Staff/Services Manager III

Under general direction, plans, organizes, manages, and directs Ventura County Behavioral Health (VCBH) Revenue Cycle operations supporting Inpatient, Outpatient Mental Health, and Substance Use Disorder services provided by County programs and contracted providers. Provides leadership and oversight of billing operations, accounts receivable, reimbursement processes, revenue integrity, fiscal analysis, compliance, and continuous improvement initiatives.

The VCBH Revenue Cycle Manager ensures effective, compliant, and efficient revenue cycle operations that support the department's financial sustainability and operational goals. Provides expertise and guidance related to Short-Doyle Medi-Cal, Drug Medi-Cal, Medicare, commercial insurance, and other payer requirements; monitors revenue performance; resolves complex billing issues; and implements strategies to improve reimbursement and operational effectiveness while maintaining compliance with DHCS, CMS, and applicable regulations.

The ideal candidate will have extensive behavioral health revenue cycle experience, including knowledge of Medi-Cal Specialty Mental Health, Drug Medi-Cal Organized Delivery System, Medicare, third-party reimbursement, and governmental healthcare funding. The candidate must have experience managing billing functions within an electronic health record (EHR) system, analyzing complex reimbursement requirements, and implementing process improvements to enhance claim accuracy, timeliness, and revenue recovery.

A successful candidate will be a collaborative leader with strong analytical, problem-solving, and organizational skills. The position requires the ability to manage competing priorities, coordinate with internal and external teams, improve revenue cycle processes, support compliance efforts, and provide guidance and support to staff and stakeholders.

Duties may include but are not limited to the following:

• Plans, organizes, coordinates, and supervises the activities of administrative, technical, and operational staff within the Behavioral Health Revenue Cycle division.
• Provides guidance to managers and staff on revenue cycle policies, procedures, and operational issues; interprets and applies applicable County policies, payer requirements, and government regulations;
• Develops, reviews, and updates Revenue Cycle policies and procedures to promote operational efficiency, compliance, and effective reimbursement practices;
• Reviews billing workflows and processes to improve claim accuracy, timeliness of claim submission, revenue integrity, and overall reimbursement performance;
• Monitors and implements regulatory, payer, and industry changes impacting behavioral health billing and reimbursement requirements;
• Manages, supervises, and supports billing staff by ensuring appropriate training, resources, and ongoing development related to billing and reimbursement processes;
• Oversees the identification, analysis, and resolution of billing issues to support timely claims submission, accurate payment posting, and reduction of accounts receivable delays;
• Identifies opportunities for improvement and leads revenue cycle performance initiatives related to charge capture, claim processing, billing accuracy, and workflow optimization;
• Maintains oversight of electronic health record (EHR) revenue cycle configuration, including rate tables, billing rules, and system enhancements to support accurate reimbursement;
• Oversees the preparation and analysis of revenue cycle reports, financial data, and performance metrics to identify trends, operational needs, and opportunities for improvement;
• Coordinates and implements EHR system changes related to revenue cycle operations, including testing, workflow improvements, and user support;
• Establishes and promotes effective customer service practices while identifying opportunities to enhance revenue performance and operational effectiveness;
• Serves as a liaison with clinical, fiscal, information technology, administrative teams, contracted providers, and external agencies regarding revenue cycle operations, regulatory requirements, and process improvements;
• Represents the County in meetings and collaborative efforts with governmental agencies, community partners, vendors, and other stakeholders related to revenue cycle activities;
• Attends meetings, analyzes operational issues, develops recommendations, and presents findings and improvement strategies to management and leadership; and
• Performs other related duties as required.

EDUCATION, TRAINING, and EXPERIENCE: The required knowledge, skills, and abilities can also be obtained by:

• A Bachelor's degree in business administration, healthcare administration, finance, accounting, public administration, or a related field
• Four (4) years of progressively responsible experience managing healthcare revenue cycle operations, including patient access, billing, coding, claims processing, accounts receivable, denials management, or reimbursement analysis
• Three (3) years in a lead or supervisory capacity

NECESSARY SPECIAL REQUIREMENTS:

• Five (5) or more years' experience with Short-Doyle Medi-Cal, Drug Medi-Cal, Medicare, and other payer billing and reimbursement processes
• Three (3) or more years' experience working within an Electronic Health Record system. (Experience with NetSmart, SmartCare, and/or Cerner is a plus.)
• Excellent written communication skills must be demonstrated in the completion of the application materials
• Proven ability to manage workplace relationships with stakeholders at various levels of the organization
• Considerable data/fiscal/program management experience
