Hospital-Based Bridge Services Clinical Supervisor

Operation PAR, Inc. is a non-profit organization offering the full continuum of services for individuals with substance use and/or mental health disorders. PAR has been providing comprehensive behavioral health treatment in west Florida since 1970 through advocacy, education, clinical services, and research.

The Hospital-Based Bridge Services Clinical Supervisor is a strategic and clinical leader responsible for providing clinical oversight and supervision to program staff (SUD Peer Support and Case Managers). Supervisor shall ensure alignment with recovery-oriented, trauma-informed practices, and program objectives while working in multiple hospital settings. This role ensures effective pathways for identifying, engaging, and transitioning patients with substance use disorders (SUD) into recovery services in coordination with the site-based hospital clinical staff. The ideal candidate is dynamic, clinically sophisticated in SUD practices including MAT, harm reduction, and emergency department practices for SUD stabilization; peer support supervision; electronic medical record documentation; patient-outcomes data entry/analysis; recovery-oriented patient engagement; and community resource navigation.

Scope of practice includes:

  • Supervise SUD Peer Support staff and Case Managers operating in multiple hospital-based settings
  • Develop and implement standardized Program operating procedures (SOPs).
  • Collaborate with hospital personnel to support MOUD/MAUD initiation, bridge prescriptions, withdrawal management, and overdose prevention
  • Oversee warm handoff and discharge planning for patients with substance use disorders
  • Coordinate referrals to the coordinated access model (Care About Me) for community-based treatment and recovery services
  • Serve as liaison between hospital staff, hospital leadership, and county representatives
  • Educate medical staff on evidence-based SUD stabilizing practices and stigma-free care approaches
  • Participate in interdepartmental rounds and case conferences
  • Support program staff in managing complex clinical situations
  • Facilitate routine clinical case rounds of patients for patient-level management to ensure continuity of care and follow-through on referrals to external providers, resources, and MAT programs

Knowledge, skills, abilities, and competencies include:

  • Recognize the acute and often unstable medical, psychological, and social conditions of patients with substance use disorders in hospital environments
  • Understand the impact of stigma, trauma, and co-occurring disorders on patient engagement and treatment outcomes
  • Navigate the complexities of hospital systems and clinicians while advocating for patient-centered, recovery-oriented care within an acute medical setting
  • Demonstrate empathy, cultural competence, and adaptability in high-pressure clinical settings
  • Maintain documentation and data collection, quality assurance, and performance measures

Treatment knowledge includes:

  • Expertise in medication-assisted treatment (MAT), medications for opioid use disorder (MOUD), medications for alcohol use disorder (MAUD) including hospital-based buprenorphine/Suboxone protocols for induction and benefits of discharge prescriptions
  • Understanding of withdrawal management strategies in hospital settings
  • Familiarity with evidence-based practices for substance use disorder (SUD) stabilization and treatment
  • Ability to educate and train medical personnel on SUD treatment approaches including harm reduction principles

Application to practice includes:

  • Provide routine individual and group clinical and operational supervision and guidance to SUD Peer Supports and Case Managers working in hospital environments
  • Apply evidence-based practices to support effective patient engagement and care transitions
  • Translate SUD treatment protocols and hospital policies into actionable workflows for frontline staff
  • Facilitate interdisciplinary collaboration between Peer staff, Case Managers, and hospital personnel
  • Ensure staff are equipped to navigate hospital systems and community-based recovery resources
  • Promote a trauma-informed, culturally responsive approach to care delivery and supervision
  • Conduct regular meetings with staff to discuss operations, review metrics, and provide training and supervision at multiple hospital sites

Documentation and compliance includes:

  • Ensure compliance with federal and state regulations governing SUD treatment, including 42 CFR Part 2 and HIPAA
  • Maintain strict confidentiality of patient information across all documentation and communication channels
  • Monitor staff adherence to privacy laws and ethical standards in hospital and community-based settings
  • Train and supervise staff on proper medical documentation practices within electronic health record (EHR) systems
  • Track and correct recurring issues in staff documentation or adherence to workflows
  • Provide weekly review of program reporting, such as reviewing outcome data, referral follow-through, EMR entries and communicate updates to the County
  • Collaborate with compliance, grant liaison, and quality assurance teams to meet regulatory and auditing requirements
  • Implement workflows that align with DCF and CARF standards for SUD care
  • Ensure accurate and timely documentation of patient and provider interactions, referrals patient-outcomes, and clinical supervision

Education and experience: Must meet one of the following criteria (Preferred experience includes working alongside or supervising Peer Support Specialists):

  • Bachelor's degree in a directly related field plus two years of direct client service experience in hospital setting and/or substance use treatment. Minimum 1 year of supervisory experience.
  • Master's degree in counseling or a directly related field with two years of direct client service experience in hospital setting and/or substance use treatment, licensed or pursuing licensure preferred. Minimum 1 year of supervisory experience.
  • MCAP, CAP, or CAC certification from the Florida Certification Board with two years of direct client service experience in hospital setting and/or substance abuse. Minimum 1 year of supervisory experience.

Licenses, certifications and registrations:

  • Current CPR and First Aid Certification or certifications must be obtained within the first six (6) months of employment
  • Certified Addictions Professional CAP or Certified Addiction Counselor CAC preferred.

Essential physical skills include:

  • Ability to move about treatment facility, both indoors and out
  • Ability to lift and carry 5 to 10 pounds reasonable accommodation will be made for otherwise qualified individuals with a disability.
  • Proficiency with Microsoft Windows-based computers
  • Ability to document in an electronic health record system
  • Ability to use Zoom and Teams virtual platforms
  • Highly organized
  • Familiarity with Data Collection and Analysis
  • Ability to be physically present within hospital locations

Environmental conditions include:

  • Hospital environments
  • Exposure to possible verbal abuse and similar behavior
  • Possible exposure to clients with communicable diseases
  • Involves some outdoor activities
  • In-home or community environments

Workplace standards include:

  • Adheres to company time and attendance standards, with understanding of the needs of a 24-hour residential program if applicable.
  • Demonstrates knowledge of company policy and procedure.
  • Demonstrates knowledge of program operating procedures.
  • Performs other duties as assigned and maintains a safe work environment.

Special requirements include:

  • Must have a valid driver's license.
  • Must pass a level II background check () and drug screen.
