Behavior Health Program Manager

Under the direction of and in coordination with the JSD Clinical Services Manager and the JMH Mental Health Program Manager, assist in the organization of and supervision of all clinical work of the Substance Treatment and Recidivism Reduction (STARR) staff. Maintain excellent professional relationships and communication with detention facility administration and staff, and with medical staff to ensure quality and continuity of care of clients. Provide professional consultation to legal and detention staff for detainees exhibiting symptoms/traits of substance use disorder. Conduct mental health and substance use disorder assessments on referred individuals to determine an appropriate level of care to effectively address their concerns. Create a comprehensive case plan to provide an appropriate JSD STARR service to these individuals and to facilitate simultaneous community substance use disorder and mental health care when psychotropic medication and/or MAT is warranted. Provide supervision, support, and guidance to STARR Counselors as appropriate.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; Approve time and leave requests for assigned staff; Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed; Monitors and updates records to meet program and agency requirements; Manages, plans, and maintains programs financial budget for housing, trainings, supplies and orders; Review referrals for appropriateness of services; Provides direct individual and group counseling for the agency; Attend and engage in community meetings and committees as directed by the Clinical Services Manager; Screen inmates booked into jail who are identified as possibly having substance use disorder symptoms; Provides supportive counseling, as needed; Assist with the monitoring of suicide precautions and security observation detainees; Participates in jail coordination meetings involving Clinical issues; Responds to Kiosk requests as per assigned and directed by Clinical Services Manager or requested by Jail MH Program Manager; Provide on-call services/support on a regular schedule; Assist in the coordination and facilitation of, and attend psychiatry residents' clinics when requested; Provides professional consultation to court and jail staff for detainees exhibiting symptoms/traits of substance use disorder; Communicates with community substance use disorder treatment agencies concerning detainee care in jail; Participate in involuntary commitment cases, as appropriate; Consult with state and other inpatient mental health facilities concerning patient history/admission; Assist in assessing JMH referrals when necessary; Provide administrative and clinical supervision to STARR staff. To include, but not limited to, regular supervision, task assignment, creating schedules, conducting performance reviews, and time approval/submission; Assist in training and orientation of new staff; Provide support and back-up services to Adult Recovery Court for detainee assessments and treatment recommendations; Perform other duties as assigned.

Thorough knowledge of clinical work principles, techniques and practices, and their application to complex counseling, casework, group work; Thorough knowledge of the policies, procedures, and goals of the substance use disorder program in the specific area of responsibility; Considerable knowledge of a wide range of behavior and psychosocial problems and their diagnosis and treatment; Considerable knowledge of medical terminology, disease process and their treatment as they relate to decisions regarding clinical interventions and appropriate therapies based on medical or psychosocial diagnosis; General knowledge of physiological aspects of substance use and referral sources for appropriate medical treatment; Consult as mental health specialist in substance use disorders with professionals in the community on understanding and dealing more effectively with substance use disorders; Skill in establishing rapport with a detainee and in applying techniques or assessing psychosocial, behavioral, and psychological aspects of detainees' problems; Ability to supervise, train, or instruct lower level clinicians, students or interns in the program; Ability to express ideas clearly and concisely and to plan and execute work effectively; Thorough knowledge of the Criminal Justice System; Thorough knowledge of program policies, restraints and requirements including knowledge of state and federal laws and regulations that govern mental health and substance use disorders; Advance level clinical assessment skills to include screening for suicide and homicidal risk; Considerable knowledge of evidence-based programs; Must possess excellent verbal and written communication skills; Must possess strong organizational computer skills; Ability to establish working relationships with criminal justice agencies, medical staff and the court system staff; Ability to assist with development of programs and services; Ability to produce qualitive and quantitative reports

Graduation from a four-year college or university and three years of experience in clinical substance abuse, counseling and/or education; or master's degree in human service related field and two years of experience in clinical substance abuse counseling and/or education; or graduation from a four-year college or university and four years of experience in a human service field, including at least two years in clinical substance abuse counseling and/or education; or graduation from an associate or diploma school of nursing and five years of psychiatric nursing experience, including at least three years with substance abusers; or completion of a mental health associate program at a community college and five years of human service experience, including at least three years in clinical substance abuse counseling and education; or an equivalent combination of education and experience. Valid NC licensure as LCAS, LCAS-A, LCSW, LCSW-A, LCMHC, or LCMHC-A.
