Project Manager Capital Flood Protection Projects

The San Joaquin Area Flood Control Agency (SJAFCA) is seeking a motivated, collaborative, and detail-oriented professional to join our team as a Project Manager Capital Flood Protection Projects. Working under the general direction of senior leadership, this position assists in managing capital improvement projects designed to reduce flood risk throughout San Joaquin County.

This role offers an excellent growth opportunity to support various phases of project delivery, including planning, environmental compliance, basic engineering design support, consultant coordination, and public outreach. The Project Manager will work closely with agency staff, consultants, local partners, and representatives from state and federal agenciessuch as the U.S. Army Corps of Engineers (USACE) and the California Department of Water Resources (DWR)to help keep projects on schedule and within budget.

Essential Responsibilities and Duties

• Assists in coordinating daily project activities, schedules, and budgets across planning, design, permitting, and construction phases.
• Supports staff in liaising with external partners, including USACE, DWR, regional water boards, and local reclamation districts.
• Assists with tracking project documentation, including NEPA/CEQA environmental compliance materials and regulatory permit applications.
• Monitors consultant and contractor progress to ensure deliverables align with project timelines and scope.
• Coordinates civic engagement and public outreach activities related to upcoming capital projects.
• Assists in gathering documentation for real estate transactions, rights-of-way, and land access agreements.
• Responds to basic inquiries and resolves minor issues from members of the public, landholders, and partner agencies.
• Prepares draft status reports, presentation materials, and updates for executive staff and board meetings.
• Helps track project expenditures, invoices, and cash flows against established budgets.
• Attends relevant regional meetings, workshops, and public hearings as assigned.
• Performs other duties and supports agency initiatives as assigned.

Knowledge, Skills, and Abilities

• Basic understanding of project management principles and the lifecycle of public infrastructure projects.
• Familiarity with general water resources, flood control concepts, or public works initiatives in California.
• Strong organizational skills with the ability to manage multiple administrative and project tasks concurrently.
• Clear written and verbal communication skills, with the ability to interface professionally with diverse teams and the public.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and standard office technology.
• Demonstrated ability to take initiative, learn quickly on the job, and work productively both independently and collaboratively.

Minimum Qualifications

Education

A Bachelor's degree from an accredited college or university in engineering, planning, environmental science, construction management, business administration, or a related field. (Relevant professional experience may substitute for the required education on a year-for-year basis.)

Experience

• 2 to 4 years of professional experience in project coordination, public works, environmental planning, or engineering administration.
• Prior experience working with or exposure to public agencies, local reclamation districts, or water resources projects is preferred.
• Direct experience with USACE or DWR processes is a plus, but on-the-job training will be provided.

Certifications / Licenses

• Possession of a valid California Class C Driver's License and an acceptable driving record.
• Engineer-in-Training (EIT) or Certified Associate in Project Management (CAPM) designation is desirable, but not required.
