Behavioral Health Counselor Spv

The agency is seeking a highly qualified candidate for the position of Behavioral Health Counselor Supervisor within the Fulton County Board of Health in the Medical and Preventive Services / Ryan White Division.

Job Responsibilities

The Behavioral Health Counselor Supervisor provides clinical and administrative oversight for the Ryan White Behavioral Health Program. This position is responsible for supervising behavioral health staff, ensuring the delivery of high-quality mental health services to persons living with HIV (PLWH), maintaining compliance with HRSA Ryan White Program requirements, and collaborating with multidisciplinary teams to improve client health outcomes. The supervisor promotes trauma-informed, culturally responsive, and client-centered care while supporting quality improvement initiatives and program performance measures.

Essential Duties and Daily Responsibilities

Clinical Supervision

  • Supervise Behavioral Health Counselors and other assigned staff through regular individual and group supervision sessions.
  • Provide clinical consultation on complex behavioral health cases.
  • Review assessments, treatment plans, progress notes, and discharge summaries for quality and compliance.
  • Ensure behavioral health services are delivered in accordance with professional ethical standards and evidence-based practices.
  • Monitor staff productivity and caseload distribution.

Program Operations

  • Oversee the daily operations of the Ryan White Behavioral Health Program.
  • Ensure timely client access to behavioral health services.
  • Develop and maintain standard operating procedures and workflows.
  • Coordinate behavioral health services with Medical Case Management, Medical Providers, Early Intervention Services, and Support Services.
  • Monitor service utilization and identify opportunities to improve access to care.

Client Care

  • Conduct behavioral health assessments for high-risk or complex clients as needed.
  • Provide individual crisis intervention when clinically indicated.
  • Participate in multidisciplinary case conferences.
  • Coordinate referrals to psychiatric services, substance use treatment, housing resources, and community partners.
  • Promote retention in HIV medical care through behavioral health interventions.

Compliance and Documentation

  • Ensure documentation meets HRSA Ryan White Program standards and agency policies.
  • Monitor compliance with HIPAA, confidentiality requirements, and professional licensing regulations.
  • Review documentation for accuracy, completeness, and timeliness.
  • Assist with HRSA site visits, audits, and program monitoring activities.

Quality Improvement

  • Monitor behavioral health program performance measures.
  • Participate in Quality Management (QM) and Continuous Quality Improvement (CQI) initiatives.
  • Analyze program data and recommend service improvements.
  • Develop corrective action plans when deficiencies are identified.

Staff Development

  • Orient and train newly hired behavioral health staff.
  • Conduct annual performance evaluations.
  • Identify professional development opportunities.
  • Promote employee engagement and staff wellness.

Community Collaboration

  • Develop partnerships with behavioral health providers, hospitals, and community organizations.
  • Represent FCBOH at community meetings and planning groups.
  • Assist with community outreach and behavioral health education activities.

Administrative Responsibilities

  • Prepare monthly, quarterly, and annual reports.
  • Monitor program expenditures related to behavioral health services.
  • Assist with grant reporting and program planning.
  • Participate in leadership meetings and strategic planning initiatives.
  • Perform other duties as assigned.

Minimum Qualifications

Bachelor's degree in counseling or a related field from an accredited college or university in a related field and six (6) years of job-related experience, which includes two (2) years in a lead worker, team leader, or supervisory role; or two (2) years of experience at the lower level Behavioral Hlth Counselor 3 (HCP102) or position equivalent. Note: Some positions may require certification or licensure. Preferred Qualifications

  • Master's degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, or a closely related behavioral health field.
  • Current Georgia licensure as an LCSW, LPC, LMFT, or licensed psychologist (or eligibility for licensure as required by FCBOH policy).
  • Five (5) years of progressively responsible behavioral health counseling experience.
  • Two (2) years of supervisory or lead experience.
  • Experience working with persons living with HIV/AIDS.
  • Knowledge of the HRSA Ryan White HIV/AIDS Program and service standards.
  • Experience with trauma-informed care, motivational interviewing, harm reduction, and integrated behavioral health.
  • Experience using electronic health records and documenting behavioral health services.
  • Strong knowledge of HIPAA, professional ethics, and behavioral health documentation standards.
  • Excellent communication, leadership, conflict resolution, and organizational skills.
  • Proficiency with Microsoft Office applications and electronic data management systems.

Functional Reasoning : Requires the ability to apply principles of logical or synthesis functions; deal with concrete and abstract variables; and analyze major problems that require complex planning for interrelated activities that can span one or several work units.

Situational Reasoning : Requires the ability to exercise judgment, decisiveness, and creativity in critical and/or unexpected situations involving moderate risk to the organization.
