relationships with the Executive Director, Board of Directors, Finance Committee, staff, auditors, funders, and external partners.
  • Communicate financial information clearly and effectively to both financial and non-financial audiences.
  • Demonstrate strong organizational, problem-solving, and critical-thinking skills with exceptional attention to detail and accuracy.
  • Adapt to changing organizational priorities while providing responsive, strategic financial leadership and guidance.
  • Maintain the highest standards of integrity, professionalism, confidentiality, and ethical financial stewardship.
  • Utilize financial management systems and technology to support effective reporting, analysis, planning, and informed decision-making.

Engagement Structure

  • Hours/Schedule: Flexible, part-time schedule based on organizational needs and mutually agreed-upon availability.
  • Location: Remote / Hybrid / On-site, as determined by organizational needs; attendance at key meetings may be required.
  • Board/Committee Participation: Attend Board of Directors and Finance Committee meetings, as requested, to present financial reports and recommendations.
  • Term: Ongoing contractor (1099) engagement, subject to organizational needs review [quarterly/annually]
