POSITION OVERVIEW and general description

The State Clinical Director provides leadership to Program Managers and employees providing behavioral health and social services throughout the state of Washington. The State Clinical Director reports directly to the State Director and is responsible for ensuring clinical excellence in all programs, as well as program development, growth, and sustainability. The Clinical Director is responsible for ensuring the team is following State and Federal documentation, HIPAA, and Agency requirements. The Clinical Director works collaboratively with the program administrators and administrative staff to ensure processes that maximize program efficiency and overall success. Location Hybrid Spokane WA area may be required to go to office at times.

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Supervises and collaborates with Program Managers and direct service providers for the establishment of clinical program content and delivery of service
  • Program development: Develop and plan strategies to manage program growth and ensure program sustainability and excellence according to company standards
  • Plan and oversee all patient care or administrative operations and programs
  • Recruit employees to ensure department is staffed with qualified personnel
  • Coordinate and supervise staff providing constructive feedback. Provide personnel with clinical training and opportunities for continuous development. Evaluate performance and discipline employees when necessary.
  • Initiate, implement and monitor compliance with evidence-based practices.
  • Monitor compliance to legal guidelines, internal policies and quality standards. Evaluate existing contract compliance, monitoring and reporting to ensure all goals are being met
  • Oversee all aspects of the behavioral health and social services
  • Consults with supervisor on a regular basis to keep her/him up-to-date on program performance and needs
  • May include direct report responsibility including performance evaluation and facilitates regular meetings to ensure staff members are kept well informed and provides treatment team leadership
  • Provides direct client care as assigned, which may include individual, family, group therapies, discharge planning, and phone contacts to caregivers and referral sources
  • Coordinates with providers including clinicians, prescribers, and/or nurse regarding client issues, professional consultations, or medication evaluations
  • Completes and submits to superiors all required reporting to include Quality Assurance reports
  • Completes utilization reviews on program clients and documents appropriately
  • Audits client charts regarding clinical documentation and ensures providers are adhering to Medicaid and Medicare standards
  • May provide consultation/education to community groups, organizations, human service agencies, hospitals, and various county departments
  • Participates in program development and interacts with other staff regarding difficult cases and psychiatric emergencies
  • Responsible for adhering to department budget and may participate in development of such
  • Performs administrative functions consistent with the needs of the program
  • After Hours availability as scheduled
  • Participates in program staff and planning meetings as required
  • Maintain HIPAA, ethical standards and professional boundaries
  • Ability to work independently and make sound decisions without close supervision
  • Other duties as assigned or necessary to support programs, office and/or the company

Education and/or Experience

Master’s degree in social work, Psychology, Counseling or relative field, or Ph.D. or Psy.D. in Psychology from an accredited college or university.

Certificates, Licenses, Registrations

  • Must hold a Washington state license as a LMHC, LICSW, LMFT or licensed by the appropriate Board as a Clinical Psychologist to practice independently at the highest level possible, or ARNP/PMHNP.
  • Proof of: valid Washington driver’s license and auto insurance, as well as proof of education are required

KNOWLEDGE, SKILLS, AND EXPERIENCE

  • Ability to communicate effectively, both verbally and in writing
  • Ability to effectively prioritize and manage time
  • Minimum of five years of experience with inpatient, outpatient, and/or mental health care and two years post-licensure experience required
  • Must have direct clinical and case management experience, group leadership experience and knowledge regarding rehabilitation and mental health recovery philosophy
  • Strong clinical and interpersonal skills, ability to lead and direct work of others
  • Excellent prioritization and organization skills, strong interpersonal skills and excellent written and verbal communication skills.
  • Intermediate level PC skills required
  • Effectively use the Electronic Health Record system
  • Ability to work flexible schedule to meet the needs to the Program
  • Possess organizational skills, attention to detail, and ability to prioritize multiple tasks, and be flexible.

DECISION MAKING RESPONSIBILITIES

  • Responsible for determining treatment plans for clients, reacting decisively in emergency situations and crisis intervention.
  • Determines caseload and types of cases assigned to clinical staff and level of progress and make personnel related decisions including hiring, performance management, training and development, salary increases and promotions.
