The County of Riverside's Transportation and Land Management Agency has an opportunity for a TLMA Regional Office Manager in Riverside. The TLMA Regional Office Manager reports to a Deputy Director of TLMA or TLMA Administrative Services Manager and is responsible for directing the day-to-day operations of a regional office with multiple development review and public works project development functions and programs that include land use, building and safety, planning, and transportation.

The Department desires a seasoned professional with experience maintaining a strong work relationship with the various other disciplines involved in various TLMA process, and the ability to work cooperatively to move projects through to completion. The selected candidate will have experience working with the County of Riverside Land Management System, and have land use experience such as intake and processing of permits, compliance with planning and have knowledge of zoning requirements.

Plan, organize, direct, and coordinate the multi-functional operation of a TLMA regional office partnering closely with TLMA divisions and departments, as well as other County departments involved in the development process.

Serve as an Agency liaison to the community at large, private industry, and other government agencies in the appropriate program areas.

Provide management oversight to professional, paraprofessional, technical, and clerical staff engaged in: the issuance of permits (transportation/encroachment, planning, building), fee collection, field inspections (building, road construction, road conditions), code enforcement, plan review and approval (building, grading, landscape, street improvement) and other TLMA-related activities.

Work directly with and serves as a contact point for the Board of Supervisors and/or TLMA Agency Program Administrators (Ombudsman) to resolve issues identified by the Board; provide leadership for Agency personnel in the assigned regional office.

Identify and implement actions that accomplish the mission, improve the process, and enhance customer satisfaction/service provision.

Provide strong communication and coordination with all appropriate Agency and County department managers; evaluate development plans; provide information to the public.

Compose or supervises the composition of conditions of approval.

Coordinate and assign work for review and execution to subordinate staff based on evaluation of work load, specific technical qualifications, and availability of personnel; review the work of staff and ensure uniformity to Agency standards; advise and instruct staff on the interpretation of Agency directives, policies, and procedures; develop and implement training and other programs to ensure staff are executing work aligned with Agency requirements.

Participate in the selection of new employees; evaluate the work performance of staff and prepare performance evaluations.

Perform field inspections of unusual or sensitive cases; investigate and resolve difficult operational problems.

Participate in the preparation and review of County regulatory ordinances in the appropriate area of specialization; provide information to the public.

Represent the Agency at a variety of public meetings and hearings (including the Board of Supervisors), seminars, conferences and workshops; conduct and/or oversee special studies.

Participate in the Agency budget process; prepare necessary reports and correspondence.

Education: Graduation from a recognized college with a bachelor's degree preferably in Civil Engineering, Planning, Public/Business Administration or a related field. (Additional qualifying experience may substitute for the required education on a year-for-year basis.)

Experience: Three years of experience functioning in a managerial, supervisory, lead or administrative capacity within a public works or land management department or organization, of which two years must have included responsibility for providing management or technical supervision of staff engaged in activities in one of the following areas: building and safety, land use planning/development, code enforcement, or transportation. (A master's degree in Business/Public Administration, Civil Engineering, Planning, or a related field may be substituted for one year of the non-specialized experience.)

Knowledge of: Core elements of supervision; personnel management; managerial team building; office practices including computer functions/applications; principles and methods of evaluating programs and operations; federal, state and local laws, policies and procedures relating to transportation and land management functions; applicable governmental processes; core elements relating to building and safety, land use planning/development and transportation; applicable regional needs relating to transportation and land management; the geographical area which the regional office serves.

Ability to: Plan, organize and supervise the work of professional, technical and clerical support staff of a multi-functional regional office; provide independent leadership and high customer satisfaction; creatively formulate solutions within established policies; communicate effectively within a large agency and with a wide range of outside parties; analyze and resolve problems, consolidate independent functioning departments into one efficient and effective regional office; maintain effective working relationships with staff; prepare timely, concise and clear reports; deal tactfully and persuasively with others in controversial situations; speak effectively; explain policies and procedures on a variety of issues relating to the operations of a regional office.
