Job description

Deputy Comptroller

Academic Requirement: Bachelor's degree in accounting, finance, or related field; Preferred Master's and/or CPA

Certifications: First aid, CPR, Emergency behavior intervention

Work Experience: Required Three (3) years of supervisory experience as a designated team leader in financial or accounting operations. Five (5) years of experience working with Accounting or Financial tools, and Microsoft products including Outlook, Excel, PowerPoint. Preferred experience in Power BI and/or Acumatica. Five (5) years of experience in financial or accounting operations including but not limited to: Mentoring and training of junior accounting and/or financial staff Preparing/reviewing of budgets, journal entries, reconciliations. Identifying, analyzing, and resolving ambiguous or non-routine issues impacting operations. Preparing budget-to-actual variance analyses and supporting explanations. Reviewing financial statements. Reviewing contracts for financial impact. Working with GAAP.

Critical Action Items & Measurable Deliverables:

  1. Assist with the preparation of budgets across all grants/contracts and locations.
  2. Work with the leadership team to complete monthly, and as needed, internal audits to assess budget compliance.
  3. Utilize systems to track and ensure level and regulatory compliance, as well as internal controls and financial procedures, followed at all levels of the division.
  4. Assist leadership team with the creation of divisional budgets for grants, projects, and contracts, budget tracking documentation, and other tracking systems as needed.
  5. Ensure budget narrative templates reflect current language as required by the Office of Management and Budget and the Code of Federal Regulation.
  6. Direct and oversee the Financial Analyst team to ensure completion of their critical financial deliverables, including (but not limited to) budgeting, grant and contract management, financial reporting, adherence to reporting timelines, analytical accuracy, and alignment with organizational goals and strategic initiatives.

Other Responsibilities:

  • Partner with the Comptroller to support communication and coordination between the Finance Department, divisional leadership, operational teams, and First Day Foundation (FDF) accounting/finance partners while overseeing the day-to-day direction, prioritization, and performance of the Financial Analyst team to ensure timely and accurate financial support services.
  • Assist in the financial development and review of grant proposals, contract awards, renewals, and amendments by collaborating with internal stakeholders, financial analysts, and maintaining a thorough understanding of financials for the preparation of comprehensive budgets, to ensure funding compliance, and align financial plans with organizational and programmatic objectives.
  • Partner with divisional leadership to evaluate and strengthen financial performance through analysis of program budgets, forecasting, revenue and expenditure trends, and long-range financial planning to support operational efficiency and grant/contract sustainability.
  • Oversee the monitoring, and auditing of monthly and annual budgets by analyzing actual financial performance against projections, identifying variances and financial risks, recommending corrective actions, and enhancing fiscal accountability across departments and programs.
  • Assist in leading financial systems and process training initiatives for leadership and support staff, ensuring effective utilization of approved fiscal management tools and systems, including Acumatica, Excel, general ledger reporting, financial dashboards, and budget management resources.
  • Provide direct supervision, leadership, mentorship, and performance management for Financial Analysts and other assigned finance personnel, fostering professional development, accountability, operational excellence, and the delivery of accurate and timely financial reporting and analysis.
  • Analyze and monitor financial trends, budget activity, and operational performance across multiple locations, departments, and programs, proactively identifying variances, compliance concerns, and financial risks while providing recommendations to executive leadership.
  • Serve as a trusted financial advisor to administrators, program directors, and operational leadership by providing consultative guidance on budgeting, spending controls, grant compliance, cost management, and financial strategy to support fiscal stability and organizational goals.
  • Oversee and coordinate monthly budgeting activities and financial reporting deliverables in collaboration with Finance Administrators, departmental leadership, and FDF accounting/finance partners, ensuring accuracy, timeliness, consistency, and alignment with organizational financial objectives.
  • Assist with the coordination and support of internal and external audit activities, including Single Audits (A-133/Uniform Guidance audits), by ensuring timely preparation of audit schedules, supporting documentation, compliance reporting, and implementation of corrective action plans, as necessary.
  • Oversee financial data integrity and reporting accuracy by collaborating with FDF accounting/finance teams and financial analysts to review financial information, resolve discrepancies, improve reporting workflows, and ensure compliance with organizational policies, grant/contract requirements, and regulatory standards.
  • Support the development, implementation, and continuous improvement of internal controls, financial policies, procedures, and workflow efficiencies to strengthen financial integrity, mitigate risk, and improve operational effectiveness.
  • Assist the Comptroller and executive leadership with financial reporting, cash flow monitoring, strategic initiatives, regulatory compliance, financial analysis, and special projects as assigned.
  • Execute other job-related responsibilities and assignments in alignment with organizational priorities.
  • Contribute to team success through flexibility in handling other duties and cross-functional support as needed.

Requirements:

  • Maintain ability to make decisions to effectively resolve problems or issues by using judgement that is consistent with agency standards, practices, policies, and procedures.
  • Maintain and enhance systems, processes, and operational workflows to improve team performance and overall divisional effectiveness.
  • Train and mentor junior staff on business processes while leading initiatives focused on improving team performance and divisional impact.
  • Exhibit excellent computer skills with experience assisting with the development, implementation, and maintenance of data collection.
  • Maintain confidentiality with clients and staff.
  • Demonstrate the ability to present and maintain professional appearance and demeanor as a member of the organization's management team.
  • Demonstrate the ability to: a. Work effectively with leadership, state licensing representatives, and funding source entities. b. Respond sensitively and competently to the service population's cultural and socio-economic characteristics. c. Communicate effectively in writing and verbally in English. d. Work in a fast-paced environment and maintain emotional control and professional composure at all times. e. Organize and prioritize responsibilities and duties efficiently. f. Maintain and build on computer literacy is required to meet the responsibilities of the position. g. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team. h. Participate and work effectively with an Incident Management Team, as needed.
  • Demonstrate ability to understand local and applicable social welfare policies, to include demonstrating a working understanding of Compass United policies and procedures, as well as any relevant regulations, guidelines, and standards.
