This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. Flexible work hours may be permitted with supervisor approval.

The incumbent will provide leadership, direction and coordination for the budgetary and financial aspects of grants and contracts processes across multiple program lines or all aspects of Opioid Response Services operation during all phases of the grants and contracts process in accordance with state and federal laws, regulations and mandates including Federal Office of Management and Budget (OMB) Uniform Guidance, Office of Grant Management (OGM) policies; Department of Human Services Contracts, Legal and Compliance Division policies and procedures; and Behavioral Health Division standard operating policies and procedures. The incumbent will be responsible for developing financial reporting systems within the Opioid Epidemic Response Advisory Council (OERAC) Team; completing financial reconciliations, monitoring compliance of grantees; monitoring funding streams for contracts, and directing the activities of grant managers in relation to finances and budgets. The incumbent will additionally oversee implementation of legislative initiatives related to opioid services through the Request for Proposal (RFP) and pre-award processes. Performs related work as required. Some responsibilities include, but not limited to:

  • Lead, direct and coordinate the budget and fiscal processes in program/project/service area assigned.
  • Lead, direct, and coordinate all assigned grant and contract processes in relation to Legislative Initiatives during pre-award and award phases either directly or in collaboration with other staff members providing grant management for OERAC.

Minimum Qualifications

Two (2) years of advisory experience in financial management, federal or state grant financial operations or related work (such as developing biennial and operating budgets, creating spending plans, or managing the fiscal development, tracking, and renewal of state or federal grants).

Experience Must Clearly Demonstrate:

  • Strong understanding of core grants and contracts management standards and practices that include drafting and monitoring.
  • Knowledge of budget planning and business processes required for all procurement process phases.
  • Knowledge of roles and relationships of county, tribal, state, and federal governments.
  • Creating, analyzing, and presenting detailed financial reports, to internal and external stakeholders.
  • Providing training and technical assistance to grantees, program staff, and other partners.

A bachelor's degree in accounting, finance or a related field may substitute for 12 months of experience. *

Preferred Qualifications

  • Experience with Statewide Integrated Financial Tool (SWIFT) the State's accounting and procurement system.
  • Assisting with documentation and audit findings to ensure issues are accurately resolved.
  • Knowledge of behavioral health programs or non-profit organizations focused on substance use disorder services (harm reduction, prevention, treatment, etc.).
  • A strong understanding of programmatic and financial operations of a community-based organization.
  • Experience with the State's Enterprise Grant Management System.
  • Experience with grant management software and systems, including but not limited to: Foundant, Salesforce, SmartSimple, Fluxx, etc.
  • Practical experience with mental health or substance use disorder prevention, harm reduction, treatment, or recovery program.
  • Program management.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
