Job description

Program Manager

The Program Manager is responsible for planning, implementing, and evaluating high-quality Girl Scout programming that supports the council's mission of building girls of courage, confidence, and character who make the world a better place. This position manages assigned program areas, develops engaging experiences for Girl Scouts, supports volunteers, collaborates with community partners, and ensures programs align with Girl Scouts of the USA (GSUSA) standards and council strategic priorities. The Program Manager works collaboratively across departments to deliver innovative, inclusive, and mission-driven programming that engages Girl Scouts, volunteers, and families throughout Colorado. Anticipated key program areas for this position include Highest Awards, leadership award training, and older girl programming including the Older Girl Advisory Board. Occasional evening and weekend availability is required.

Essential Duties & Responsibilities:

  • Plan, coordinate, implement, and evaluate assigned program offerings, events, workshops, and initiatives.
  • Develop annual program plans, goals, timelines, and budgets in partnership with the Program Delivery Director.
  • Ensure programs align with GSUSA standards, council policies, and strategic objectives.
  • Continuously evaluate program effectiveness using participation data, feedback, and outcomes to improve quality and impact.
  • Provide programs that are inclusive, accessible, and reflective of the diverse communities served.
  • Maintain accurate program records and documentation and provide timely reporting.
  • Serve as a resource for volunteers, caregivers, and community partners.
  • Build and maintain relationships with organizations who partner with the Council to deliver programs.
  • Develop tools, guides, and training materials that promote successful program delivery.
  • Foster positive volunteer and Girl Scout engagement.
  • Ensure timely communication with all stakeholders.
  • Manage registration processes, facility reservations, supplies, and vendor relationships.
  • Lead event setup and execution.
  • Manage at least one Program Specialist, including schedule management, coaching and development, and performance management processes.

Primary Cross-Functional Responsibilities:

  • Partner with other Mission and Delivery teams to enhance program reach and member satisfaction.
  • Identify opportunities for collaborative programming, sponsorships, and member engagement.
  • Ensure participant safety through adherence to council policies and risk management procedures.
  • Collaborate with marketing and communications staff to promote programs and events.
  • Participate in cross-functional teams and council initiatives.
  • Support the efforts and commitments of Girl Scouts of Colorado in pluralism and diversity throughout the organization and within each community served.
  • Embrace diversity and inclusiveness by contributing to positive relationships between diverse racial, ethnic, and social groups in the Council as a whole and between employees and volunteers.
  • In accordance with the philosophy of Girl Scouts of Colorado, the person filling this position may occasionally be required to carry out or assist with other tasks in addition to the duties listed on this job description.

Job Qualifications:

  • Bachelor's degree in relevant field or equivalent experience with four years of related work experience.
  • Two or more years of experience in program management, youth development, nonprofit organizations, or education.
  • Experience managing volunteers.
  • Experience facilitating programs or training.
  • Knowledge of nonprofit operations and/or community engagement preferred.
  • Previous Girl Scout experience as a member, volunteer, or staff member is preferred, but not required.

Knowledge, Skills, and Abilities:

  • Proven ability to develop and facilitate engaging, inclusive programs across diverse settings.
  • Excellent verbal and written communication skills for varied audiences, including youth, families, and community partners.
  • Proficient in program evaluation, data collection, and outcome tracking with strong attention to detail.
  • Skilled in event planning and logistics coordination.
  • Adaptable and solutions-oriented, with the ability to adjust programming in real time.
  • Confident in presenting information and responding to inquiries from internal and external stakeholders.
  • Highly organized, detail-oriented, and capable of managing multiple priorities and deadlines.
  • Self-directed with strong task management and follow-through.
  • Maintains confidentiality and exercises sound judgment with sensitive information.
  • Demonstrates professionalism and effective communication in both written and interpersonal interactions.

Additional Requirements:

  • Must be at least 21 years of age, with 5 years of driving experience.
  • Must possess a valid and current license to operate a standard motor vehicle.
  • Must pass all required background & motor vehicle record checks.
  • Must be fluent in speaking, reading, & writing English.

Material and Equipment Directly Used:

  • Computer and related software, telephone, e-mail, copiers, and equipment commonly found in an office environment.
  • Common event materials such as tables, canopies, backdrops, etc.

Working Environment & Physical Activities:

  • Variable working schedule including some evenings, weekends, and some overnight stays.
  • Frequently: Exert up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
  • Frequently: May be required to transport Girl Scout materials weighing up to 30 pounds with or without assistance.
  • Regular travel throughout council jurisdiction may be required.
  • Access to transportation with insurance at required state levels to conduct business statewide.
  • Valid driver's license and driving record acceptable to the Girl Scout insurance company.
  • This position requires extended periods of viewing electronic screens. Prolonged periods of sitting at a desk and working on a computer.
