Job description

Analyst (Finance)

The Water Replenishment District of Southern California (WRD or District) is a California Special District responsible for managing and protecting local groundwater resources for over 4 million residents. As a local government agency, WRD ensures that a reliable supply of high-quality groundwater is available through the use of stormwater capture and recycled water.

WRD is seeking an Analyst (Finance) who will work under general supervision within a team setting, this role is responsible for carrying out advanced analytical tasks related to financial planning and reporting. Duties include conducting financial studies and rate analyses, preparing and presenting technical reports, developing both operating and capital budgets, performing cash flow and treasury reporting, and recommending as well as assisting in the implementation of policies and procedures. In addition, the position supports the Chief Financial Officer in implementing financial decisions, ensuring that policies and procedures are effectively executed throughout the organization.

This position is a professional classification tasked with performing advanced budgetary and financial analyses intended to enhance the District's operational efficiency and cost effectiveness. The role requires expertise in accounting, accounting systems, budget systems, dashboard development, and financial reporting and analysis. Incumbents must apply critical and independent judgment, as well as strong decision-making abilities, when carrying out all assigned responsibilities.

Assignments may include, but are not limited to:

  1. Conduct comprehensive financial research and analysis to develop, monitor, and reconcile operating and capital budgets, including revenue and expenditure projections. Ensure compliance with District policies and promptly recommend corrective actions when needed.
  2. Support the evaluation, development, and execution of financial goals and objectives; coordinate and document procedural updates; and address complex budget challenges through timely, accurate analysis and forecasting.
  3. Support and analyze capital improvement projects, month-end and year-end close processes, and audit preparation, while managing financial systems and databases and delivering training and technical guidance.
  4. Prepare and present financial reports for project managers, Board of Directors, and committee meetings, including staff correspondence and recommendations to enhance cost-effectiveness and operational efficiency.
  5. Perform financial and economic analyses related to groundwater replenishment programs, rate stabilization, reserve funds, and infrastructure investments.
  6. Research and evaluate funding mechanisms such as bond financing, grants, and water sustainability initiatives, and provide support for accounting staff and special projects as assigned.
  7. Develop dynamic, data-driven reports and dashboards in Excel, Power BI, or comparable analytics platforms to clearly visualize financial trends, assess budget performance, and evaluate economic impacts.
  8. Work closely with finance and operations teams to support budget planning, evaluate costbenefit outcomes, assess fiscal impacts, and develop effective cost-management strategies.
  9. Provides backup for accounting staff and performs special projects as assigned.

Qualifications:

  1. Advanced practices and techniques of financial and statistical analysis, and report preparation and presentation.
  2. Financial systems, troubleshooting technical issues, databases, and Microsoft Office applications. Data visualization tools (Excel, Power BI, dashboards)
  3. Advanced knowledge of business communications with Ability to prepare and present clear, concise, and comprehensive financial reports to project managers, committees, and the Board
  4. Operating and capital budget development, financial modeling and forecasting techniques.
  5. Capital project accounting, cost-benefit analyses, reconciliations, and month/year-end closing.
  6. Fund and governmental accounting, including GAAP and GASB standards.
  7. Principles and practices of fund and governmental accounting, including financial statement preparation and reporting.

Ability to:

  1. Research, compile and summarize information, evaluate alternatives, reach sound conclusions and recommend solutions.
  2. Perform budgetary and financial analyses, develop budget forecasting models, cash flow and debt service scenarios.
  3. Prepare and present clear, concise and comprehensive correspondence, reports, studies and other written materials.
  4. Organize and prioritize work and meet critical deadlines.
  5. Exercise sound independent judgement within established policies and procedures.
  6. Establish and maintain effective working relationships with District management, staff, the public and others encountered in the course of the work.
  7. Communicate and present effectively both orally and in writing.

Education, Training and Experience:

A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in accounting, finance, business administration or a closely related field; and at least two years of progressively responsible accounting, budgeting and financial analysis experience; or an equivalent combination of training and experience.

Licenses; Certificates; Special Requirements:

A valid California driver's license is preferred. If driving on behalf of the District, the employee must maintain insurability under the District's vehicle insurance policy.

Compensation: The salary range for this classification is $88,378.00 to $129,455.00 yearly.
