Summary/Objective The Program Manager provides overall leadership, strategic direction, and management for all activities performed under the Project Management and Strategy Support contract. The Program Manager serves as the primary point of contact with the Government and is responsible for ensuring successful execution of all contract requirements, including project management, quality assurance, scheduling, financial oversight, risk management, and resource coordination. Responsibilities:
- Serve as the primary point of contact for the Government on all project management matters.
- Provide overall leadership and strategic guidance for contract execution.
- Oversee all project management functions, including: technical resources, quality assurance, project scheduling, cost management, and financial controls.
- Ensure all contract deliverables are completed on schedule, within budget, and meet quality requirements.
- Lead project planning, reporting, and resource allocation activities.
- Establish and maintain project management processes, methodologies, and governance.
- Coordinate activities across multiple stakeholders and cross-functional teams.
- Monitor project risks and implement mitigation strategies.
- Ensure compliance with CBP/DHS standards, reporting requirements, and contractual obligations.
Required Education & Experience:
- An ACTIVE and MAINTAINED CBP PUBLIC TRUST.
- Minimum 10 years of federal program management experience.
- Demonstrated experience managing complex CBP/DHS Office of Information Technology (OIT) IT projects involving: multiple stakeholders, cross-functional teams, budgets exceeding $1 million.
- Experience overseeing project management functions, including technical resources, quality assurance, scheduling, cost management, and financial controls.
- Experience managing enterprise-level federal IT programs.
- Strong leadership, communication, and stakeholder management skills.
Preferred Certifications
- Project Management Professional (PMP) Highly desirable
- Program Management Professional (PgMP) Highly desirable
- Required Experience Security & Suitability Requirements Candidates must be able to:
- Pass a CBP background investigation
- Meet CBP suitability requirements, including: no felony convictions within the previous 36 months, no illegal drug use within the previous 12 months, no recent job-related misconduct, no recent financial irresponsibility (e.g., tax liens, bankruptcy)
- Adhere to CBP/DHS security, privacy, and professional conduct standards
