MTSS Lead

This position is grant funded with multiple year anticipated renewal.

The MTSS Lead provides leadership, coordination, coaching and support for the implementation and continuous improvement of the District's Multi-Tiered System of Supports (MTSS) framework. This position is responsible for developing staff, sustaining consistent systems, and using data to drive continuous improvement at the District and building levels to ensure all students have equitable access to responsive, high-quality academic, behavioral, social-emotional, and attendance supports.

The MTSS Lead collaborates with district and school leaders, educators, student support staff, and community partners to promote early intervention, data-informed decision making, and positive outcomes for all students. The MTSS Lead serves as a systems leader and MTSS coach who helps build staff capacity, aligns practice and initiatives across departments, and ensures the consistent implementation of evidence-based practices across schools.

Lead the development, implementation, and data-driven continuous improvement of the District's MTSS Framework. Establish and monitor systems impact of the implementation of the MTSS framework including specific interventions implementation academic, behavioral, social-emotional, and attendance across all tiers. Align MTSS practices with district priorities, strategic plans, special education, school improvement efforts, Positive Behavioral Interventions and Supports (PBIS), social emotional learning (SEL), and other student support initiatives. Support the continuous improvement of guidance, procedures, protocols, and tools that support effective MTSS implementation. Support schools in creating sustainable structures that promote prevention, early intervention, and student success. Provide coaching, consultation, and technical assistance to school improvement teams, instructional coaches, interventionists, counselors, and other staff regarding MTSS implementation. Design and facilitate professional learning opportunities related to MTSS processes, problem-solving practices, intervention planning, progress monitoring, and data analysis. Build internal capacity by developing school-based MTSS leadership teams and sitelevel implementation leaders. Support staff in the effective use of MTSS tools, data systems, and intervention resources. Coordinate district-wide systems for universal screening, intervention planning, and progress monitoring. Support schools in using multiple sources of data to identify students requiring additional support and to evaluate intervention effectiveness. Monitor implementation fidelity and recommend adjustments to improve outcomes. Facilitate district MTSS leadership teams and support school-based MTSS teams. Utilize structured problem-solving processes to guide decision making and action planning. Foster collaboration among general education, special education, multilingual learner services, counseling, student support services, and school administration. Coordinate cross-department efforts to ensure alignment and efficient use of resources. Participate in district committees and initiatives related to student success, equity, and continuous improvement. Promote equitable access to high-quality instruction, interventions, and supports for all students. Analyze data to identify disparities in student outcomes, access to interventions, discipline practices, attendance, and referrals. Support schools in implementing culturally responsive and inclusive practices within the MTSS framework. Lead efforts to reduce opportunity gaps through proactive identification and intervention strategies. Monitor the effectiveness of MTSS implementation across schools and departments. Establish implementation benchmarks and outcome measures to assess system performance. Support schools in developing action plans based on student and implementation data. Stay current on emerging research, evidence-based practices, and state and federal requirements related to MTSS. Recommend system improvements that enhance student outcomes and organizational effectiveness.

Education: Master's degree in Education, Educational Leadership, Special Education, School Psychology, School Counseling, Social Work, Behavior Analysis, or a related field required. Administrative certification preferred.

Experience: Minimum of five (5) years of successful experience in education, special education, student support services, school psychology, intervention services, or related fields. Demonstrated experience leading school improvement and MTSS Experience facilitating teams and leading collaborative problem-solving processes. Experience analyzing student achievement, behavioral, attendance, and implementation data.

Knowledge, Skills, and Abilities: Deep understanding of MTSS principles, implementation science, and continuous improvement processes. Knowledge of evidence-based academic, behavioral, social-emotional, and attendance interventions. Knowledge of universal screening, progress monitoring, and data-based decision making practices. Understanding of culturally responsive practices, equity-focused leadership, and inclusive educational systems. Strong facilitation, coaching, communication, and presentation skills. Ability to build relationships and work collaboratively across departments and stakeholder groups. Ability to manage multiple priorities and lead complex initiatives. Proficiency with student information systems, data dashboards, intervention tracking systems, and educational technology tools.

Preferred Qualifications: Training or certification in MTSS, PBIS, implementation science, behavior analysis, trauma-informed practices, restorative practices, or related frameworks. Experience supporting district-wide implementation efforts across multiple schools. Experience developing and delivering professional learning for adult learners.

Working Conditions: Frequent travel between district buildings and schools. Occasional evening meetings and professional learning sessions.

Performance Responsibilities: Success in this role will be measured by: Increased fidelity of MTSS implementation across schools. Effective use of data to identify and respond to student needs. Growth in staff capacity to implement MTSS practices. Improved student outcomes in student academics, behavior, attendance, and social emotional well-being. Reduction in disproportionality and opportunity gaps among student groups. Development of sustainable systems that support continuous improvement and equitable student success.
