Director Of Enrollment Management

Under administrative direction, the Director is responsible for planning, directing, coordinating and overseeing the Districtwide Enrollment Management Plan that includes institutional enrollment goals and action plans in support of the District's Educational Master Plan and Strategic Plan. Monitors, researches and analyzes data to develop and implement data driven strategies in support of matriculation, outreach and retention efforts, reviews and establishes enrollment projections and targets, prepares, verifies and submits required state and federal reports, aligns services and resources that provide students access to classes, and supports student equity and success initiatives districtwide.

  • Provides leadership for the planning, development and implementation of the mission, vision, and goals for enrollment management at the District and develops and recommends action plans to reach those goals.
  • Plans, organizes, directs, controls, integrates and evaluates the work of the Enrollment Services department; with managers and staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to development of and monitors performance against the annual department budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
  • Directs and manages the performance of managers and staff; directs and oversees the selection of managers and staff; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Personnel Commission Rules, Board policies, Administrative Regulations, Human Resources procedures and collective bargaining agreements.
  • Works in collaboration with the Districtwide Enrollment Management Committee to define enrollment management, assess and recommend districtwide policies and procedures affecting enrollment management, and develop a strategic Districtwide Enrollment Management Plan that incorporates the accreditation standards for enrollment management and supports the District's Educational Master Plan and Strategic Plan.
  • Plans, designs, and consults with administration, faculty and staff on a variety of projects relating to enrollment management such as establishing Full-Time Equivalent Students (FTES) targets, reviewing FTES enrollment projections and enrollment reports, and recommending strategies to maximize growth and efficiencies.
  • Works closely with Research & Institutional Effectiveness on Districtwide research, District's data warehouse, and other related educational services.
  • Works closely with Finance & Administration to develop funding models that support and maximize growth potential for each instructional site of the district.
  • Works closely with Admissions & Records, Financial Aid, Counseling, and the Vice Presidents and Deans of Student Services to ensure college outreach activities support the District's enrollment management and recruitment goals.
  • Oversees, prepares, organizes, monitors, and verifies the integrity of the data within the student information system and is responsible for the submission of state and federal reports such as the District's 320 apportionment report, enrollment and FTEs reports, FTEs targets and projections, MIS reports, IPEDS reports, and other Districtwide compliance reports.
  • Oversees, collects, compiles, describes, organizes, analyzes, interprets, and presents data and information related to enrollment management by creating queries and utilizing various types of software such as Microsoft Access, SQL and Ellucian.
  • Provides highly effective data analysis and makes executive decisions supporting enrollment management for the district.
  • Works closely with Research & Institutional Effectiveness to research, monitor, and analyze trends in enrollment management, retention, matriculation, weekly contact hours, community college education, college and community characteristics, and student lifecycle, characteristics, and achievement.
  • Works closely with Research & Institutional Effectiveness to document, write, and present research findings on a variety of districtwide issues such as outreach effectiveness, student retention, student success, and student completion rates.
  • Provides leadership and support for the coordination of data sharing projects with local K-12 and university partners.
  • Leads the continuous improvement of Districtwide enrollment management and provides leadership and direction to the Districtwide Matriculation Workgroup, Enrollment Management Committee, District Dual Enrollment Workgroup, and state and federal programs.
  • Researches, evaluates and recommends changes to procedures and systems related to the collection, reporting, and dissemination of enrollment information.
  • Maintains current knowledge of and ensures compliance with federal, state and local laws and regulations related to admissions and records, enrollment management, curriculum, and privacy such as apportionment regulations, Title V, Family Education Rights and Privacy Act (FERPA), and Education Code.
  • Stays abreast of new trends, emerging technologies, and innovations regarding enrollment management, admissions and records, research, education, regulation, business, community, and student characteristics as appropriate to the district.
  • Collaborates with college staff to maintain accurate course and program information in the District's Enterprise Resource Planning (ERP) system.
  • Plans, develops and manages the budget and expenditures for the department.
  • Prepares reports, makes presentations, and responds to inquiries from the Board of Trustees, Chancellor, administrators, faculty, staff, students, parents, community groups, outside agencies, vendors, and the public.
  • May conduct trainings on enrollment management practices and regulations.

Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District. Serves on committees and represents the District at local, regional, state and national conferences, meetings, workshops and training seminars. Participates in shared governance processes and initiatives. Knowledge of:

  • Applicable federal, state and local laws, rules and regulations, including the Family Educational Rights and Privacy Act and California Education Code, Title V and Administrative Code provisions related to community college enrollment, admissions, registration, attendance accounting and recordkeeping.
  • Community college curriculum, organization, operations, policies and objectives.
  • Advanced knowledge of the operational characteristics of various student recordkeeping databases and computer systems used throughout the District and application of a wide variety of student support computer applications and network software.
  • Working knowledge of data systems.
  • Practices, methods, and procedures involved in developing, implementing and conducting effective enrollment management services.
  • Principles and practices of organization, leadership, management, and personnel administration.
  • Principles of budgetary planning, preparation, and management.
  • Principles, theories, techniques, and methods of research, data warehousing and distribution of information.
  • Capabilities of management information systems that relate to admissions and records planning, budgeting, scheduling, and reporting particularly with multiple funding sources.
  • College curricula and instructional programs.
  • Student programs and services at the college.
  • Enrollment modes such as growth, decline, restoration and stability.
  • Organization of post-secondary educational institutions.
  • Record keeping and report preparation techniques to ensure information is accurately presented and reported.
  • Advanced knowledge of math including statistics, addition, subtraction, multiplication, and division.
  • Proper English usage, including spelling, grammar, and punctuation in order to compose items such as correspondence and/or reports.
  • Customer service principles in order to appropriately interact with students, staff, faculty, and the public.
  • Current computer operating systems, software applications and office productivity software such as word processing, spreadsheets, calendaring, presentation, and database programs.

Skills and Abilities to:

  • Analyze a variety of administrative problems to make sound policy and procedural recommendations for their solutions.
  • Examine instructional, relational, and classroom practices to more effectively engage and support diverse and economically disadvantaged students.
  • Make effective oral presentations to a variety of audiences with differing levels of knowledge regarding student services.
  • Effectively communicate with individuals for whom English is not a primary language.
  • Exercise tact, diplomacy and confidentiality in dealing with sensitive and complex issues and situations.
  • Plan and organize work to meet established timelines and department schedules.
  • Operate standard office equipment such as computers, fax machines, copy machines, telephones, and others.
  • Utilize word processing, spreadsheets, email, online calendaring and data entry/retrieval from database programs.
  • Use interactive programming languages such as SPSS
