Training Development Analyst

The City of Kent is seeking a proactive and detail-oriented Training Development Analyst to lead city-wide training initiatives that support employee growth, legal compliance, and organizational effectiveness. In this professional role, you will design, implement, and measure the success of training programs, manage the City's learning management system, and collaborate closely with subject matter experts across departments to deliver meaningful learning experiences.

Working with significant independence, you will conduct needs assessments, create instructor-led and online training content, maintain the City's performance management system, and evaluate the effectiveness of learning programs through data analysis and reporting. This position also plays a key role in supporting HR projects and ensuring staff have the tools and knowledge needed to succeed in their roles.

The ideal candidate will have an associate's degree in communication, education, psychology, or human resources and three (3) years of experience creating publications and/or training courses, with at least two (2) years performing administrative support work.

This is a full-time, benefited position that is not represented by a union. All City of Kent employees and external candidates are eligible to apply.

$8,008.00- $9,763.00 per month, depending on experience

General Purpose:

Under the direction of the Labor Relations Manager, perform professional-level duties in order to develop, implement and coordinate the City's training program for legal compliance and employee development. This position conducts needs assessments and develops dashboards to measure the impact of the City's training programs in support of organizational and departmental training initiatives.

Work is characterized by a professional-level coordination of the city-wide training programs, including but not limited to, the development, implementation and administration of the City's learning management system in support of city-wide training programs. Incumbent maintains and deploys the City's performance management system. Incumbent is regularly required to conduct independent research, provide training consultation services to department functional subject matter experts, and to communicate with City officials, departments, staff and outside agencies on other training-related matters.

Work is performed independently under limited supervision. Supervisor sets the overall objectives and resources available. Incumbent and supervisor work together to prioritize projects and to develop the deadlines and work to be completed. Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative with regard to established objectives. Incumbent keeps supervisor informed of progress, potentially controversial matters, or issues with far-reaching implications affecting the agreed-upon work. Work is reviewed in terms of feasibility, compatibility with other work, and effectiveness of results.

Essential Duties and Responsibilities:

Develops and coordinates the overall city-wide training program, analyzing audience demographics to ensure conformity with training objectives and developing training plans to meet performance requirements.

Responsible for running and administering training courses throughout the organization, primarily focused on human resource specific trainings.

Conducts needs assessment/instructional analysis by consulting with department subject matter experts to ensure training objectives are met, preparing performance-based measurement assessments for the objective evaluation of instructional programs.

Involved in onboarding new hires and ensuring employees have the knowledge and skills to perform their jobs effectively.

Provide assistance in the development, implementation, administration, and review of performance management and evaluation tools and policies.

Research curriculum and create online and instructor-led training courses.

Acts as the administrator for the City's learning management system, creating learning paths, uploading training courses, and assisting users in the use of the system.

Develops and maintains the City's calendar schedule of training programs and events, coordinating with subject matter experts in setting up department specific training requirements.

Implements training programs/events, maintains support materials for training reference, and coordinate with subject matter experts to prepare curriculum such as lectures, ideas for group discussions, demonstrations and workshops.

Utilizes SharePoint to maintain/create pages related to Human Resources projects or ongoing work for administration/training division.

Trains staff in other divisions of Human Resources to maintain/create Intranet pages.

Analyze data to prepare annual budget requests, corrections or clarifications from Finance

Actively supports the vision, mission, values and goals of the department and the City.

Peripheral Duties:

Perform related duties as assigned.

Serves as a member of various City committees and task forces as assigned.

Successful Incumbents for this Position Will:

Have the knowledge of:

  • Municipal government structure, policies, procedures and objectives
  • Current literature, software, trends and developments in the field of instructional design and learning management systems
  • Principles and practices of training course development and implementation
  • Working concept of human resource functions and responsibilities.
  • Effective customer service techniques; use of interpersonal skills in a tactful, patient and courteous manner; conflict management techniques.
  • Bookkeeping and intermediate accounting principles.

  • Project management to facilitate gathering information from subject matter experts
  • Creativity, problem-solving and critical thinking skills
  • Performing complex duties with speed and accuracy, utilizing modern office equipment (copier, scanner, tablet and personal computer) with a variety of office, web editing software and financial/HRIS programs (i.e. Word, Excel, PPT, SharePoint, Vision Internet, JDE/Oracle, Halogen, NeoGov, Articulate Storyline2 & Replay).

Have the ability to:

  • Work effectively on several projects concurrently
  • Work independently with little supervision and make decisions under broad guidelines
  • Compose, proofread and edit documents for clear and accurate correspondence, reports, etc.
  • Communicate effectively in visual, oral and written form
  • Create forms, analyze and consult with subject matter experts to determine training needs, learning objectives and learner profiles for designing a course
  • Work with subject matter experts, managers/supervisors and employees to conduct needs assessment and analyze audiences
  • Visualize, plan and structure content, creating storyboards for review by subject matter experts.
  • Create engaging learning activities and compelling course content that enhances knowledge and retention
  • Develop a structure for beta testing and debugging courses Establish post course quizzes to assess the learner's knowledge and the course effectiveness
  • Measure the effectiveness of training courses and workshops by designing data collection instruments and analyzing results
  • Build and maintain a digital library that maintains legal and ethical implications of design in the workplace
  • Coordinate video and voice narration for course development
  • Keep up with new developments in training methodology
  • Coordinate and in some cases, facilitate training workshops
  • Develop curriculum based on consultation with subject matter expert
  • Maintain confidentiality
  • Establish and maintain trust, confidence and effective working relationships with co-workers, elected officials, managers/supervisors, employees and the public
  • Add, subtract, multiply, divide; compute fractions, ratios, percentages; create and interpret graphs and charts; display these concepts in engaging and interactive formats in training courses
  • Utilize Outlook to schedule and maintain calendars.
  • Explain regulations, policies and procedures in common terms.
  • Maintain complex inter-related files and records.
  • Train and provide work direction to others as assigned.

Skills for the Position May Be Gained Through Education, Certification, Relevant Job Experience or a Combination, Such As:

Education: An associates degree in Communication, Education, Psychology, Human Resources OR three (3) years in related courses; and

Experience: Three (3) years
