Job Title: Billing Specialist
The Billing Specialist facilitates and produces accurate account rates and billing amounts for City services rendered in a timely manner. Gathers data, reports water consumption, monitors revenue, tracks weather, and monitors gallons per capita daily, unaccounted for water, and general usage patterns.
Essential Functions
- Develops, tracks, and maintains various reports, files, and documents for water utilities and other services; prepares billing statistics, analyzes data, and resolves related issues; responds to billing inquiries.
- Determines and implements rate changes for various wholesale and retail accounts; performs reconciliations, accounting, and reporting activities; develops and updates work instructions and work procedures for Rate section.
- Processes applications for creation of new accounts, or discontinuing current accounts.
- Monitors, researches, and reviews customer accounts and resolve complex billing issues; performs rate studies and develops models and responds to requests for comprehensive surveys and information requests.
- Completes and reviews reports at regular intervals or as requested by management; prepares department briefings and participates in Town Hall meetings, audits and other events.
- Reviews, revises, and creates processes and procedures as necessary; provides customer service and assists with billing issues and questions.
- Works with other city departments when necessary to resolve customer billing issues as needed.
- Serve as Subject Matter Expert on issues related to billing; participates in collections, bankruptcy accounts, and other delinquent billing issues.
- Performs any and all other work as needed or assigned.
Knowledge and Skills
- Knowledge of customer service techniques to resolve problems and issues.
- Knowledge of billing and related services.
- Ability to research, analyze data and create reports.
- Detailed Oriented, ability to monitor, troubleshoot and resolve anomalies and/or discrepancies with data.
- Ability to accurately enter data.
- Knowledge of software applications including Microsoft Office.
- Communicating effectively verbally and in writing.
- Establishing and maintaining effective working relationships
Minimum Qualifications
Education:
- Bachelor's degree in a public administration or business field.
Experience:
- Three (3) years of experience in developing or analyzing various financial revenue reports or other reports relevant to the utility.
Equivalences
- High school diploma or GED plus seven (7) years of the required experience will meet the education and experience requirements.
- An associate degree in any field plus five (5) years of the required experience will meet the education and experience requirements.
- A bachelor's degree or higher in a non-specified field plus five (5) years of the required experience will meet the education and experience requirements.
- A master's degree or higher in a specified field plus one (1) year of the required experience will meet the education and experience requirements.
Preference(s): Experience with UMAX system for account management and reporting
Sanitation Services: Ability to facilitate and produce accurate account rates and billing amounts for services rendered in a timely manner. Responsible for data gathering/research to conduct audits and filter information for dashboards at regular intervals. Position will monitor, trouble-shoot and resolve anomalies and/or discrepancies.
Salary Range: $60,569.60 - $73,528.00. The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
