Job description

Utilities Coordinator

Join our team at Raleigh Water as a Utilities Coordinator! This role is responsible for coordinating the activities of the Resource Recovery Division's International Standard Organization (ISO 14001) Standard for Environmental Management System (EMS) through developing, implementing, and maturing the Division's EMS; to include, effective communication and training of the standard, monitoring and coordinating the internal audit and corrective action programs, and reporting on the effectiveness of the System. As well as managing the registration process, third party annual audits and compliance with ISO 14001. Additionally, this role develops and implements educational programs for Staff to assist in their understanding of the environment as it relates to the operation, and may perform other duties as assigned.

About You: The ideal candidate is a collaborative and detail-oriented individual with a strong understanding of ISO 14001 Environmental Management Systems (EMS) and a passion for driving continuous improvement.

The successful candidate is an effective communicator and trainer who can engage employees at all levels, translate complex environmental requirements into practical guidance, build collaborative relationships across functional work groups, coordinate EMS documentation and training activities, and foster a culture of environmental responsibility. This individual is analytical, proactive, and solution-oriented, using data and performance metrics to evaluate system effectiveness, identify opportunities for improvement, and implement sustainable solutions through managing internal and external audits, the corrective action process, and maintaining ISO 14001 registration.

Duties and Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Collaborate with administrative staff and the EMS Team to develop and implement the environmental objectives and targets to align with the results of the environmental impacts
  • Facilitate the document control process for the EMS
  • Facilitate the development of applicable standard operating procedures related to the EMS
  • Develop and conduct an audit program for the EMS, including the development and implementation of corrective action tracking
  • Work with third party EMS/ISO 14001 Registration Company to ensure certification is maintained
  • Regular review of the EMS manual and other controlling documents so that the program is up to date and reflects current work activities
  • Strong reading, writing, research, communication, and interpersonal skills; strong administrative and organizational skills; ability to interpret and communicate the ISO 14001 standards, or other required standards verbally and in writing
  • Provide evaluation reports concerning the effectiveness of the EMS
  • Coordinate EMS communications, training activities, records management, document control, and support for the EMS Team and Management Review Meetings to include the drafting of agenda preparation, meeting minutes and action item follow-up
  • Manage Registration process for ISO 14001 Certification and compliance of all aspects of the Public Utilities Department through a contracted third party
  • Manage and develop environmental education for staff
  • Prepare presentations and reports concerning ISO 14001/EMS procedures and activities
  • Support special projects and collaborative initiatives that enhance Environmental Management System implementation, administrative effectiveness, and continuous improvement; perform other related duties as assigned

Typical Qualifications

Education and Experience: Associate's Degree or 2 Years of College in Public Administration, Business Administration or related field; 3 to 5 years' experience in utility system asset management, inventory control, or related work OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licenses or Certifications:

  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire

Preferred Qualifications:

  • ISO 14001 Internal Auditor Certification

Additional Information

Knowledge of:

  • Principles and practices of environmental program management, performance metrics, and environmental education.
  • ISO 14001 Environmental Management System (EMS) standards, registration requirements, and compliance auditing processes.
  • Research methods, data collection techniques, and program evaluation.
  • Modern office technology and Microsoft Office applications, including Word, Excel, Access, and PowerPoint.

Skill in:

  • Planning, implementing, and evaluating environmental management programs.
  • Conducting research; collecting, organizing, analyzing, and interpreting complex information.
  • Preparing clear, concise reports, correspondence, presentations, and recommendations.
  • Delivering effective public presentations and facilitating training for diverse audiences.
  • Managing multiple projects, priorities, and deadlines while maintaining attention to detail.
  • Communicating effectively, both orally and in writing.
  • Building and maintaining positive working relationships with employees, leadership, consultants, regulatory agencies, boards, community partners, and the public.
  • Using computers, office software, and standard office equipment to support program administration and reporting.

Ability to:

  • Analyze complex environmental issues and develop practical, data-driven solutions and recommendations.
  • Interpret and apply environmental regulations, policies, standards, and ISO 14001 requirements.
  • Coordinate environmental initiatives, audits, corrective actions, and continuous improvement activities.
  • Work semi independently while exercising sound judgment and initiative.
  • Prioritize competing assignments, manage multiple projects, and meet deadlines in a fast-paced environment.
  • Adapt to changing priorities while maintaining a high level of accuracy, professionalism, and customer service.
  • Promote a culture of environmental stewardship, regulatory compliance, and continuous improvement throughout the organization.

Work Environment and Physical Effort: Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Work is typically performed in an office or similar indoor environment. Employees may occasionally work in an outdoor environment, street environment (near moving traffic), construction sites, in a vehicle, warehouse and shop environment. Work Exposures: Employees may occasionally be exposed to individuals who are hostile or irate, extreme cold (below 32 degrees), extreme heat (above 100 degrees), and loud noises (85-decibels average over 8-hour working day such as heavy trucks, jack hammers, leaf blowers, lawn mowers, and construction).
