Public Health Training Manager

The Central Massachusetts Regional Planning Commission (CMRPC) seeks candidates for the full-time Public Health Training Manager position within the agency's Regional Collaboration and Community Planning Department. The Public Health Training Manager coordinates CMRPC's Public Health Training Hub, overseeing work by other CMRPC Trainers and providing training related to Food Safety, Housing & the State Sanitary Code, Septic Systems & Title 5, and various other public health inspections. This position will work closely with local public health officials across Central Massachusetts and will work in partnership with the DPH Office of Local and Regional Health (OLRH). Responsibilities include:

  • Provide local public health with training to ensure a standard response to meeting regulatory requirements and increase local health authority's ability to meet the Performance Standards and workforce standards as described in the Blueprint for Public Health Excellence.
  • Deliver relevant and timely training programs, services, and resources to meet the diverse and dynamic competency needs of the local public health workforce.
  • Provide competencies to local public health in addressing the disparate health outcomes for marginalized and historically under-served populations, including but not limited to people of color, individuals with disabilities, the LGBTQ+ community, and the immigrant and refugee communities.
  • Design and provide standardized, hands-on, and accessible training based on the DPH standardized curricula, which includes plans for each training that state what learning and skills will be achieved, how they will be achieved, and how the attainment will be assessed. Adjust the curriculum to meet local conditions/needs.
  • Build supportive training and capacity-building relationships with Public Health Excellence (PHE)-funded local public health staff. Be available to PHE training participants to respond to questions and challenges.
  • Survey PHE grantees and review Public Health Excellence grantee information and data regarding training gaps and needs to identify local needs.
  • Attend central training by the DPH Senior Trainers and represent Central Mass needs, as well as raise any regional-specific challenges for OLRH.
  • Work with the Director of Regional Services and other Trainers to set up the logistical needs for the training sites and ensure accessibility and safety. Create with the consultation of the DPH Senior Trainers resources or learning aids.
  • Coordinate with the DPH Senior Operations Coordinator the training dates, sites, and outreach plan.
  • Participate in central meetings or learning collaborative along with other Trainers.
  • Provide requested reporting on training and trainees.
  • Provide feedback to DPH Senior Trainers on best practices or changes to the training model/curricula.
  • Maintain or seek relevant credentialing and attend relevant professional development training along with the centralized required training.
  • Work with the DPH Senior Operations Coordinator to promote and increase access to credentialing for local public health staff.
  • Assist in the OLRH evaluation of the Training Hub model.
  • Contributing to agency social media platforms, websites, newsletters, and informational booklets.
  • Perform other relevant duties as assigned.

Qualifications include a Bachelor's Degree required. Master's Degree preferred. Registered Sanitarian/REHS Certification required. The following certifications are required prior to hire or within six months of hire:

  • Public Health Foundations Course
  • Soil Evaluator
  • Septic Inspector
  • Food Manager
  • Certified Pool Operator
  • Lead Determinator

Minimum of eight years of experience in local public health. Demonstrated experience and competency in enforcing the housing code, community sanitation regulations, Title 5, wastewater regulations, and/or food protection safety.

The successful applicant will demonstrate all or most of the following skills:

  • Demonstrated knowledge of local public health/environmental health field. Working knowledge of related local, state, and federal laws and regulations. Knowledge of grant policies, procedures, and methods. Familiarity with grant evaluation methods. Experience with workforce development processes, content and curricula development for trainings/teachings, instructional design, learning modules, competency assessment/evaluation, and resource templates. A professional demeanor and a positive "can do" attitude.
  • Strong oral and communication skills and/or experience with group/meeting facilitation or delivering a presentation to and engaging a diverse group of trainees. Demonstrated skills in educating/training people in small groups and one-on-one.
  • Ability to analyze and solve problems independently in a resourceful and innovative manner. This may include learning from other housing coordinators around the state and in other areas of the country.
  • Understanding of, commitment to, and ability to integrate principles of diversity, cultural competence, and cultural humility, as well as the social determinants of health-related to health equity into work and relationships.
  • Ability to proactively set priorities and multi-task without compromising attention to detail.
  • Excellent time management skills.
  • Ability to deal with the public courteously and tactfully.
  • Understanding of multi-step processes and how to work within them in a collaborative environment.
  • Ability to work independently and meet deadlines while not afraid to ask questions.
  • Ability to conduct public outreach and education, creating messages on multiple platforms to engage the community.
  • Strong Microsoft Office skills, particularly Outlook, Excel, and Word.

This is a full-time position with an excellent state employee benefits package. The standard work week is 5 days (37.5 hours/week). Candidates must have legal authorization to work in the United States and a valid driver's license and/or the ability to arrange transportation to meetings in different parts of the region. Candidate must be willing to adhere to all active and future public safety requirements. While some staff work remotely in part, all staff must be available for in-person meetings within the region as needed, and it is expected that staff are available for in-office work as is appropriate for their work assignments.

This is a full-time grant funded position with funding secured through fiscal year 2027. Starting salary will range from $77,550 to $90,000, depending on qualifications and experience. This position is exempt under the guidelines of the federal Fair Labor Standards Act.
