Emergency Services Coordinator

Time Base: Full-Time (1.0)

Work Schedule: Monday - Friday, 8:00 am - 5:00 pm

Anticipated Hiring Range: $5,877.00 - $6,488.00 Per Month ($70,524.00 $77,856.00 Annually)

Salary is commensurate with experience.

Position Summary: The Emergency Services Coordinator will assist and provide administrative support to the OES Director as needed to ensure San Francisco State University is trained and well-equipped to respond to campus-wide incidents and wide-scale emergencies. The Emergency Services Coordinator will also serve as the primary office administrator and ensure that all financial and administrative functions are executed and comply with systemwide policies and departmental expectations.

Emergency Management Programs and Initiatives

  • Lead in the design, development, implementation, and management of existing and new programs, systems, procedures, and methods of operation related to emergency operations administration on Campus.
  • Prepare a variety of emergency management reports for dissemination and presentation to Campus leadership.
  • Support the emergency management Training and Exercise program, including:
    • Prepare and maintain the integrity of the annual emergency management training matrices.
    • Maintain integrity of emergency management training programs to ensure compliance with industry standards and best practices.
    • Schedule, coordinate and facilitate emergency preparedness and response trainings for SFSU faculty, staff, students, and community members.
    • Support facilitation of emergency management tabletops and exercises in line with Campus emergency exercise schedules.
    • Review Campus Emergency Operations Plan (EOP) and other emergency plans annually and provide recommendations as appropriate.
    • Research and explore opportunities for mutual aid assistance.
    • Collaborate with various Campus stakeholders in the development of scenario-specific annexes to the EOP.
    • Assist with providing resources and materials for Building Evacuation Program for the campus, including trainings, fire drills, building evacuations, building emergency plans and evacuation planning, and building emergency supplies.
    • Maintain an inventory of emergency resources on Campus, including campus-wide emergency supplies, EOC activation equipment, search & rescue supplies, emergency lighting, PPE, first aid supplies, and more.
    • Provide guidance and recommendations to other Campus units and community members regarding the following:
      • Building evacuation drills. This may include participating in drills and debriefs, document aggregation, and action item tracking.
      • Emergency supplies and equipment for other Campus departments.
      • Emergency management initiatives, resources, and related activities on Campus. This includes maintaining high-level and diverse contacts within the CSU system and outside entities.
      • Emergency procedures best practices.
    • Assist with outreach event planning for events like the annual Campus Safety Week, collaborating with other departmental and campus partners.
    • Lead the development and maintenance of emergency management web pages and social media platforms.
    • Assist with business innovation and process improvement efforts, often developing new strategic approaches and solutions. Address problems from broad interactive perspective using advanced research / analytical skills to find new solutions.
    • Maintain OES and EOC continuity plans as departmental Continuity Liaison.
    • Help ensure all departmental documents meet accessibility standards.

Emergency Operations Center (EOC) Responsibilities

  • During activation of EOC, act as primary EOC Coordinator.
  • Assist EOC Director as needed with EOC setup, activation, documentation, and coordination of staff reporting to the EOC.
  • During EOC activations, use sound judgment in the analysis, interpretation, integration, and application of complex data and information and the subsequent actions to take.
  • Maintain the readiness of the Emergency Operations Center (EOC). This includes:
    • Researching relevant standards and best practices around properly equipping the EOC to support the Campus's response and recovery efforts.
    • Maintaining updated EOC roster and contact information.
    • Ensuring appropriate EOC forms, documents, binders and other needed information are updated and readily accessible, for both physical and virtual EOC modalities.
    • Maintain the virtual Emergency Operations Center (EOC) in Teams
    • Lead documentation and record retention for emergency management related records including State mandated records pertaining to EOC personnel (training records, appointment letters, meeting attendance, etc.)

Financial and Administrative Duties

  • Independently research, compile, and analyze data surrounding a variety of administrative, management, fiscal and compliance issues related to emergency management. Results will be used for the development and implementation of new processes and strategic, long-term planning to meet programmatic and administrative goals.
  • Serve as Timekeeper for OES Student Assistant hours and oversee student projects, as appropriate
  • Be responsible for and ensure appropriate use of departmental purchase card and travel card, purchasing office supplies, arranging department travel, and other administrative purchase needs.
  • Collaborate with other Risk & Safety Services analysts to ensure consistent application of University policy and procedures and support divisional administrative continuity
  • Monitor and maintain vendor relationships and create requisitions / purchase order requests through CSUBuy P2P.
  • Support the development and administration of the departmental budget, including preparing budget materials for review and approval.
  • Other Administrative duties as needed

Minimum Qualifications

  • Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
  • Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations.
  • Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management.
  • Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
  • Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.
  • Ability to work with representatives from public and private entities and handle potentially sensitive situations.
  • Demonstrated consultative skills in working with internal and external constituent groups.
  • Ability to present ideas and concepts effectively in written or presentation format and use consultative and facilitation skills to gain consensus.

Preferred Qualifications

  • Bachelor's Degree or equivalent work experience.
  • Two years of experience in emergency management program administration.
  • Must be proficient with Microsoft Office Suite.
  • Must be proficient with the use of the internet, ideally proficient with social media as well
