Job description

Transportation Engineer 4 Project Controller

The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. Our dedicated workforce plans, designs, builds, and operates an integrated transportation system that safely and efficiently moves people and goods throughout the state. In addition to maintaining over 20,000 lane miles of state highway and 4,100 bridges, WSDOT manages the world's longest floating bridge, leads an award-winning Active Transportation Plan, holds the record for the world's widest tunneling project, and operates the largest ferry system in the nation!

WSDOT is currently seeking a Transportation Engineer 4 Project Controller to support the successful delivery of critical transportation projects throughout the Northwest Region. In this role, you will help ensure highway improvement projects are delivered efficiently by supporting project planning, scheduling, and financial management that contribute to safe, reliable transportation for the traveling public. Your work will provide valuable technical guidance and project oversight that strengthens decision-making and promotes the effective use of public resources. Among the varied range of responsibilities held within this role, the Project Controller will:

  • Develop, maintain, and analyze critical path schedules for multiple projects, including baseline schedules, schedule templates, workforce projections, trend analysis, contingency planning, and project status reporting for design-bid-build and design-build delivery methods.
  • Develop, update, monitor, and analyze baseline and control budgets for assigned projects, including cost variances, spending forecasts, construction spending curves, cost-to-complete analyses, and recommendations to address budget impacts.
  • Prepare and communicate schedule, budget, and project performance reports, identifying trends, changes, delays, risks, and impacts to support informed project delivery decisions.
  • Serve as the Northwest Region Administrator and subject matter expert for the Project Management Reporting System (PMRS), providing technical support, managing user access and permissions, creating project files, and maintaining project delivery data and reporting tools.
  • Provide technical guidance and training to project staff on scheduling software, PMRS, and project controls processes through individual and group instruction.
  • Collaborate with Information Technology, Headquarters, project offices, and multidisciplinary project teams to resolve system issues, improve project controls, and support consistent project delivery practices.
  • Participate as an active member of the Project Management and Controls team by attending project meetings, providing schedule and budget expertise, recommending best practices, and supporting project development and delivery.
  • Perform project risk management activities by identifying, analyzing, monitoring, and reporting risks; evaluating impacts to scope, schedule, and budget; documenting lessons learned; and preparing justifications for project revisions.

To be considered for this opportunity, the following competencies are required:

  • Project Team Collaboration: Experience working effectively as a member of at least one project development and delivery team, or specialty group team, in a role such as project manager, design team leader, or project controller.
  • Independent Application of Technical Principles: Experience independently applying policies, engineering principles, practices, and methods.
  • Project Scheduling and Cost Analysis: Experience developing and analyzing project data such as Critical Path Method (CPM) logic diagrams, workforce projections, project performance, cash flows, expenditures, capital cost estimates, design estimates, and cost reports.
  • Customer Support and Training: Experience providing support and training to a variety of customers.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Demonstrates a willingness to take action to meet the needs of others.

It is preferred that qualified candidates also demonstrate:

  • Project Management Methodology: Understanding and knowledge of Project Management industry standards and the Project Management Body of Knowledge (PMBOK), or equivalent, with successful application of project management processes, software, and tools.
  • WSDOT Policy and Design Knowledge: Knowledge of existing WSDOT Engineering business process for Design, Right of Way Acquisition and Construction, including those introduced by the WSDOT Capital Systems Team or NWR Project Management and Controls.
