Safety Program Support The Contractor shall provide qualified safety management and safety professional personnel to perform assigned safety activities supporting execution of the Advanced Light Source Upgrade (ALS-U) Project. Contractor personnel shall perform work associated with design completion, procurement, manufacturing, assembly, installation, testing, commissioning, readiness reviews, and project closeout. Contractor personnel shall function as integrated members of the ALS-U safety organization and shall be responsible for executing assigned safety-management, work-planning, hazard-control, field-oversight, documentation, and compliance activities. Work shall include both planning and field execution and shall require coordination with ALS-U management, technical teams, Environment, Health & Safety (EH&S), Radiation Protection, Facilities, Engineering, contractors, and other company organizations as applicable. The Contractor may be assigned one or more of the following tasks. 2.1.1 Task 1 Safety Program Support Provide technical support for implementation and continuous improvement of project safety programs. Activities may include: Safety program assessments Safety planning support Review of project safety requirements Evaluation of project safety practices Development of safety recommendations Participation in safety planning activities Task 2 Hazard Identification, Assessment, and Mitigation Identify and evaluate hazards associated with project activities; develop, document, and implement appropriate hazard controls and mitigation measures; and verify that established controls are incorporated into work planning and field execution. Activities may include: Perform hazard assessments and risk evaluations. Develop and implement hazard mitigation strategies, including engineering, administrative, and work-practice controls, and verify their effectiveness during field execution. Develop and/or review Job Hazard Analyses (JHAs), Activity Hazard Documents (AHDs), and other work-planning documentation. Identify and evaluate industrial, construction, electrical, radiological, lead, hazardous material, and other project-specific hazards. Develop engineering, administrative, and work-practice controls appropriate to identified hazards. Coordinate implementation of hazard controls with responsible project and institutional organizations. Perform field verification that required controls and mitigations are in place before and during execution of work. Identify deficiencies or changing field conditions and coordinate corrective actions before work proceeds, as appropriate. Document hazard assessments, mitigation measures, actions, and closure evidence in accordance with applicable project and company's requirements. Task 3 Work Planning and Control Perform Work Planning and Control activities for assigned ALS-U work, including development and review of work packages, identification and incorporation of required controls, readiness verification, field coordination, and confirmation that work is executed in accordance with approved requirements. Activities may include: Review of work packages Evaluation of proposed work controls Verification of hazard mitigation measures Recommendations for safe work execution Coordination with technical organizations Task 4 Construction and Installation Safety Provide safety support for fabrication, construction, equipment installation, testing, and commissioning activities. Support may include: Field observations Safety walkthroughs Evaluation of changing work conditions Review of lifting and rigging activities Electrical safety coordination Fall protection evaluations Confined space support Contractor safety coordination Task 5 Design Engineering Reviews Participate in engineering and design reviews to evaluate safety considerations throughout the project lifecycle. Support may include review of: Engineering drawings Design packages Specifications Installation plans Test procedures Operational procedures Temporary work plans Task 6 Regulatory Compliance Support Provide technical assistance supporting compliance with applicable federal, DOE, Laboratory, and project safety requirements. Support may include: Compliance assessments Review of safety documentation Corrective action recommendations Response to review findings Development of compliance documentation Task 7 Readiness Review Support Provide technical support for project readiness reviews and operational readiness activities. Support may include: Readiness assessments Procedure reviews Hazard verification Closure of action items Documentation reviews Participation in readiness review meetings Task 8 Incident Prevention and Corrective Actions Provide technical assistance supporting continuous improvement of project safety performance. Activities may include: Review of incidents and near misses Root cause evaluations Corrective action recommendations Lessons learned documentation Trend evaluations Continuous improvement recommendations Task 9 Safety Documentation Develop, review, or revise project safety documentation. Documentation may include: Technical memoranda Safety procedures Safety plans Hazard analyses Engineering evaluations Compliance documentation Lessons learned Technical reports Task 10 Project Meetings Attend project meetings as requested. Participation may include: Technical working meetings Design reviews Safety meetings Readiness reviews Risk discussions Planning meetings Interface coordination meetings Task 11 DOE Review Support Provide technical assistance supporting DOE reviews, independent assessments, and project oversight activities. Support may include: Technical presentations Review preparation Action item resolution Response development Documentation updates Corrective action implementation support DELIVERABLES AND SCHEDULE 3.1 Deliverables Deliverables shall be task-specific and identified within individual work authorizations.
