Global Health Security And Polio Program Monitoring And Evaluation Advisor

Nakupuna Companies seeks a Global Health Security (GHS) and Polio Program Monitoring and Evaluation Advisor. This position will support the development, implementation, and monitoring of performance-based metrics and milestones for GHS and polio programs and awards, ensuring effective program management and accountability. Lead the development of performance metrics, milestone frameworks, and data visualization systems to support the foreign assistance transformation. Provide technical guidance to Posts and foreign governments on M&E systems and support new awards aligned with the America First Global Health Strategy's emphasis on country self-reliance and accountability.

The Global Health Security (GHS) and Polio Program Monitoring and Evaluation Advisor is expected to demonstrate flexibility and adapt to uncertainty and evolving program requirements and may be assigned additional related duties or deliverables as new priorities emerge. All work must advance and be performed in compliance with Departmental and U.S. governmental policies and guidance.

  • Lead the design, implementation, and oversight of M&E frameworks for U.S. GHS and polio programs
  • Develop and maintain data visualization dashboards and analytical tools, as needed
  • Establish standardized performance metrics and milestone frameworks tailored to national contexts
  • Analyze program performance data and provide evidence-based recommendations
  • Provide technical guidance and capacity-building support to Posts, foreign governments, and implementers
  • Develop M&E components for new award mechanisms, ensuring robust monitoring and accountability
  • Conduct regular performance reviews and assessments of implementer progress
  • Support the transition of foreign assistance toward country self-reliance by developing sustainable M&E systems
  • Prepare comprehensive performance reports and briefings for leadership and stakeholders
  • Coordinate with technical advisors across global health programs to ensure integrated M&E approaches
  • Support outbreak response M&E needs by deploying monitoring tools and providing real-time analysis
  • Document lessons learned and best practices to inform future program management
  • Manage information systems and documentation for M&E work
  • Other duties as assigned

Qualifications

Minimum 7 years of progressively responsible experience in global health program monitoring, evaluation, and performance management, with demonstrated expertise in a broad range of technical and programmatic areas related to global health security and polio, including but not limited to:

  • Experience in low- and middle-income countries required
  • Extensive experience in developing monitoring and evaluation (M&E) frameworks for multisectoral (human and zoonotic) global health security and polio programs, utilizing event-based, syndromic, and indicator-based approaches required
  • Experience working with M&E of GHS and/or polio programs in low-resource settings required
  • Demonstrated experience working with global and international programs, focused on the M&E of those programs
  • Proven ability to manage and oversee the development, tracking, and application of programmatic performance-based metrics, milestone frameworks, and adaptive management systems for outbreak detection, reporting, and response
  • Proficiency in managing program analytics and reporting using data management and visualization platforms such as Tableau, Power BI, R Shiny, Python, DHIS2, or other relevant tools, is desired
  • Strong quantitative and qualitative analytical skills, including statistical modeling, trend analysis, and predictive analytics to assess and improve program performance
  • Demonstrated capacity to synthesize complex data and manage the drafting, review, and presentation of complex M&E frameworks and inclusion into technical reports, policy documents, and briefings for diverse audiences, including senior leadership
  • Effective in managing M&E that focuses on integration and coordination across disease programs (e.g., polio, HIV, TB, malaria, maternal and child health) and technical areas (e.g., laboratory, biorisk management, outbreak response, surveillance), with a focus on GHS and polio
  • Experience in working with diverse stakeholders, including across the USG and with international partners to advance U.S. global health security and polio objectives
  • Knowledge of U.S. foreign assistance policies, regulations, and reporting requirements
  • Excellent communication and stakeholder engagement skills, with the ability to manage multiple priorities in a fast-paced environment
  • Experience with public health messaging/community engagement M&E preferred

Master's degree or higher in Monitoring and Evaluation, Public Health, Statistics, Data Science, Epidemiology, Program Management, or a related field

Position is full-time, 40 hours per week (Monday-Friday)

Secret-level security clearance required. Must be a U.S. citizen.

Ability to perform repetitive motions with the hands, wrists, and fingers.

Ability to engage in and follow audible communications in emergency situations.

Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $98,500.00 to $116,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
