Assistant Retirement Benefits Examiner

The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. The Commissioner serves on behalf of the Mayor as the City's liaison with both labor and management in the private sector. The office is authorized by Executive Order 38 (February 7, 1967), amended by Executive Order 13 (July 24, 1990). Additionally, OLR administers the Health Benefits Program, Management Benefits Fund, Employee Assistance Program, Work Well NYC, Medicare Part B Reimbursement Program and Pre-Tax Benefits & Citywide Programs, including the Deferred Compensation Plan and NYCE IRA. In addition to negotiating collective bargaining agreements, OLR serves as a resource to agencies with regard to workforce labor issues and works with the Municipal Labor Committee (MLC) to pursue innovations in a variety of areas, particularly regarding City health insurance programs. The staff at OLR assist their fellow agencies in handling personnel and payroll issues, conducting labor-management meetings, representing the City at representation hearings, and handling all employee grievances and arbitration matters, while also negotiating collective bargaining agreements with the City's 149 bargaining units.

The Asst. Retirement Benefits Examiner would be responsible for the following tasks:

  • Verification of weekly, bi-weekly, semi-monthly, and monthly Health Benefits Program (HBP) health plan premium payroll/pension deductions which includes reviewing deductions, including negative adjustments, for all health plans.
  • Review employees' and retirees' data and payroll/pension deductions to ensure accurate deductions are being taken by each health plan.
  • Verification of employment history/pension eligibility status.
  • Process refunds to employees and retirees and/or retro payments to the health plans.
  • Correction and reissue of Medicare Part B and IRMAA payments due to closed/incorrect bank accounts.

Minimum Qualifications

1. An associate degree or completion of 60 credits from an accredited college, including or supplemented by 9 credits in mathematics, statistics, accounting, and/or actuarial science; or 2. A four-year high school diploma or its educational equivalent and two years of satisfactory full-time experience performing mathematical, statistical, actuarial or accounting computations in one or more of the following: a) a retirement or employee benefits plan; b) customer service in a financial institution; and/or c) in a position requiring the application of laws, rules and regulations and the use of statistical, actuarial or similar tables; or 3. A satisfactory combination of education and/or experience equivalent to "1" or "2" above. College education may be substituted for experience in "2" above on the basis that 30 semester credits from an accredited college may be substituted for each year of required experience. However, all candidates must posses a four-year high school diploma or its educational equivalent and either 9 semester credits in mathematics, statistics, accounting and/or actuarial science from an accredited college or one year of experience as described in "2" above.

Preferred Skills

- Must be proficient in MS Excel. - Knowledge of NYCAPS database and City's Payroll Management System (PMS). - Excellent written and verbal communication skills. - A composed individual able to multi-task, navigate multiple computer applications and work efficiently while communicating with and serving the client. - Flexible and quick learner.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
