Role Overview
The Cloud Data Migration Engineer (Systems Analyst 3) leads the migration of on-premises Oracle workloads to AWS using AWS Database Migration Service (DMS). Operating in a hybrid cloud environment, this role designs secure cloud-native infrastructure, builds robust ETL/ELT pipelines, and implements automated data streaming and Change Data Capture (CDC) architectures. The engineer collaborates with cross-functional stakeholders to perform system analyses, develop migration and cutover plans, minimize system downtime, and modernize legacy IT configurations.

Key Responsibilities

Cloud Infrastructure & Database Migration
• Lead the planning, design, and execution of complex database migrations from on-premises Oracle workloads to AWS using AWS Database Migration Service (DMS).
• Configure, manage, and secure AWS infrastructure and networking architectures, including VPCs, subnets, routing tables, security groups, VPNs, and Direct Connect.
• Deploy and manage core cloud-native services (such as EC2, RDS, S3, IAM, and Lambda) utilizing Infrastructure as Code (IaC) tools like Terraform or CloudFormation.
• Support hybrid cloud-to-on-premises connectivity and lead legacy system modernization initiatives.

Data Pipeline & Ingestion Engineering
• Design and implement batch and real-time data ingestion pipelines, supporting full loads, Change Data Capture (CDC), and streaming architectures.
• Build, optimize, and validate robust ETL/ELT processes and data integration methodologies within cloud migration lifecycles.
• Automate infrastructure provisioning, data synchronization, and operational tasks using scripting languages such as Python, Bash, or PowerShell.

Strategy, Monitoring, & Governance
• Develop comprehensive data migration and cutover runbooks, including technical rollback strategies designed to minimize production downtime.
• Design and configure cloud-native logging, auditing, and observability frameworks using AWS CloudWatch and CloudTrail.
• Perform detailed requirements gathering, analyze operational procedures, identify system limitations, and perform cost/benefit analyses of alternative solutions.
• Document and maintain technical designs, system diagrams, and data-flow specifications.

Required Qualifications
• 8 or more years of experience in IT supporting the design, development, deployment, or delivery of enterprise technology solutions.
• 8 or more years of hands-on experience using AWS Database Migration Service (DMS) to migrate database workloads from Oracle to AWS.
• 8 or more years of experience with batch and real-time data ingestion, including full loads, Change Data Capture (CDC), and streaming architectures.
• 8 or more years of experience designing and implementing AWS cloud infrastructure, networking topologies, VPCs, subnets, and routing protocols.
• 8 or more years of experience utilizing core AWS services (such as EC2, RDS, S3, IAM, and Lambda) and Infrastructure as Code (IaC) tools like Terraform or CloudFormation.
• 8 or more years of experience with ETL/ELT processes and data integration methodologies within enterprise cloud migration projects.
• 8 or more years of experience scripting and automating system workflows using Python, Bash, or PowerShell.
• 8 or more years of experience configuring and managing cloud network security architectures, including VPNs, Direct Connect, and security groups.
• 8 or more years of experience configuring and utilizing cloud monitoring and logging tools, including AWS CloudWatch and CloudTrail.
• 8 or more years of experience developing comprehensive data migration, cutover, and rollback plans designed to minimize business downtime.
• 8 or more years of experience communicating technical designs, drafting technical documentation, and authoring migration runbooks.
• 8 or more years of experience establishing hybrid cloud-to-on-premises connectivity and modernizing legacy IT systems.
• Must currently reside in the State of Texas and be local to the Austin area, living within a 50-mile radius of the primary work location.

Preferred Qualifications
• AWS certifications, such as AWS Certified Solutions Architect or AWS Certified Database – Specialty.
• 1 or more years of experience working in public sector or state government environments.

Core Skills & Attributes
• Excellent written, verbal, and technical documentation skills to bridge technical data architectures and business needs.
• Outstanding analytical, critical-thinking, and system-level troubleshooting capabilities.
• Proactive, self-motivated approach to managing complex, cross-functional datasets and resolving workload issues.
• Strong collaborative capability to work effectively with data engineers, database administrators, security teams, and business partners.
