Job description

Human Resources Specialist

Oswego Community Unit School District 308 is currently recruiting exceptional candidates for the position of Human Resources Specialist. Qualified candidates will have a Bachelor's degree in Human Resources or related field required, or two years of experience as a recruiter preferred; strong communication, organizational, interpersonal and multi-tasking skills for a fast-paced environment. The recommended candidate for this position will receive a regionally competitive starting salary (range $65K - 68K) depending on background and experience. A comprehensive benefits package, vacation & sick days, and 75% district-paid medical (including 100% reimbursement for non-emergency care at Rush affiliated providers on our PPO & HCA plans) and dental insurance.

About the District

Oswego Community Unit School District 308 is a Pre-Kindergarten to 12th grade unit school district that serves the communities of Oswego, Aurora, Joliet, Montgomery, Plainfield, and Yorkville. The District is the 7th largest public school district in Illinois and serves nearly 17,000 students. The community of Oswego, IL is 68 square miles and located approximately 46 miles west of Chicago, IL within an easy commute to all the recreational and cultural activities the city has to offer.

General Description

Responsible for managing and coordinating the District's end-to-end recruitment, hiring, and onboarding processes for assigned positions. Partners with building and department administrators to develop and implement effective recruitment strategies, manage vacancies and candidate workflows, facilitate selection and employment processes, and ensure candidates meet applicable employment, licensure, and compliance requirements. Administers assigned recruitment and HR processes, maintains accurate recruitment and personnel data, serves as a technical resource for HR systems, and supports continuous improvement of recruitment, hiring, onboarding, and compliance practices.

Responsibilities

Recruitment & Talent Acquisition

  • Develops and executes recruitment strategies with building and department administrators for individual vacancies, hard-to-fill positions, and targeted employee groups using Frontline and other approved recruitment platforms.
  • Manages the District's job postings and vacancy advertisements across internal and external recruitment sites in accordance with established procedures and budgetary guidelines.
  • Coordinates and represents the District at spring and fall job fairs, career fairs, recruitment events, and other targeted recruitment activities.
  • Partners with Residency Program Coordinator to assist with placement and support of the District's program.
  • Partners with the Communications Department to develop compelling job advertisements, recruitment materials, and employment marketing strategies.
  • Maintains and monitors the District vacancy list throughout the school year, including vacancy status, recruitment activity, candidate status, and onboarding readiness.
  • Monitors recruitment metrics, deadlines, applicant trends, and hiring data to identify recruitment needs and recommend improvements to recruitment strategies, systems, and processes.
  • Develops and maintains recruitment resources, procedures, and communication materials to support consistent and effective hiring practices.

Hiring & Onboarding

  • Manages the end-to-end recruitment and hiring process, including requisition controls, posting practices, applicant workflow, selection documentation, reference checks, pre-employment requirements, salary and benefit offers, contracts, start-date readiness, and communication with candidates and stakeholders.
  • Verifies that recommended candidates meet applicable requirements established by the Illinois School Code, Board Policy, collective bargaining agreements, and District procedures.
  • Coordinates onboarding for non-administrative and temporary employees and assists with administrative onboarding as directed.
  • Partners with building and department administrators to establish start dates, coordinate onboarding requirements, schedule and conduct orientations, and ensure new-hire documentation is completed accurately and timely.
  • Oversees onboarding and personnel-action workflows to ensure completion of required approvals, I-9 and E-Verify, licensure and credential verification, Faith's Law Employee History Review, background clearances, system access, assignment information, and other pre-employment requirements.
  • Coordinates timely communication with Payroll, Technology, schools, departments, and other stakeholders to ensure employees are ready for service by their approved start date.
  • Assists with recruitment, staffing, and onboarding for summer programs and other temporary or seasonal employment programs.
  • Ensures new-hire and employment documentation is complete, accurate, and maintained in accordance with applicable laws, Board policies, collective bargaining agreements, and District procedures.

Licensure, Compliance & HR Administration

  • Administers assigned HR compliance functions, including licensure and credential monitoring for employees serving under Emergency or Short-Term approvals and other applicable employment authorizations.
  • Monitors employee assignments and credential requirements and identifies potential compliance issues requiring action within established timelines.
  • Researches and applies statutes, regulations, Board policies, collective bargaining agreements, administrative procedures, and agency guidance to resolve non-routine recruitment, employment, licensure, and compliance matters.
  • Documents compliance analysis and recommends appropriate resolutions for complex or non- routine cases.
  • Reviews and audits personnel transactions for accuracy, eligibility, required approvals, consistency, and compliance prior to final processing or Board reporting.
  • Coordinates the preparation, validation, and timely submission of Board personnel reports, employment recommendations, contracts, official notices, status letters, and supporting documentation.
  • Communicates compliance requirements, deadlines, and necessary actions to candidates, employees, administrators, and other District stakeholders.

HR Systems & Technical Support

  • Serves as a technical resource and trainer for school secretaries, supervisors, and employees regarding Frontline Hiring and Recruitment modules and related recruitment processes.
  • Supports substitute and absence-management systems, including account maintenance, employee setup and deactivation, routine user assistance, troubleshooting, and reporting.
  • Maintains accurate recruitment, hiring, onboarding, assignment, and employment data within applicable HR systems.
  • Reviews recruitment and onboarding workflows to identify opportunities to improve system functionality, data accuracy, efficiency, and consistency.
  • Develops and maintains procedures, resources, and training materials supporting recruitment, hiring, onboarding, and compliance processes.
  • Provides technical assistance and guidance to administrators and HR staff regarding recruitment processes, system workflows, and related procedures.

Qualifications

  • Bachelor's degree in Human Resources or related field required, or two years of experience as a recruiter preferred.
  • Skill in procuring high-quality candidates for hard-to-fill positions.
  • Skill in maintaining confidentiality required.
  • Knowledge of best practices in recruitment required. Experience with the use of social media for recruitment is preferred.
  • Strong communication, organizational, interpersonal and multitasking skills required for a fast-paced environment.
  • Ability to meet deadlines and prioritize workflow to match district priorities.
  • Experience in Microsoft, Google, and Canva software.
  • Bilingual - Spanish preferred.
