Conducts comprehensive manpower and organizational studies using analytical, statistical, and management engineering techniques to analyze organizational structures and manpower utilization.
Advises senior leadership on optimal organizational structures and the allocation of manpower resources based on mission requirements, workload, and performance standards.
Reviews and analyzes various manpower documents, such as Tables of Distribution and Allowances (TDAs) and Unit Manning Documents (UMDs), and compiles reports using systems like the Joint Manpower Information System (JMIS).
Prepares, maintains, and staffs the Joint Manpower Program, coordinating manpower matters with the Joint Staff, Military Departments, and other defense agencies.
Adjusts manpower requirements in response to changes in mission, budget decisions, personnel limitations, and technological advancements.
Serves as the primary point of contact for the Fourth-Estate Manpower Tracking System (FMTS), managing the system for the command and its subordinate activities.
Prepares and processes manpower change requests for Joint Staff approval and performs quality control checks on all submitted and reviewed changes.
Originates, reviews, and interprets directives and policies related to manpower management.
Manages the compilation of informational data and maintains manpower criteria/standards files and authorization documents.
Develops and recommends priorities for manpower authorizations within resource limitations and assists in the development of command program priorities for the budget process.
