Job description

Capital Program Administrator

The Broward County Board of County Commissioners Transportation Department is seeking qualified candidates for Capital Program Administrator in its Capital Delivery and Infrastructure Maintenance Division. The Capital Program Administrator in the Broward County Transportation Department, Capital Delivery and Infrastructure Maintenance Division directs the agency's major rail and bus facility construction projects. This role oversees the full project lifecycle from initial planning, scheduling, and budget estimation to consultant management, contract negotiations, and seamless integration with operations. The incumbent works under administrative supervision, developing and implementing program within organizational policies and reports major activities to executive-level administrators through conferences and reports.

Minimum Education and Experience Requirements Requires a Bachelor's degree from an accredited college or university with major coursework in Civil Engineering, Architecture, Engineering, Construction Management, or closely related field. Requires six (6) years of experience in capital project management, design and/or engineering work in transit, transportation, or a closely related field. Special Certifications and Licenses Must possess and maintain a valid Florida Driver's License for duration of appointment.

Preferences Master's Degree from an accredited college or university with major coursework in architecture, civil engineering, construction management, or closely related field Master's Degree (5-Year) from an accredited college or university with major coursework in a separate/relevant field Registered Architect or Professional Engineer Licensure Certified Construction Manager (CCM) Project Management Professional (PMI) Transit Safety and Security Program (TSSP) Other Certification in Design, Engineering, or Construction Three (3) or more years direct experience with planning, design, or construction of transit or transportation projects, including horizontal and/or vertical projects Proficiency with engineering software such as AutoCAD, MicroStation, AutoTURN, or related modeling tools Three (3) or more years experience in alternative delivery models such as design-build, CMAR, Phased-design-build and others Three (3) or more years experience in site development, civil, structural, systems, drainage, or architectural engineering as applied to facilities

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Directs major rail and bus facility construction projects, including the development of work plans, schedules, cost estimates, and specifications.

Prepares documentation, graphic presentations, budgetary estimates, and analyses for potential and upcoming projects; provides direction and options analysis in the area of construction and development.

Supervises, recruits, mentors, and motivates assigned personnel to foster a collaborative work environment through professional growth and performance accountability.

Manages construction management consultants and contractors, conducting regular progress and resolution meetings to manage all aspects of project delivery and maintain momentum.

Administers and monitors work for compliance with schedule, budget, technical, safety, and legal requirements.

Oversees contract document reviews, bid form preparation, pre-bid conferences, proposal evaluations and recommendations, and negotiations with consultants and contractors.

Performs administrative work and financial tasks, including preparing change orders and work authorizations, approving invoices, managing final project closeouts, and assisting with the preparation of fiscal year budget requests.

Serves as a liaison and representative for the department's infrastructure program, collaborating with government, regulatory, and community stakeholders to advance project goals.

Coordinates with Operations Division staff during testing, start-up, and project activation.

Establishes a Quality Control/Quality Assurance (QC/QA) Project Program and procedures to standardize the project management process and improve quality and performance.

Performs related work as assigned.

Work Environment

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. Involves routine and frequent exposure to traffic; moving machinery.
