General Position Description:

The Division Chair oversees the operations, instructional quality, and daily functions of instructional departments within the Human Services & Education Division, including Child Studies and Education, Mental Health and Social Work, Interpreter Training, Cosmetology, Long Term Care, Adult Education and Literacy, and the Child Development Lab School. Responsibilities include leadership of degree and certificate programs, administration of federal grants and division-related business operations, personnel supervision, budget management, student issue resolution, and ensuring compliance with college, state, and federal regulations. The position also serves as the primary liaison with internal and external stakeholders, including community partners and state and federal agencies that support and impact divisional programs and services. This position receives general direction from the Dean of Workforce & Public Service, and exercises supervision over faculty, professional staff, and support staff.

SELECTION CRITERIA:

Knowledge of: 1. Higher education administration, instructional program management, and organizational leadership principles; 2. Budgeting, resource allocation, and fiscal management practices; 3. Accreditation standards, state and federal regulations, and compliance requirements related to instructional programs and grants; 4. Curriculum development, instructional delivery methods, and student success initiatives within community college settings; 5. Personnel management, employee development, and performance evaluation practices; 6. Data analysis, strategic planning, and assessment processes used to support divisional operations and decision-making; 7. Current educational technologies, learning management systems, and standard office software applications; Skills in: 8. Leadership, supervision, and team development across diverse instructional and operational areas; 9. Planning, organizing, and coordinating multiple programs, projects, and priorities simultaneously; 10. Budget preparation, financial oversight, and resource management; 11. Professional written, verbal, and interpersonal communication; 12. Using Microsoft Office Suite, virtual meeting platforms, student information systems, and other instructional or administrative technologies; Ability to: 14. Oversee and evaluate complex divisional operations and identify connections among programs, services, and institutional goals; 15. Analyze problems, evaluate alternatives, and implement effective solutions in a timely manner; 16. Establish and maintain effective working relationships with individuals from diverse backgrounds and disciplines; 17. Develop and sustain collaborative partnerships among instructional programs, community organizations, and external stakeholders; 18. Adapt to changing priorities, regulations, technologies, and institutional needs while maintaining effective operations; 19. Provide caring, high-quality service by creating welcoming experiences, communicating clearly and proactively, addressing needs with professionalism and empathy, and ensuring individuals are thoughtfully connected to appropriate resources.

WORKING CONDITIONS:

Sedentary-Desk work; occasional field trips e.g. for college or program activities. Minimal Hazard/Exposure-Standard office setting. At least minimal environmental controls are in place to assure health and comfort.

Qualifications:

MINIMUM QUALIFICATION REQUIREMENTS:

Education: Master's Degree from an accredited college or university

Experience: More than three years of increasingly responsible experience in one of the Division's disciplines at the higher education level

PREFERRED QUALIFICATIONS:

Experience: More than three years of administrative and supervisory experience in one of the Division's disciplines at the higher education level
