About the Position

The Graduate School of Education (GSE) comprises three departments. The Office of the Associate Dean is responsible for the supervising personnel, budget, and office functions of the Credential Student Service Center (CSSC). The CSSC provides services to all programs leading to a credential issued by the State of California and is the direct link to the California Commission on Teacher Credentialing (CTC). The CSSC provides support to CSUEB departments with credential programs and serves the general public regarding information on certification policies and procedures. The office advises students about credential requirements; maintains accurate data on enrollments and student progress; certifies readiness for field experience; and processes all materials related to the application for a credential.

The Credential Analyst position is to maintain continuous oversight of candidate files; interpret laws and regulations for candidates, faculty, staff, and the general public; provide accurate advice to candidates related to completion of credential programs; facilitate presentations to prospective students and candidates finishing the program; provide candidates and team leaders with quarterly updates of candidate progress; and issue documents to potential employers verifying program completion. Additionally, this position is responsible for conducting the final review of candidates’ records to determine credential eligibility and for formally recommending qualified candidates to the Commission for credential issuance.

Responsibilities

Credential Evaluation

  • Maintain continuous oversight of candidate files, including transcripts and other documents required by each credential program.
  • Accurately interpret and apply state, university and program requirements for each credential program to assess documented candidate qualifications.
  • Accurately inform candidates when documents are incomplete, inaccurate, or missing.
  • Process applications for admission.
  • Process credential applications and update records.

Advisement

  • Interpret laws and regulations to advise candidates regarding coursework necessary to meet California credentialing requirements.
  • Conduct workshops for candidates who have completed the program.
  • Advise out-of-state and out-of-country trained candidates on procedures to obtain initial California credentials.
  • Assist faculty members, other staff, and administrators in interpreting state requirements on all certifications.
  • Provide on-call advice to credential holders of renewal processes and requirements.

Admissions

  • Assist with processing admissions for all programs.
  • Assist with Peoplesoft coding for completers.

Classroom Presentations

  • Advise and hold Q&A sessions with completing students to assist in the actual application process and review requirements for added authorizations.
  • Inform candidates regarding any pending regulatory changes.
  • Effectively communicate with credential candidates, faculty, staff, other institutions, employers and service users.
  • Facilitate presentations for prospective students.

Updates/Reporting

  • Conduct updates of candidate records to document progress.
  • Provide accurate reports of progress to candidates and faculty advisors.
  • Assist with gathering data for reports required for Chancellors Office, State, and Federal Agencies.

Authority to Recommend Issuance of Credentials

  • Final review of student records to determine eligibility for certification.
  • Full authority to notify and submit online recommendations to the California Commission on Teacher Credentialing that a credential, certificate or teaching permit be issued to an applicant.

Verifications

  • Issue verification of program completion to candidates, school districts, and county offices of education, providing a basis for employment to our teachers.

Minimum Qualifications

Knowledge

  • Comprehensive knowledge of State standards and requirements for the full range of teaching credentials.
  • Thorough knowledge of educational practices related to employment of teachers with credentials, certificates, or permits in the California school systems.
  • A comprehensive understanding of the credentialing process; thorough knowledge of school internship programs.
  • A general knowledge of teacher preparation programs.

Experience

  • Equivalency of two years of experience in the review, analysis, evaluation or processing applications for teaching credentials, certificates or permits.
  • Equivalency of one year of the above required experience may be equated with any combination of the following:
    • Two years of experience processing academic records to determine eligibility for admissions or degrees. One year of college level education (full-time equivalent) may be equated for up to one year of the academic record processing experience OR
    • Two years of experience performing technical, clerical or secretarial duties involving formulation, revision or interpretation of academic requirements or courses. One year of college level education (full-time equivalent) may be equated for up to one year of the technical, clerical or secretarial experience.

Preferred Skills and Knowledge

  • Demonstrates ability to understand and use data management software systems used for the Credential Student Service Center.
  • Demonstrates ability to communicate effectively, orally and in writing, with department chairs, faculty, students, the university community, and the general public.
  • Demonstrates ability to use CSU East Bay computer-based tools such as: PeopleSoft, Singularity and the Credential Services Student Center designed Database (MyCOE) and acknowledgement of computer applications such as: MS Word, Excel, Access, PowerPoint and Internet.
  • Demonstrates ability to work independently and handle multiple priorities and projects and the ability to organize and prioritize workload to meet deadlines.
  • Demonstrates ability to maintain a high level of confidentiality and appropriately handle sensitive communications according to the Family Educational Rights and Privacy Act.
  • Demonstrates the ability to advise applications, candidates, and students on the routes to certification.
  • Demonstrates troubleshooting skills and resolve difficult situations.
  • Demonstrates ability to understand CTC and CAEO accreditation policies/procedures.
  • Demonstrates a knowledge of California’s teaching credential requirements, including Teaching Performance, Assessment, and the associate Teaching Performance Expectation.
  • Demonstrates knowledge acquired from attending the annual conference training with the Credential Counselors and Analyst of California (CCAC) and the Commission on Teacher Credentialing (CTC), the state agency that oversees education preparation programs.

Condition(s) of Employment

Satisfactory completion of a background check (including LiveScan, as appropriate), that may include, but is not limited to: criminal records check, verification of academic credentials, licenses, certificates, credit history, professional references and/or verification of work history is required for employment. Cal State East Bay will issue a conditional offer of employment to the selected candidate, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Unsatisfactory results may also affect the continued employment of current Cal State East Bay employees who were conditionally offered the position.

All background checks are conducted through the university's third-party vendor, Accurate. LiveScan is conducted through the University Police Department.
