Job description

Senior Program Manager

DIRT Coffee is seeking a highly organized, systems-minded Senior Program Manager to lead our workforce development programs, supervise program staff, strengthen earned-revenue services, and help build the infrastructure for DIRT's next stage of growth.

This is a senior leadership position for someone who can move comfortably between people, programs, data, systems, partnerships, and financial accountability. The Senior Program Manager will oversee DIRT's workforce development portfolio and will have the opportunity to grow into a Director of Programs role based on organizational growth, need, and demonstrated performance.

Areas of Responsibility

Program Leadership & Staff Supervision

  • Provide day-to-day leadership of DIRT's Inclusive Employment Program, Workforce Connection Center, paid internship program, job coaching services, and Inclusive Workforce Employer Program (IWEP).
  • Oversee the participant journey from intake and assessment through internship, job development, competitive integrated employment, transition, and follow-up.
  • Manage internship cohorts, participant pipelines, job coach assignments, program calendars, service capacity, and program quality.
  • Supervise and develop program coordinators, job coaches, interns, and other program staff.
  • Establish clear expectations for caseloads, billable services, documentation, productivity, deadlines, and participant outcomes.
  • Conduct regular supervision, coaching, performance management, and professional development.
  • Build a culture of accountability, collaboration, ownership, and continuous improvement.

Billing, Compliance & Program Sustainability

  • Oversee operational processes for DVR, Medicaid, WIOA, private-pay, and other program billing.
  • Review staff timesheets and service documentation for accuracy, completeness, billable activity, and appropriate utilization.
  • Ensure required documentation, authorizations, billing information, and reports are completed accurately and on time.
  • Coordinate with accounting staff on invoicing, reconciliation, and program financial reporting.
  • Manage requirements associated with government-funded programs and prepare for audits, monitoring, credentialing, reporting, and contract renewals.
  • Monitor billable services, utilization, program revenue, and capacity and identify opportunities to responsibly grow earned revenue.
  • Help staff understand the connection between quality service delivery, documentation, billing, revenue, and organizational sustainability.

Employer Partnerships, Outcomes & Systems

  • Support and grow DIRT's Inclusive Workforce Employer Program, including neurodiversity education, disability culture training, workplace consultation, and customized employer training.
  • Build and maintain relationships with employers, workforce partners, referral sources, and community organizations.
  • Track program outcomes including enrollment, internship completion, skill development, employment, retention, billable hours, utilization, revenue, and employer engagement.
  • Use program data to evaluate effectiveness, identify gaps, and recommend improvements or opportunities for growth.
  • Develop and continuously improve Standard Operating Procedures, workflows, documentation standards, client-file systems, program calendars, and quality-assurance processes.
  • Create systems that improve consistency, accountability, compliance, and continuity across programs.

Organizational Leadership

  • Serve as a member of DIRT's organizational leadership team.
  • Collaborate across programs, development, caf leadership, and community engagement.
  • Bring recommendations and solutions to the Executive Director and escalate matters requiring executive approval, organizational risk management, or strategic decision-making.
  • Identify program risks, staffing needs, capacity challenges, partnership opportunities, and opportunities for sustainable growth.

Requirements & Qualifications

Required Qualifications

  • Bachelor's degree in social work, human services, workforce development, nonprofit management, rehabilitation, psychology, education, public administration, business, or a related field.
  • At least five years of progressively responsible experience in workforce development, disability services, vocational rehabilitation, human services, behavioral health, nonprofit programming, education, or a related field.
  • Demonstrated experience supervising and developing staff.
  • Experience managing complex programs, projects, or service-delivery systems.
  • Strong organizational, documentation, project-management, and follow-through skills.
  • Ability to establish clear expectations and hold staff accountable.
  • Ability to interpret program and financial data and use it to improve performance.
  • Strong written, verbal, and interpersonal communication skills.
  • Ability to manage multiple priorities and thrive in a growing organization where systems and processes continue to evolve.

Preferred Qualifications

  • Master of Social Work (MSW) or related graduate degree strongly preferred.
  • Experience building, launching, expanding, or significantly improving workforce development programs.
  • Experience managing government-funded services or contracts, particularly DVR, Medicaid, WIOA, vocational rehabilitation, or comparable funding systems.
  • Experience overseeing billing, service authorizations, documentation, reimbursement, utilization, or staff productivity.
  • Experience delivering professional training, consultation, or technical assistance.
  • Experience managing program budgets, earned revenue, billable services, or financial performance targets.
  • Experience with Salesforce or another CRM/data-management system.
  • Knowledge of neurodiversity, disability justice, trauma-informed practice, and competitive integrated employment.

Advancement is based on organizational need and demonstrated success in program performance, staff leadership, financial stewardship, revenue development, systems implementation, compliance, and organizational leadership.

Benefits

Benefits Compensation: $65,000$68,000 annually, commensurate with experience. DIRT Coffee offers eligible full-time employees a comprehensive benefits package that includes:
