Chief Financial Officer

Incumbents in these positions are experienced professionals within their area of expertise and are assigned responsibilities directing, overseeing, and managing a specific department, division, or similar business unit within an agency, board or commission for the State of Oklahoma. This position provides the leadership and vision necessary to ensure proper operational controls, business and fiscal processes, administrative and reporting procedures, and people systems are established for effective growth and operational efficiency and efficacy. Incumbents in these positions ensure the services provided by their assigned department, division, or similar business unit comply with all federal and state laws, program guidelines, procedures, and processes, and other governing rules.

The functions performed in this job family will vary by level, unit and organization, but may include the following:

  • Oversees day-to-day operations of assigned area of responsibility, such as administrative or operational services, informational technology, legal services, fiscal/financial services, and agency programs and services.
  • Ensures the programs, services, operational policies, rules, and initiatives, for their department comply with all applicable federal and state laws, and program guidelines.
  • Plans and directs the implementation of agency system-wide internal and external activities and processes for programs and internal business functions, such as fiscal/financial, legal, human resources, and contracts and purchasing services.
  • Communicates effectively to internal and external partners and stakeholders, provide input at relevant intra-agency, interagency and external stakeholder meetings.
  • Establishes and maintains effective work relationships both within the agency and with all external partners for the purpose of accomplishing the goals and objectives of the agency.
  • Seeks innovative solutions in obtaining resources to achieve improvements in new or existing programs.
  • Collaborates with other Chief Officers and senior-level executive staff of the organization to develop, implement, and maintain the short- and long-term goals and strategic plans to drive agency of agency programs and services, and achieve organizational objectives. This may include plans to accommodate the growth objectives of the agency, developing and implementing plans for the operational infrastructure of systems, processes, and personnel, performing threats and opportunities analysis, conducting an environmental scan, developing the Continuity of Operations Plan (Disaster Recovery Plan), or other business and statistical analysis on the agency's continued operations.
  • Represents the agency on/in boards, committees, meetings or conferences. Including presenting agency information regarding the agency or assigned business unit(s) to the governing board or commission of the agency or similar venue.

Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others. This is the leadership level where incumbents serve as a Chief Officer of an agency, commission, or board that provides services or performs work that is large in size and scope. The incumbent will manage and supervise senior management and management level subordinates within the assigned department(s), division(s), or similar business unit(s). This level includes positions and incumbents with oversight of a fiscal/financial, legal, administrative, operational, and program management responsibilities.

Knowledge, Skills and Abilities required at this level include knowledge of advanced business planning; regulatory issues; the state budget process; the state administrative process; the legislative process; effective leadership techniques and strategies; new and changing technologies, business practices and concepts, change management; quality management; and programs and services provided by the agency.

Skills required at this level include skill in oral and written communication; analysis; critical thinking, decision making; attention to detail; problem solving; establishing and maintaining effective relationships internally and externally; maintaining awareness of changing technologies, programmatic changes, and business practices and concepts; and demonstrating business acumen.

Abilities required at this level include ability to clearly communicate and process ideas while directing others in executing such ideas into operational steps; lead and manage a multi-disciplinary team; complete all tasks and responsibilities of a supervisor; apply data analysis and performance metrics to organizational problems; diagnose problems and foresee potential issues; analyze complex problems and make recommendations for resolution; understand the overall purpose and function of the agency and assigned department(s), division(s), or similar business unit(s); and provide on-going leadership.

Education and Experience requirements at this level consist of a bachelor's degree plus six (6) years of relevant professional experience, including three (3) years in a supervisory or administrative capacity, or an equivalent combination of education and experience, substituting one additional year of education (master's degree or doctorate) for one year of experience. NOTE: A maximum of two (2) years of education can be substituted for the three (3) years relevant professional experience. NOTE: No substitution will be allowed for the required professional experience in a supervisory or administrative capacity.

Bachelor's degree in accounting, business, public administration or a closely related field and six years of experience in professional accounting or auditing or closely related work. Some agencies may require a specific degree type (accounting, human relations, public administration, etc.). Some agencies may require a specific type of experience (social services, public health, accounting, etc.).

Position is located at DRS State Office - Executive Division in Oklahoma City. Essential Functions: Position plans, directs and coordinates fiscal operations and financial accounting functions or assists in the planning and direction of such functions; develops accounting systems and procedures for recording revenues and expenditures; directs the maintenance of accounting records concerning appropriations or other revenues, payroll expenses, supply and equipment purchases, travel expenses, contracting costs, and other financial transactions. Plans and directs operational or financial audits and other reviews to insure financial accountability, insure compliance with established standards, and enhance agency operating procedures. Directs the preparation of financial statements and reports. Reviews and approves obligations and expenditures as needed. Establishes necessary fiscal controls to insure appropriate accountability for revenues and expenditures. Directs the review and preparation of budget work programs; reviews and approves agency budget requests and makes recommendations concerning the state budget.

Background Check: The Department of Rehabilitation Services will conduct a criminal background check on new hires as part of an offer of employment that is made contingent upon a successful criminal background check.
