EDUCATION/CERTIFICATIONS MANDATORY
Minimum 10 years of professional experience in project management, team leadership, and program scheduling, including at least 4 years directly supporting DoW or DCMA agencies. Candidate must also demonstrate technical expertise establishing and maintaining resource-loaded Integrated Master Schedules (IMS) using Microsoft Project, Primavera P6, or equivalent enterprise tools. The candidate must possess strong interpersonal, communication, and organizational skills, demonstrate discretion in handling sensitive information, and have the ability to interface professionally with senior military and civilian leadership.
EDUCATION/CERTIFICATIONS NICE TO HAVE
Master's degree preferred. Active Project Management Professional (PMP) or PMI Scheduling Professional (PMI-SP) certification preferred.
WORK EXPERIENCE NICE TO HAVE
Experience exceeding the 10-year minimum, particularly additional direct DoW/federal agency experience. Strong experience managing resource-loaded IMSs, applying Critical Path Method analysis, managing multidisciplinary contractor teams, overseeing federal contract deliverables, managing risks/issues, and interacting with senior military and civilian leadership would strengthen the candidate's alignment.
ROLES AND RESPONSIBILITIES
The Contractor Program Manager (CPM) will serve as the Contractor's primary management authority and single point of contact for all matters relating to contract performance. The CPM will have authority to commit Contractor resources and direct Contractor personnel as necessary to successfully execute the DCMA Blue List Program Support Services requirement.
Key responsibilities include:
Serve as the single point of contact for all matters relating to contract performance, with authority to commit Contractor resources and direct Contractor personnel.
Provide day-to-day oversight of Contractor operations and serve as the primary operational liaison between Government representatives and Contractor personnel.
Coordinate Contractor resources to ensure effective, timely, and compliant contract performance.
Provide administrative and technical oversight of Contractor activities and ensure personnel are appropriately trained, aligned to assigned responsibilities, and performing in accordance with contract requirements.
Maintain records of labor hours worked by Contractor personnel and submit monthly labor reports for Government verification before invoicing.
Develop, maintain, and manage a resource-loaded Integrated Master Schedule (IMS) covering Blue List milestones, software releases, interagency dependencies, and other contract activities.
Apply Critical Path Method (CPM) analysis to identify schedule risks, evaluate schedule impacts, recommend corrective actions, and communicate schedule impacts to Government stakeholders.
Monitor overall Contractor performance and ensure continued compliance with contractual requirements and Government performance standards.
Attend recurring program management meetings and coordinate contract execution activities with the Government Blue List Program Manager and Contracting Officer's Representatives (CORs).
Coordinate the preparation, review, submission, and resolution of contract deliverables.
Ensure Government comments, requested revisions, and corrective actions associated with contract deliverables are addressed within required timeframes based on mission impact and urgency.
Coordinate Contractor staffing activities, including onboarding, offboarding, notification of key personnel changes, management of staffing vacancies, and workforce continuity.
Verify that Contractor personnel maintain required certifications, training, security requirements, and other personnel qualifications throughout contract performance.
Coordinate administrative activities necessary for successful contract performance, including facility access, badging, Government-furnished property, security requirements, and authorized travel.
Maintain and provide recurring management reports and records, including performance status reports, action-item logs, risk and issue logs, and other contract management documentation requested by the Government.
Identify contract execution risks and performance issues, coordinate appropriate corrective actions, and promptly communicate significant issues, impacts, and recommendations to the Government.
Provide effective leadership and coordination across the broader 14-FTE Blue List support team, which includes Program Integrators, IT Project Managers, IT Cybersecurity Specialists, Cybersecurity Analysts, a Program Analyst, Contract Administrators, and Public Affairs Specialists.
Maintain professional communication with Government leadership, Contractor personnel, and other stakeholders in a fast-paced, dynamic operational environment in which mission priorities, technology, and security requirements may change rapidly.
Exercise appropriate discretion when handling sensitive information and communicate effectively with senior military and civilian leadership.
