Plans and conducts formal and informal training for management.
Researches, analyzes, and interprets current MSPB decisions, FLRA statute and decisions, Federal law, regulations, court cases, opinions, and other guidance.
Prepares employee relations documents to include letters of reprimand, proposals/decisions to suspend or remove, and performance improvement plans.
Provides advice, counseling and guidance to employees concerning their rights, procedures, and timeframes under various avenues of dispute resolution.
Prepares managements position for presentation, identifying witnesses, researching and preparing information for briefs, and assisting in the presentation of the case of hearing.
Ensures management actions are consistent with the collective bargaining agreement; maintains regular contacts with management and union officials to ensure the union is consulted on appropriate matters.
Researches Federal Labor Relations Authority statutes and decisions and other case precedent to advise management on a wide range of labor relations issues.
