About the Role

JHCE is seeking to hire a full-time construction inspector to perform quality assurance inspections on public works water, port, and coastal projects.

This list presents anticipated and potential scope.

  • Improvements to parks such as, hardscaping, landscaping, lighting, restrooms and stormwater green infrastructure.
  • Water Infrastructure including water and sewer pipelines, pump stations, and treatment facilities,
  • Port and harbor construction such as piers, docks, piles, and fuel docks for commercial and recreational uses.
  • Coastal restoration such as beach replenishment, shorelines, and marshes,
  • In-water construction such as outfalls, bulkheads, slide gates, seawalls, and submerged pipelines.
  • Shoreline protection systems including breakwaters, groynes, reefs.
  • Hydraulic and mechanical dredging
  • Remediation and disposal of hazardous waste and sediments
  • Electrification upgrades for electric vessels

About You

We are looking for someone who is excited to help us to grow our construction management practice in the San Francisco Bay Area.

  • You have experience and interest in the types of projects listed above.
  • You are a professional with technical expertise and strong communication skills which will allow you to effectively and creditably communicate complex technical issues with our clients.
  • You have experience with construction oversight of maritime, port, marine, and coastal projects.
  • You have field construction inspection and construction management experience.
  • You enjoy direct client contact and professional networking.
  • You have an entrepreneurial spirit and are self-motivated and passionate about your work.
  • You excel in an unconventional work environment. You enjoy working in varied locations, including job sites, at home, and in the office.
  • You must have the ability to work in a fast-paced, variable schedule environment which may include flexible hours, including early mornings or late nights.

Minimum Qualifications

  • A minimum of five (4) years of verifiable experience in field construction management/inspection.
  • Two (2) of the four (4) years’ experience required may be substituted for experience at the Superintendent/General Foreman level, supervising construction crews of more than six (6) staff.
  • QSP is desirable but not requiredCurrent OSHA 30-HR for Construction Certification, or must be obtained prior to start of work.
  • Ability to work minimum 8-hour shifts. May at times be assigned morning and/or late-night shifts, and weekends; Ability to work overtime as needed.
  • Possession of a valid driver’s license in the State of California and drive to and between job sites as needed.
  • Ability to work in disagreeable environments which may require physical effort, such as working in inclement weather conditions, walking on uneven surfaces, and standing for long periods of time.

Desirable Qualifications (not required)

  • Experience with water infrastructure construction (pipelines, pump stations, water treatment, etc.)
  • Relevant International Code Council Certifications
  • Bachelor’s degree in civil engineering or construction management
  • EIT or Professional Engineer registration A current Certificate of OSHA 10-Hour Construction Training is desirable but not required and may be obtained after hire.


Potential Duties

The duties specified below are representative of the range which may be assigned. This is not intended to be an inclusive list and may change at any time

  1. Monitors and inspects the work of contractors for compliance with plans, specifications and schedules.
  2. Prepares project documentation including daily reports, force accounts, materials testing, and other construction records.
  3. Participates in and/or conducts planning, preconstruction, coordination, progress, scheduling and field staff meetings.
  4. Reviews plans, specifications, submittals, shop drawings, change orders, constructability reviews and contract closeout records
  5. Assists in detecting and resolving disputes and/or problems and responds to complaints from the public.
  6. Ensures that all required tests, operations, measurements, and inspections are scheduled, ordered, satisfactorily completed and documented for quality assurance/quality control compliance.
  7. Verifies and prepares quantity and progress estimates for progress payments.
  8. Maintains records on unit price quantities, labor, equipment and progress for change order work.
  9. Reviews and approves change orders for implementation.
  10. Makes field measurements and maintains as-built drawings records.
  11. Conducts and/or witnesses testing of contract material, equipment, and installations.
  12. Reports safety and traffic hazards, defective work and debris to the contractor for correction.
  13. May monitor the excavation, loading and off-haul of hazardous materials from construction sites and ensure compliance with local, state and federal laws pertaining to hazmat.
  14. Drives a vehicle to inspection sites.
  15. Performs other related duties and responsibilities as assigned.
