Job description

Human Resources Specialist

Education/Certification: Bachelor's degree in human resources, education, or related field required. Special Knowledge/Skills: Knowledge of selection, training, and supervision of personnel. Knowledge of wage and salary, benefits, and performance appraisal administration. Knowledge of general and education employment law and hearing procedures. Ability to implement policy and procedures. Ability to use software to develop spreadsheets, perform data analysis, and do word processing. Excellent public relations, organizational, communication, and interpersonal skills. Ability to speak effectively before groups of employees, the school board, or other organizations. Ability to maintain confidentiality at all times. Experience: Minimum three (3) years of progressively responsible experience in human resources or public school administration required.

Function: Supports the Chief Human Resources Department in the overall management of the District's human resources function. In addition, supports the District's recruitment program to ensure selection and placement of qualified personnel. Further, implements the District's application and screening process and ensures that the District is represented as an employer of choice. Supports the implementation of human resources programs to include certified and auxiliary staffing, wage and salary administration, performance appraisal, and employee relations. Partners with the Chief Human Resources Officer to implement legally sound and effective human resources management programs, policies, and practices.

Responsibilities

Recruitment: Assist the Chief Human Resources Officer in working with principals and supervisors to identify and select personnel for all assignments. Screen and interview applicants and recommend candidates for final interview or hire. Assist the Chief Human Resources Officer in developing and implementing effective recruiting strategies. Analyze results and make changes as needed. Identify optimum recruiting opportunities and represent the District at key recruiting fairs and events. Develop and maintain active relationships with college and university career teacher preparation officials and placement offices, Regional Education Service Center staff, professional associations, and other recruiting resource organizations. Partner with the Office of Professional Learning to coordinate the assignment of student teachers and staff from educator preparation programs. Plan and coordinate annual District teacher job fair and District Hiring Events. Assist in the onboarding/offboarding process for substitute employees and updating the substitute procedures manual annually.

Employment Support: Efforts to work with District/campus administrators to forecast staffing needs and develop staffing plans. Develop and implement recruitment and retention strategies and a screening and selection process for all employees. Partner with the Human Resources Specialist to ensure that all certified teachers and paraprofessionals are highly qualified and have the appropriate credentials for assignments. Oversee the certified and auxiliary employment application and screening process, monitor for effectiveness, and make recommendations for changes as needed. Assist the Chief Human Resources Officer to work with the Texas Workforce Commission (TWC) on unemployment claims and unemployment appeal hearings. Assist Human Resources Analysts in the processing of new hires, transfers, reassignments, resignations, and retirements, when needed. Assist Human Resources Analysts with various ad hoc reports, employment verifications, student loan forgiveness forms, service records requests, etc., when needed. Partner with the Office of Finance on payroll processing for all certified and auxiliary employees. Assist in updating the salary handbook with the Office of Finance annually. Ensure procedures are followed to inform employees of compensation-related policies and procedures.

Employee Relations: Take a proactive role in identifying and responding to employee issues; work in collaboration with the Chief Human Resources Officer to ensure preemptive and effective employee communications. Support administration on the employee grievance procedure adopted by the board. Assist with investigation, analysis, and decision-making process regarding personnel issues and/or other related policy issues. Interpret policies and procedures and ensure support of directors, officers, employees and other government agencies on employment, record keeping, retirement, grievance and other personnel matters and procedures. Conduct annual research regarding employee satisfaction, morale, and communications. Monitor employee retention and turnover through analysis of data and exit interviews. Assist in updating employee handbook with the Office of Legal Services annually. Ensure procedures are followed to inform employees of personnel policies, procedures, and programs that affect them.

Records: Support personnel records management, public information requests, salary surveys, and help ensure compliance.

Other: Assist with compiling and reporting projections of staffing needs with Senior HR Programmer, as well as other required reports. Compile, maintain, and file related reports, records, and other documents in Business Plus, HR Manager, Frontline Recruiting and Hiring and Frontline Absence Management required. Stay abreast of current research and best practices in human resources management and development in educational and non-education-related settings, and adjust plans, policies and procedures accordingly. Ensure compliance with local, state and federal employment laws. Stay abreast of state and federal public policy changes that could impact the district. Assist with presenting various informational updates to District/campus administrators, as well as presentations to participants in the Office of School Leadership Services' Principal Leadership Institute (PLI), and Assistant Principal Leadership Institute (APLI).

Salary: ADMN/204: Salary range is $293.14 to $421.84 daily (individual salary calculation is based on applicable experience). See the CCISD Salary Schedule handbook for information regarding initial salary placement. Days: 226
